Abstract

The implementation of the Dumai City Transportation Service goods terminal function as a road transportation infrastructure for the purposes of unloading and loading goods solves problems due to the circulation and movement of goods transport as well as intra and/or inter-modal movements of transportation. Everyone has needs that must be met but these needs cannot be met directly. Fulfillment of these needs must go through the process of logistics activities, namely planning, organizing, and controlling the flow of materials and services from suppliers to final users. In order to support these activities, road transport traffic must be created that is safe, comfortable, orderly, organized and efficient. The purpose of this study is to find out the Implementation of the Goods Terminal Function by the Dumai City Transportation Service in 2019 using a qualitative approach with a descriptive method. The research location is at the Dumai City Transportation Service. In collecting data, the writer uses interview and documentation techniques. The results of the study explain that in the Implementation of the Dumai City Transportation Service Goods Terminal, directly or indirectly it has an effect on people's lives individually and in groups. The positive effects that can be felt by the community are more orderly traffic around cross roads, and reduced damage on cross roads . However, the negative effect that is felt by the community is that the community is disturbed by the large amount of palm shell waste scattered on the streets. This disrupts traffic, especially those using motorbikes. Keywords: Local Government, Institutional, Implementation

Abstract

The capability of the manager to develop the BRILink and Lundry business untis in the transfer village. as for the problems in this study, namely, BUMDes , managers are still weak, business units are the same as those owned by the community, business units income is not maximized, one of the main targets of the Rasau Kuning BUMDes organization is to improve the economy and increase profits. One way to encouage development at for the village government to be given authority by the government to independently manage the scope of the village through these institutions, one of which is village-owned enterprises (BUMDes). (Kushartono, 2016). BRILink is a busines units established by the Rasau Kuning village of the transfer which is supported by the village government in activities involving the transfer village economy. Laundry is a BUMDes business units of Rasau Kuning deda transfer which has been managed to date. This study uses a qualitative approach perspecitve. The purpose of thus research is to see the capabilites of manager of the BUMDes Rasau Kuning village business units in the transfer of the keritang sub-district, indragiri downstream disrich, in 2020-2022. this research uses capability theory, Hasan Basri, this type of researct is descriptive. The locations of this researct is in the village of diversion, indragiri downstream district. The results of the research and management capabilites in developing village-owned business units (BUMDes) for the transfer of keritang sub-district, indragiri regency downstream in 2020-2022, can be concluded as follws 1. The ability provided by BUMDes managers in developing business units is currently not optimal, whether it is income the income of the business units, this can be proven by the results of the research date on the BUMDes Rasau Kuning both in terms of capital, employees, turnover, figures and profit. Abstract

Regency council member come from political parties which are elected trouugh the eletion. as the legislature regency parliament has a major role on the implementation of regional autonomy. As one political party, the PKS Kampar Regency participating in the 2019 election in Kampar Regency can be said to be successful because it was able to significantly increase the number of votes acquired and pass 5 people recruited as legislative candidates from the quota of 45 seats for members of the Kampar Regency DPRD. This was assessed because of the success of political recruitment carried out by PKS. So that this study aims to look at the stages of recruitment of legislative candidates carried out by the PKS DPD in the 2019 elections in Kampar Regency. This research is descriptive research approach with several informants selected using purposive sampling technique. The location of this research was conducted in Kampar Regency. The data collection techniques carried out are through interviews and documentation. The data analysis technique used is an interactive analysis model, namely data collection, data reduction, data presentation, and drawing conclusions or verification. These results of the study concluded that based on the observations and analysis of the researcher is 1). The stages of recruiting candidates for legislative members from PKS in the 2019 general elections in Kampar Regency are as follows: a). The preparation stage, Kampar Regency PKS was able to form 21 PKS DPC management at the sub-district level. b). At the screening (certification) stage, PKS did not put forward any special requirements, but registration information was distributed privately to each DPC so that only party members knew. Then the external party was proposed by the DPC. Then PKS can be said to use closed recruitment. C). At the nomination stage, PKS formed a winning team for the Prosperous Justice Party (PKS) election chaired by Tamarudin, S.Pd.I. d). At the election stage, the results of the Prosperous Justice Party (PKS) DPD in Kampar Regency were ratified without any changes by the Prosperous Justice Party (PKS) Riau Province DPW. 2). Factors influencing the recruitment of Prosperous Justice Party (PKS) legislative candidates can be concluded, among others, due to the effects of the presidential and vice-presidential elections or the presidential election effect and the way the PKS DPD recruits potential legislative candidates and qualified regeneration. Abstract

