Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan pengurangan penggunaan kantong plastik di Kabupaten Bekasi. Masalah difokuskan pada capaian kinerja pengelolaan sampah plastik yang tidak menunjukkan proses yang sistematis, menyeluruh, dan berkesinambungan antara pengurangan dan penanganan sampah plastik. Pada penelitian ini menggunakan model Edward III yang memiliki empat faktor yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Metode penelitian yang digunakan yakni deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, dokumentasi, dan wawancara. Berdasarkan dari hasil penelitian ini menghasilkan temuan bahwa kebijakan pengurangan penggunaan kantong plastik di Kabupaten Bekasi belum terimplementasi dengan optimal. Dibuktikan pada faktor komunikasi, adanya ketidakjelasan dan inkonsistensi melalui sosialisasi kebijakan belum masif. Pada faktor sumber daya, jumlah staf yang dimiliki masih kurang dan tidak didukung dengan kemampuan yang baik serta fasilitas yang memadai. Pada faktor disposisi, komitmen dari masyarakat melalui pemahaman dan responsivitas masih kurang baik akan kehadiran kebijakan pengurangan penggunaan kantong plastik. Begitu juga dengan faktor struktur birokrasi masih ditemukan hambatan terkait fragmentasi dan standar operasional prosedur.

Abstract

Food security is a global strategic issue, affecting social and economic stability and even national security. Indonesia's population is increasing sharply, food security needs to be strengthened through urban farming. The source of food production in urban areas has decreased, due to the narrowing of agricultural land. The research method is descriptive and qualitative. Data collection was done using interview, observation and documentation techniques. The research analysis uses the model by Miles Huberman. The results of the study indicate that the community already understands and is familiar with urban farming with P2L, even groups of PKK women have participated in plant management in their yards; the inhibiting factors of the perpetrators are not understanding the technicalities of urban farming, lack of capital and the existence of extreme weather; The local government strongly supports the making of food security policies through urban farming by issuing several legal products of Regional Regulations.

Abstract

Jamu is a traditional drink which is one of the heritages, by utilizing spices that grow in Indonesia. This “Wong Djamoe” product is an innovative product of herbal medicine which is marketed in the form of yogurt and ice cream which has traditional herbal flavors such as ginger, kencur, turmeric, and temulawak flavors. However, in terms of MSME branding, this is a little lacking, namely the lack of identification from the production house and in terms of packaging. The general purpose of this community service activity carried out by UPN "Veteran" East Java students is to help develop product innovation by carrying out product branding and digital marketing for UMKM Wong Djamoe in Pulosari Village. The dedication method carried out by the author begins with visits to partners to carry out FGD (Focus Group Discussion) activities with herbal MSMEs practitioners. The results of the FGD, product innovation carried out is a process of developing new products with the aim of meeting consumer needs, increasing competitiveness, and creating added value. Because in the current era of rapid technological development, it encourages MSME actors to adapt in developing their business by utilizing existing technology. So at this stage activities were carried out to create an MSME website and take product photos again in Pulosari Village which displayed all MSME products in the village along with information.
