Abstract

Abstract This research aims to (1) find out the factors that make the news in the Election of Golkar Party Chief in South Sulawesi in the period of 2009-2014 become headline in Harian Fajar and Tribun Timur, (2) find out how Harian Fajar and Tribun Timur construct headline news in the Election of Golkar Party Chief in South Sulawesi in the Period of 2009-2014. The data were obtained from Harian Fajar and Timur published fron 1 to 17 November, 2009. The sample was selected using headline news. The data were then analyzed using framing analysis based on Modiliani and Gamsom models. The result show that both of the newspapers have a similar frame in determining a fact to become a headline news. Harian Fajar and Tribun Timur publish headline nesw based in the principles of news values involving magnitude, proximitiy, prominence, actuality, significance, consiquences, conflict, and drama. The two newspapers also have a similarity in constructing headline news. Harian Fajar and tribun Timur concider that the frame of Syahrul Yasin Limpo as a candidate in the Election of Golkar Party Chief in South Sulawesi in the Period of 2009-2014 is consensus, while the frame of Ilham Arif Sirajuddin as a candidate is voting. However, the element of indicators to construct a fact are not same at all from one to another. They are differences in metaphores, cathphrases, exemplars, dipictions, visual images, roots, appeals to principle, and consequences. Abstrak Penelitian ini dimaksudkan untuk; (1) Mengetahui faktor-faktor yang mengetahui berita-berita Pemilihan ketua Partai Golkar periode 2009-2014 menjadi Headline pada Harian Fajar dan Tribun Timur, (2) bagaimana Harian Fajar dan Tribun Timur mengkonstruksi berita-berita Headline dari Penelitian Ketua Golkar Propinsi Sulawesi Selatan. Data diperoleh dari Harian Fajar dan Tribun Timur diterbitkan dari tanggal 1 hingga 17 November 2009. Sampel dipilih menurut berita yang menjadi headline. Data kemudian dianalisis dengan menggunakan analisa framing berdasarkan model dari Modiliani dan Gamson. Hasil penelitian ini menunjukkan bahwa kedua surat kabar , yakni Harian Fajar dan Tribun Timur memiliki framing yang mirip sama dalam menentukan fakta untuk dijadikan headline. Harian Fajar dan Tribun Timur mengangkat headline berdasarkan prinsip-prinsp nilai berita, yakni besar atau pentingnya berita, jarak kedekatan, menonjol, aktual, signifikan, konsekuensi, konflik dan dramatisasi. Kedua surat kabar tersebut juga memilki kesamaan dalam mengkonstruksi berita yang akan diangkat menjadi headline, yakni Fajar dan Timur mempertimbangkan frame Syahrul Yasin Limpo sebagai seorang calon dalam Pemilihan Ketua Partai Golkar periode 2009-2014 yang dipilih atas konsensus bersama, sementara Ilham Arif Sirajuddin sebagai calon yang dipilih menurut voting. Namun, disisi lain, elemen yang dijadikan indikator untuk mengkonstruksi suatu fakta menjadi berita headline tidak selamanya sama. Kedua surat kabar ini berbeda dalam metafora, ungkapan, pelukiasan, gambaran bayangan, akar, tekanan pada hal-hal yang prinsip dan konsekuensi berita.

Abstract

This study aims to analyze the influence of human resource quality, motivation, and employee engagement on the performance of Experts of the House of Representatives of the Republic of Indonesia, with the certainty of personnel status as a moderating variable. The research method is a quantitative, employing Structural Equation Modeling (SEM) with Partial Least Squares (PLS) via SmartPLS 4.0. Data was obtained through the distribution of questionnaires to Experts of the House of Representatives of the Republic of Indonesia. The results of the study show that the quality of human resources, motivation, and employee engagement have a positive and significant effect on the performance of the Experts of the House of Representatives of the Republic of Indonesia. In addition, the certainty of employment status has been shown to moderate the relationship between human resource quality, motivation, and employee engagement and performance, thereby strengthening the influence of these three variables. Theoretically, this study strengthens the Job Demands–Resources (JD–R) Theory, by showing that the quality of human resources as personal resources as well as motivation and employee engagement, as part of the motivational process, contribute significantly to performance. In addition, the certainty of employment status acts as a job resource that strengthens the relationship between individual resources and performance, thereby enriching the literature on performance determinants in the public sector. This research emphasizes the importance of improving the quality of human resources, strengthening work motivation, and increasing employee engagement in an effort to improve the performance of the Experts of the House of Representatives of the Republic of Indonesia. On the other hand, the certainty of employment status is a strategic factor that can strengthen the effectiveness of these three variables in producing optimal performance.
