Abstract

The Civil Registry Service Office of Kabupaten Jember developed an Information System for Population and Civil Registry Administration Services or referred to as Aplikasi SIP to meet the needs of administration documents and civil registration. Although it has been used by people, users still problems related to the interface that are less intuitive, confusing, and not performing optimally. This study applies the Human-Centered Design (HCD) approach as a method for developing design solutions and usability testing as a method of evaluating the user interface (UI) and user experience (UX). The evaluation was done twice, before design improvement and after design improvement. The first evaluation is done to get the context of use and to validate user problems. In the first evaluation that was followed by five participants, the value of effectiveness is 83,33%, the value of efficiency are 0,0128 goals/second and 83,24%, and the user satisfaction on SUS score is 65,00 (level C) and SEQ scores ranged from 3,6 to 6,2. Furthermore, improvements to the UI are carried out with the aim of solving user problems and improving aspects of usability. In the second evaluation that was followed by 10 people divided into two group of persona, the value of effectiveness increased to 98,00%, the value of efficiency increased to 0,0310 goals/second and 97,23%, and the value of user satisfaction increased 82,08 or with A levels on SUS scores and SEQ scores ranging from 5,9 to 6,8.