Due to the low participation of the community in government policies in an effort to reduce the impact of the waste phenomenon in accordance with the Batam City Regional Regulation No. 11 of 2013. One of the environmental problems what is a frightening specter for the community is the waste problem. Rubbish which is always produced every day, especially in Indonesia which has a large amount waste continues to increase from year to year because it has not been properly managed good and appropriate. The government is required to establish targeted policies as an effort to develop the community in waste management. Certainly, it will work if the community is willing to carry out every policy made and able to follow the warnings issued by the local government. This research aims to describe the efforts of the Batam City Environmental Service in fostering the community regarding waste problems and how the forms of activity are presented to the community to bridge the creation of environmental cleanliness. The research method used is a qualitative method by explaining descriptive data. The type of research data used is primary in the form of data obtained from research informants and secondary in the form of data obtained from related documents. Then, the research location is at the Batam City Environmental Service Office. This researh found that with good cooperation between the government and the community, the success of the policy has been established. Among the programs created by DLH Batam City in the framework of fostering the community are the program to sort waste from home, regular waste weighing, socialization and environmental campaigns, and a waste bank. However, there are still elements that have not been implemented optimally, namely the lack of direct supervision by the government in charge of monitoring the locations where coaching is carried out. However, there are still elements that have not been implemented optimally that needs direct supervision by the government authorized to monitor locations where coaching is carried out which is a thing crucial to measure how far the policies made are capable to develop a sense of community concern for the environment. Abstract

his study aims to look at Darmawan, SH's winning factors in the Pilkades of Desa Kualu. This study uses candidate performance theory in voting behavior where there are 4 factors, namely candidate quality, candidate nature, candidate popularity, and sociological factors. This study used a descriptive approach with a qualitative type, then the data collection techniques used were interviews, observation and documentation, while the data analysis techniques were carried out by collecting information through interviews. The results of this study indicate that Darmawan, SH's victory in the village head election consisted of 3 main factors, namely popularity, a factor that influenced voters in determining their choices, where Darmawan S.H's fame in the village of Kualu from the other four candidate candidates led to the large number of votes cast. obtain Darmawan S.H in the village head election, then the next factor is the candidate's image factor, where the candidate's image is very closely related to the popularity of the candidate, where Darmawan S.H's fame is due to his good image in the eyes of the community, the next factor, namely, sociological factors, in Kualu village itself is still holding tight to ethnicity and custom, where in the last village head election, the role of each tribe from the candidate candidates was inseparable, where Darmawan S.H, who is of Malay ethnicity, received full support from the Malay tribe, Malay tribes in the village of Kualu united and worked hand in hand to help Darmawan S.H in the village head election in the village of Kualu. Abstract

Dumai City is one of the twelve regencies/cities in Riau Province. Where the city of Dumai is located at position 01º 23'00" - 01º 24'23" North Latitude 101º23'37" - 101º28'13" East Longitude. With an area of 1,727.38 Ha and a water area of 71,393 Ha. The location of Dumai City which is on the coast makes Dumai City a disaster-prone area. Law No. 24 of 2007 concerning Disaster Management, a disaster is an event or series of events that threatens and disrupts people's lives and livelihoods caused either by natural factors or non-natural or human factors, resulting in human casualties, environmental damage, loss of property and psychological impacts. Natural disasters are disasters caused by nature, including earthquakes, tsunamis, volcanic eruptions, floods, droughts, hurricanes and landslides. This study uses the theory of elements of coordination. Coordination is an element of the orderly arrangement of group efforts to create commonalities of action in pursuit of common goals. Coordination includes Internal Coordination and External Coordination. The elements of coordination as stated by James D. Money consist of Agency Effort, Unity of Action, Common Purpose. The results of this study indicate that the Dumai City Regional Disaster Management Agency has carried out coordination with good to all agencies related to the natural flood disaster that occurred in 2021. However, there are several obstacles, namely differences in institutional status which are further obstacles, the lack of facilities and infrastructure is also an obstacle for the Dumai City Regional Disaster Management Agency. Abstract

