Abstract

In recent years, many shocked markets have emerged in a number of sub-districts in Pekanbaru City. As of 2020 the market totals 71 markets. A shock market is a market that stands on a place or land owned by residents and is not managed by the Pekanbaru City Trade and Industry Office, so it is also called an unofficial market. However, in 2020, precisely on March 20, 2020, Indonesia was hit by the Covid-19 pandemic by the Corona Virus, this caused restrictions on community activities in various fields. Coinciding with anticipating the spread of the Corona virus (Covid-19), the Beleidsregel issued by the Pekanbaru City Industry and Trade Office on March 28, 2020 was in the form of Appeal Letter No. 511.2 / DPP-1.1 / 355 concerning Anticipation of the Spread of the Corona Virus (Covid-19). The content of the letter is to be able to stop market activities because the shock market operates illegally and does not have legal legality and avoids crowds to prevent the spread of the Corona Virus or Covid-19. This study aims to determine the factors that affect the ability of the Department of Industry and Trade to force the enactment of a letter of appeal through law enforcement of the Pekanbaru City Regional Government against Shocked Market Activities During the Covid-19 Pandemic to stop the spread of the Corona virus which is seen using law enforcement theory according to Soerjono Soekanto. The location of the study was carried out at the Department of Industry and Trade and the Pekanbaru City PP Satpol Office. This research uses qualitative research methods, the data collection techniques used are observation, interviews and documentation. The result of this study is the Law Enforcement of Pekanbaru City Regional Government against Shocked Market Activities During the Covid-19 Pandemic in 2020 at the Shock Market in Tenayan Raya District, especially Beleidsregels in the form of appeal letter No.511.2 / DPP-1.1 / 355 has not run optimally which is caused by several factors, namely the less strict Beleidsregels sanctions, special regulations on the market that do not yet exist and the low legal awareness of the people themselves. Abstract

The Village Head is one of the people who exercises the rights, powers and obligations of the leadership of the Village Administration. in administering village government is the main organizer and person in charge in the field of government, development and society in the context of administering village government, general government affairs and including the development of security and order in accordance with applicable laws and regulations. The type of research used by the authors in this study is descriptive. Data collection techniques are interviews, literature studies and documentation. The data analysis technique in this study was carried out qualitatively. The results of the study explained that the capacity of the Pintu Gobang Kari village head was assessed from 3 indicators, namely basic abilities which showed that the basic ability of the Pintu Gobang Kari village head was to understand and understand security and order issues in Pintu Gobang Kari Village. According to the research informant, the village head also understands his authority in maintaining peace and security in the village. Both capacity assessments based on management capabilities show that in terms of management capabilities it is assessed that the village head has good management capabilities which can be seen from the coordination carried out by the village head when there is a security disturbance in Pintu Gobang Kari Village. Third, the capacity of the Pintu Gobang Kari village head in terms of his technical skills is still inadequate because there are no village regulations made in an effort to maintain peace and order in the village. The program that was just created was limited to the provision of security posts where the provision of security posts could only overcome the problem of theft through night patrols that were carried out, but had not been able to overcome the problem of fighting between groups or gangs in the village and also the problem of gambling. Abstract

Villages have the authority to manage Village Funds which are given directly by the Central Government in the State Revenue and Expenditure Budget (APBN). The problem in this research is that in the Bokor Village Musrenbang for potential development in the economic sector it was not proposed by the community who proposed more to the infrastructure sector and other fields, the determination of development priorities was determined by the Bokor Village Government and Bokor BPD which were not in accordance with the PDTT Village Minister Regulation RI. The purpose of this study is to understand the setting of development priorities in the Musrenbang Bokor Village, Rangsang Barat District, Meranti Islands Regency for 2020-2021. This study uses the theory of priority principles for the use of Village Funds from the Regulation of the Minister of Villages, Development of Disadvantaged Regions, and Transmigration concerning Priority Use of Village Funds for 2020 and 2021 which consist of: principles of humanity, principles of justice, principles of diversity, principles of natural balance and principles of national interest. The approach used in this study is a qualitative approach. This type of research is descriptive. The location of this research is in Meranti Islands Regency, precisely in the West Rangsang Sub-District Office, the Bokor Village Head Office and the Bokor Mandiri Village Owned Enterprise (BUMDes) Office. The types of data in this study are divided into primary data using data collection techniques through interviews and secondary data in the form of supporting data related to the priority activity plans for the development of Bokor Village. The data collection techniques through interviews and documentation. The data analysis technique used is a qualitative analysis technique. Research results from setting development priorities in the Bokor Village Musrenbang for 2020-2021 are not going well, this is because there are several causes that are not fulfilled, namely community participation which leads to infrastructure development and not towards economic development, as well as the budget received by Bokor Village insufficient for economic development. Abstract

