Abstract

Election is a democratic party that is held with the aim of electing a candidate for a leader who will lead a certain area. Village head elections are held every six years. In 2022 Karangren Village, Krejengan District, will carry out election activities which will end up causing various kinds of conflicts. In the election for the head of Karangren Village, 3 candidates for village heads were brought together, namely Abdul Karim as candidate for village head with serial number 1, Subandi with serial number 2, and Yeti Nurhayati with candidate for village head serial number 3. The conflict occurred as a result of strong competition and between the two camps, namely candidate serial number 2 and candidate serial number 3. Which caused many disputes to arise both between the village head candidates and the community as supporters of each village head candidate. So that some of these conflicts led to chaos and made the situation in Karangren Village not conducive. This study aims to find out about the evaluation of the results of election supervision at the village level in an effort to minimize conflict between participants. The method used in this study is a qualitative method with data collection in the form of literature reviews, interviews and observations. The results of the research are that it is known that the conflicts that have occurred have been resolved using persuasive methods by community leaders in Karangren Village.

Abstract

Penelitian ini bertujuan untuk mengenali aspek pendukung serta penghambat implementasi inovasi wilayah bilik informasi samsat probolinggo terhadap tingkatan sadar pajak warga. Minimnya pemahaman warga terhadap wajib pajak selaku pemilik kendaraan bermotor yang membuat pelayanan samsat menjadi tidak efisien serta efektif. Oleh sebab itu aparatur pemerintahan membuat inovasi baru untuk memfasilitasi kebutuhan warga pegunungan atau pedesaan dalam pelayanan pembayaran wajib pajak dengan staff dari samsat Kabupaten Probolinggo mendatangi lokasi pedesaan dan pegunungan rumah warga. Metode penelitian ini menggunakan metode penelitian  deskriptif dengan pendekatan studi kasus. Penulis mengumpulkan informasi dan data secara observasi langsung, dan melakukan wawancara pada narasumber. Berdasarkan hasil penelitian yang sudah diperoleh  dikatakan sumber energi manusia ialah salah satu metode yang dicoba untuk meningkatkan minimnya pemahaman warga terhadap pembayaran pajak. Untuk mewujudkan inovasi baru tersebut perlu menggunakan sumber energi manusia yang handal dan dibutuhkan upaya untuk menaikkan kompetensi melalui pelatihan, kursus ataupun study banding.

Abstract

This study explores the implementation of the INLISLite application system in enhancing the quality of digital-based services at the Public Library of Probolinggo City and examines the supporting and inhibiting factors influencing its application. Employing a descriptive qualitative approach, data were gathered through in-depth interviews, observations, and documentation, and analyzed using Miles and Huberman’s interactive model. The findings reveal that INLISLite has effectively facilitated the transformation of library services toward digitalization, contributing to improved service quality. This improvement is reflected in the indicators of the DeLone & McLean Information Systems Success Model—system reliability, responsiveness, assurance, empathy, and tangible aspects—through features such as cataloging, membership management, circulation, digital guestbooks, OPAC, and reporting tools. However, several challenges persist, including limited IT-skilled personnel, unstable internet connectivity, and suboptimal reporting functionalities. Despite these obstacles, the implementation has been successful, driven by effective communication among librarians, users, and the Department of Communication and Information; the availability of adequate resources; adaptive and responsive staff attitudes; and a robust bureaucratic framework supported by clear standard operating procedures. In line with Edward III’s policy implementation theory, the study concludes that INLISLite plays a significant role in the modernization and efficiency of digital library services, although continued improvements in infrastructure and human resource capacity remain necessary.

Abstract

This research aims to analyze the role of information technology in increasing the effectiveness of local government systems in the digital era. Information technology (IT) is being adopted by local governments as a tool to simplify public services, speed up bureaucratic processes, and increase transparency. The research method used is qualitative with a descriptive approach. This study was conducted in Probolinggo City, where information technology has been implemented in various government sectors. The research results show that the use of IT can increase the efficiency of public services and public accessibility to information. However, there are still obstacles in terms of technological infrastructure and digital literacy that need to be overcome

Abstract

Dalam penelitian ini untuk bertujuan memperoleh gambaran rinci terkait dengan terlaksanakannya penerapan Good Governance didalam pelayanan publik di Dinas Sosial dan PPPA Kota Probolinggo terhadap program program yang sudah dilakukan khususnya Program Permakanan untuk penyandang disabilitas. Terdapat sepuluh prinsip Good Governance yang digunakan dalam Musyawarah Nasional Pemerintahan Daerah yang meliputi akuntabilitas, penegakan hukum, transparansi, partisipasi, efisiensi dan efektivitas, kesetaraan, daya tanggap, pengawasan, wawasan masa depan, dan profesionalisme. Dalam kesepuluh prinsip tersebut dipakai untuk mengetahui keberhasilan atau tidaknya pelayanan publik di Dinas Sosial dan PPPA Kota Probolinggo dalam perspektif Good Governance. Dalam penelitian ini menggunakan metode pendekatan kualitatif dengan jenis penelitian deskriptif. Penelitian ini dilakukan di Dinas Sosial dan PPPA Kota Probolinggo. Teknik penentuan informan yang digunakan dalam penelitian ini adalah teknik Purposive Sampling. Pengumpulan data dilakukan melalui teknik wawancara yang mendalam, observasi, dan dokumentasi. Teknik analisis data yang digunakan adalah reduksi data, penyusun data, dan penarikan kesimpulan. Hasil penelitian yang diperoleh dari penelitian ini adalah pelaksanaan pelayanan Program Permakanan bagi penyandang disabilitas oleh Dinas Sosial Kota Probolinggo telah berjalan dengan baik. Meskipun demikian, masih terdapat kekurangan terutama dari segi efisiensi dan efektifitas pelayanan karena jumlah sumberdaya manusia yang menangani dinilai masih kurang sehingga membuat penyelenggaraan pelayanan program permakanan disabilitas tersebut menjadi efektif