This research was carried out with the aim of knowing the management of Pangkalan Tampoi Village-Owned Enterprises, Kerumutan District, Pelalawan Regency in 2023, which was reviewed based on the indicators that are the basis for the growth of Pangkalan Tampoi Village. Village-Owned Enterprises are institutions that are managed directly by the community and also the Village Government in an effort to strengthen the Village economy. This research aims to find out the process of managing Village-Owned Enterprises in Pangkalan Tampoi Village, Kerumutan District, Pelalawan District. The research approach used is descriptive qualitative. By using this technique, data collection begins by conducting interviews with informants who have the potential to provide accurate information about the management process of Pangkalan Tampoi Village-Owned Enterprises, and also through interviews and documenting the results of BUMDes management. The theory used in this research is Sutoro Eko, which contains several indicators, namely Leadership, Managerial and Governance (KMT), Business Scale and Reach, Local Emancipation, Cooperation, Village Traditions. The research results show that BUMDes Pangkalan Tampoi has been established for 3 years, BUMDes Pangkalan Tampoi in its management is still in the developing stage. Currently BUMDes is running quite slowly so that it has not achieved the goal of establishing BUMDes, this can be proven by the many obstacles that occur. The factors are low community participation, support from the village government and lack of partner cooperation. The conclusion is that the management of BUMDes in Pangkalan Tampoi is not good enough, compared to BUMDes in Pelalawan Regency. Keywords: Management, Village-Owned Enterprises

Abstract

Implementation of the direct cash assistance program in Pangkalan Libut Village, namely implementing the direct cash assistance program in Pangkalan Libut Village. From this implementation, Pangkalan Libut Village can reduce the poverty rate in Pangkalan Libut Village . This research aims to determine the implementation of the Direct Cash Assistance (BLT) program in Pangkalan Libut Village, Bengkalis Regency in 2021. The method used in this research is a descriptive method with a mix method type of research. The types of research data are primary data and secondary data. The data analysis technique used is qualitative and quantitative descriptive data analysis. The results of this research are that the implementation of the Direct Cash Assistance (BLT) program in Pangkalan Libut Village, Bengkalis district in 2021 has not gone well, although there are still many obstacles both from within and from outside the implementer. Such as differences in data collection, determining criteria, and competition for aid funds. In terms of communication, the village government has not been effective in distributing direct cash assistance (BLT), secondly, the clarity of socialization has been even, while thirdly, consistency has been good. Disposition/attitude is not good enough for the people who receive assistance. Resources consist of human resources that are quite good in the direct cash assistance program, facilities and infrastructure are adequate for the distribution of BLT. One of the obstacles that occurs is caused by differences in criteria for aid recipients which causes people to compete to get aid, inadequate internet networks, and differences in central and field data. The bureaucracy as the implementer of a program must be able to support programs that have been decided politically by carrying out good coordination. The lack of coordination and cooperation between stakeholders results in program implementation that occasionally experiences problems and improves them well. Abstract

The Electrical Energy Program is one of the central programs that has been implemented in Selaut Village, West Bunguran District, Natuna Regency. Based on Presidential Decree no. 63 of 2020 concerning Determination of Disadvantaged Regions 2020-2024, there are 62 districts that are included in the 3T region category and one of them is Natuna district. Starting from the problem of electrical equipment that is outdated and damaged, causing frequent power outages and hampering the activities of the Selaut Village community. This research aims to find out and analyze, evaluate electricity procurement policies for frontier, outermost and disadvantaged areas (3t) in Selaut Village, West Bunguran District, Natuna Regency in 2014-2023. The theory used as a reference is the indicators from M. Steers, namely size and policy objectives, understanding of a program, accuracy of targets, timeliness, achievement of a goal and visiblechanges. The research method used is a qualitative method. From the results of research that the author has conducted regarding the electricity procurement policy in Selaut Village, which is classified as a 3T area, a conclusion can be drawn that the effectiveness of electricity procurement policies in 3T areas, one of which is Selaut Village, has not running effectively, this can be seen from the indicators related to policy effectiveness, namely , understanding the program, accuracy of targets, timeliness, achievement of goals and real changes. The supporting factor in implementing this policy in Selaut Village is that there is good coordination between state officials in carrying out activities. Then there are also inhibiting factors in the distribution of this policy, namely the lack of updates to existing PLTS equipment, uncertain repair assistance, resulting in frequent internal power outages, as well as limited facilities and access to the island and unpredictable bad weather.