So important is land for human life on earth, it is not uncommon for land rights to be fought over. Today there are frequent land disputes within the community, both disputes between individuals and individuals, as well as between individuals and community groups, also between communities and companies, and between communities and the government. This happened in Dusun Tua Village, Pangkalan Lesung District, Pelalawan Regency where a dispute occurred between the community who were members of the Dusun Tua Sejahtera Cooperative and PT. Subur Valley Sari. This study aims to determine the role of the village head in the process of resolving land disputes between the people of Dusun Tua Village and PT. Subur Valley Sari. The method in this study uses a descriptive research type using a qualitative approach. Sources of data consist of primary data and secondary data collected through interviews and documentation. Data analysis used qualitative data analysis techniques with interactive models. The results of this study indicate that the village head plays a role in resolving disputes that occur between the community and the company. Where in his leadership the village head as the village leader mediated this problem and resolved it peacefully. Starting from receiving complaints and consulting the community, negotiating with disputing parties and conducting mediation which resulted in an agreement that the community paid off the remaining debt to PT. Sari Lembah Subur by borrowing money from the bank by pawning 5 billion land certificates and the rest by dividing the palm oil yields by 30% and 70% with the company. Abstract

The number of BUMDes with basic classification in Riau Province, especially in Kuantan Singingi Regency, is 165 BUMDes with basic classification or 70 percent of the total 218 BUMDes in Kuantan Singingi Regency. BUMDes with this basic classification are BUMDes that accumulatively are BUMDes with a low level of development classification that have management and management quality that is below the assessment standard such as poor capital management capabilities, poor governance and management or those that do not yet have work programs and arrangements. institutions or organizations that are not yet good as well as financial books that do not yet exist or that are experiencing stagnation in management. Singingi Hilir Subdistrict was taken to see the coaching efforts carried out by the Regional Apparatus Organization because Singingi Hilir Subdistrict is a sub-district in Kuantan Singingi Regency which has various variations of the BUMDes classification, so it is very interesting to study, namely to see the implementation of coaching carried out by the Regional Apparatus Organization, namely the Empowerment Service Communities and Villages of Riau Province, Community and Village Empowerment Office of Kuantan Singingi Regency, and District Government, namely the government of Singingi downstream district. This study aims to determine the implementation of coaching carried out by Regional Apparatus Organizations for Village-Owned Enterprises in Singingi Hilir District. This study uses the concept of coaching santoso from four indicators, namely guidance, provision of platforms, education and training, and supervision of field visits. This study uses a qualitative descriptive method and data collection techniques based on observation, literature study and interviews. The results of this study indicate that there is still a lack of guidance for BUMDes in Kuantan Singingi Regency carried out by regional apparatus organizations and even from each regional apparatus organization there is still no visible coaching program that is directly visible apart from the sub-district apparatus, namely the Singingi downstream sub-district government in the Subdistrict Singingi Hilir. Abstract

With the enactment of the Bengkalis Regency Regional Regulation Number 1 of 2016 concerning Public Order, especially in article 55 concerning guests who must report 1x24 hours, it can prevent or minimize the occurrence of crimes that can harm local residents. Therefore it is important to implement guest regulations that must report 1 x 24 hours in order to maintain the security of the local community to be safe and secure. This study aims to find out whether the Regional Regulation of Bengkalis Regency Number 1 of 2016 concerning Public Order is communicated to the public and to find out how resources, dispositions and bureaucratic structures are in implementing this regional regulation. The research approach used is a qualitative approach. This type of research is descriptive. The location of this research is in Gajah Sakti Village, Mandau District, Bengkalis Regency. Types and sources of research data are divided into primary data and secondary data with data collection techniques through interviews and secondary data in the form of supporting data related to the Regional Regulation of Bengkalis Regency Number 1 of 2016 concerning Public Order. The result of this study is the implementation of Bengkalis Regency Regional Regulation Number 1 of 2016 concerning Public Order concerning guests who are required to report 1x24 hours that in implementing this regional regulation it has been implemented but there are still several indicators that still need to be improved in the resource indicator in the facilities and disposition section. Abstract

