Abstract

Leadership has an expansive meaning because it is a field study that comprises several different dimensions such as psychology, management, organization, and politics. On the other hand, the study of leadership’s role on urban development issues is still relatively scarce, especially in developing countries. The literature shows that local governments under the mayor as the highest-ranking position of municipal prioritise urban development is very much a function of socio-cultural norms and leadership styles. Therefore, mayoral leadership is vital regarding local government interventions to promote urban beautification in Indonesia. It is undeniable that leadership is a significant aspect of urban governance. Taking a case study in Surabaya, evidence shows that leadership plays important roles in urban governance, especially in facilitating and advising processes. Drawing on analysis of relevant documents, literature, and interviews with key decision-makers in Surabaya, the findings indicate that the quality of mayoral leadership has played a vital role in enhancing the beautification of urban form in Surabaya as a result of the urban design process. The mechanisms underlying this role include that the mayor has a sound understanding of the urban design and has been able to intervene to insist on good urban design as policy and has the standing to approach officials and community members on the urban beautification process. The quality of mayoral leadership has played a vital role in shaping the better urban beautification of Surabaya. A Mayor who has a wide-ranging grasp of urban design has advantages for the local government.

Abstract

This paper aims to explore the concept of food sensitive planning which is a relatively new approach in urban and regional planning (URP) discipline. Food is one of human basic needs, but unfortunately it has been neglected in planning research and practice for a quite long time. Integrating food considerations into URP is critical because it can enhance urban/regional food security and sustainability. The integration of food and planning can be achieved through creating urban and regional spaces that enhance food availability, accessibility and utilization. The ways in which planners can improve food waste management are also discussed in this paper. In addition, this paper also discusses various research and planning topics that are related to food and planning. Hence, more research and work that integrate planning and food can be developed in the near future

Abstract

This review paper draws on a multidisciplinary body of literature to consider how planning can foster food security in Indonesia. In the last decades, the international planning discourse has been increasingly attentive to a range of food security issues such as food deserts, urban agriculture, rural agricultural land conservation and resilient food systems. The existing studies mainly explore how planning can be more sensitive to food issues. However, to what extent Indonesian studies are attentive to the intersection of food and planning has not been clarified yet. This paper addresses this gap by reviewing 38 published studies in Indonesia to investigate how the existing studies in Indonesia link food security with planning. Food, as one of three primary needs, should be the concern of planners, especially in this era of uncertainties and global environmental change. Establishing food security should involve multidisciplinary research, including planning which can potentially contribute to managing the spatial dimensions of food production, distribution and utilisation.

Abstract

Salah satu permasalahan ketahanan pangan yang menjadi prioritas nasional adalah tingginya angka prevalensi stunting di beberapa daerah. Berbagai program telah dikembangkan untuk mengatasi permasalahan ini, seperti pemberian bantuan makanan dan suplemen untuk perbaikan gizi, serta penyuluhan dan penggalakan vaksinasi balita. Sudah cukup banyak juga penelitian mengenai stunting, tetapi belum banyak penelitian yang meneliti permasalahan stunting dari sisi keruangan terutama yang melihat keterkaitan stunting dengan aksesibilitas pangan baik dari sisi geografis maupun ekonomi. Sudah cukup banyak riset dalam bidang ilmu perencanaan wilayah dan kota yang meneliti mengenai keterkaitan status gizi masyarakat (seperti obesitas atau malnutrisi) dengan aksesibilitas terhadap makanan sehat dan bergizi. Namun, penelitian serupa belum diaplikasikan pada konteks permasalahan stunting di Indonesia. Oleh karena itu, tujuan utama dari artikel ini adalah untuk memformulasikan sebuah kerangka koseptual Food Environment (FE) yang dapat digunakan para perencana wilayah dan kota untuk menganalisis permasalahan stunting di Indonesia. Kerangka konseptual merupakan hasil sintesis dari literatur terdahulu mengenai konsep food environment dan disesuaikan dengan konteks di Indonesia. Berdasarkan hasil sintesis literatur, dirumuskan sebuah kerangka konseptual FE yang dapat digunakan sebagai dasar analisis spasial terhadap stunting. Dalam kerangka konseptual ini FE ditempatkan sebagai bagian dari sistem pangan keluarga dan individu. Namun, terdapat lima tantangan utama bagi penerapan kerangka konseptual FE yaitu ketersediaan dataset sumber pangan yang akurat, kategorisasi outlet pangan yang lebih spesifik, bagaimana mengakomodir keragaman jenis outlet pangan, bagaimana menganalisis dampak kesehatan dari keberadaan beragam outlet pangan secara simultan, dan penerjemahan aksesibilitas pangan.