The Covid-19 pandemic that hit Indonesia left a number of homework to be completed by the government. One of the real impacts is the decrease in the number of tourists in Indonesia which affects the smooth running of the community's economy. One area that has experienced a drastic decrease in the number of tourists is Tanah Datar District. To overcome the problems that occurred, the Tanah Datar Regency Government and the Kenagarian Government agreed to collaborate in tourism recovery. The collaboration that was carried out resulted in a collaborative policy called "Satu Nagari Satu Event". Apart from aiming to restore tourism in Tanah Datar Regency, the collaboration that is being carried out also aims to preserve culture in Tanah Datar Regency. This study uses collaboration theory by Kirk Emerson. In this theory the quality of collaboration can be measured through three stages: collaboration dynamics, collaborative actions, and the impact of collaboration adaptation. The approach used in this study is a qualitative approach. This type of research is descriptive. The research location is in Tanah Datar Regency, to be precise at the Tourism, Youth and Sports and Nagari Office which implements the “Satu Nagari Satu Event” policy. The type of data in this research is divided into primary data using purposive sampling technique of informant data collection and secondary data in the form of supporting documents. The results of this study can be seen after making a comparison between the collaboration process carried out by the Tanah Datar District Government and the Kenagarian Government with the quality and stages of collaboration theory by Kirk Emerson. The results of the collaboration carried out have a significant influence on the development of tourism in Tanah Datar Regency. This is marked by an increase in the number of tourists, the preservation of culture in the village, the recovery of the MSME sector, and the growth of the village's independence in exploiting tourism potential. Abstract

Strategy is a method used to win the candidate pairs that are carried. In order to win a candidate in the election, political parties should as far as possible target a number of votes that will exceed the votes of other candidate pairs. This study aims to determine the strategy of the coalition parties in winning the pair of regent and deputy regent candidates Afrizal Sintong S.IP and H.Sulaiman, SS. MH in the local elections in Rokan Hilir Regency. While the methodology used in the preparation of this thesis uses qualitative methods, namely interviews with relevant sources in winning candidate pairs, then collects data, organizes and classifies data, the analysis is descriptive in nature which describes the strategic steps carried out by the coalition parties in the general election of the district head Rokan Hilir in 2020. to explain the meaning of politics to voters by using defensive and offensive strategies then this offensive strategy was developed by taking approaches namely push marketing, pull marketing, and pass marketing, this approach was used to promote the candidate pair Afrizal and H. Sulaiman. There are several strategic things carried out by the winning coalition party Afrizal and H. Sulaiman. First, in their defensive strategy, they mapped the mass base, which strengthened the estimated mass, which was certain to choose a candidate pair because of environmental and emotional factors with the candidate pair's personality. Second, with an offensive strategy, the winning team introduced or socialized the pairs of candidates for regent and deputy regent through the outskirts of the Rokan downstream district with the aim of focusing on voters who were far away from other pairs. Abstract

Corruption in funds at the village level is a serious problem that can hinder the development and development of the local community. This study aims to identify the factors causing financial corruption that occurred in Merbau Village, Bunut District in 2018. This research uses the theory put forward by Andi Hamzah (2005) which explains 4 points of factors that cause corruption. The research method used is qualitative research with a case study approach. Data were obtained through in-depth interviews with various related parties, such as village officials, community members and other related parties. In addition, data was also collected through direct observation in the field and analysis of related documents. The results of the study indicate that there are several factors causing financial corruption in Merbau Village. The corruption committed by the former Bunut village head with the initials EM was carried out for personal gain in fulfilling household needs. Corruption is also carried out in the form of buying goods for personal business. Low awareness of the importance of good financial governance. Many members of the village government do not understand the principles of accountability and transparency in managing village finances. Weak internal oversight and control. An ineffective monitoring system allows manipulation and misuse of village funds. Increasing community participation is also important, through counseling and active involvement in overseeing village finances. Abstract

In Pekanbaru there is a land conflict involving the community and the government, the community disagrees with the ownership of their land in the public interest. The community opposes this land conflict by reporting it to Commission I of the Pekanbaru City DPRD. The theory used in this study is that the role of the government is in accordance with its functions, including: 1. As a facilitator, local governments can accelerate development through improving the attitudinal environment, which is related to improving licensing and service procedures, as well as establishing areas to strengthen the arrangement of spatial dimensions in development . 2. Negotiations can measure the government's role in negotiating or negotiating can be seen from the efforts made such as identifying problems, seeking and gathering information from each in conflict. 3. Mediation of conflict control by means of mediation is carried out if both parties in conflict agree to appoint a third party as a mediator. Data collection techniques used in this study were interviews and documentation. This research was conducted in Tenayan Raya District, Pekanbaru City. The results of the study show that the process of implementing land consolidation for the Tenayan Raya Ring Road has been carried out optimally, because the government plays a role through participation, negotiation and mediation. The obstacles faced by the Pekanbaru city government in solving consolidation problems are partly due to the lack of public knowledge about the purpose and benefits of land consolidation.
