Abstract

Fiscal decentralization is considered to give positive as well as negative impacts for development policy such as poverty reduction. The implementation of fiscal decentralization in Indonesia has changed the patterns of local governments’budget allocation for poverty reduction. Local governments have wider discretion to allocate their budget for poverty reduction strategy. This study aims at observing the potential link patterns of fiscal decentralization to poverty reduction in Indonesian provinces before and in the period of fiscal decentralization implementation. This study applies a descriptive analysis as a method for identifying the potential link patterns of fiscal decentralization to poverty reduction in Indonesia. Firstly, this study identifies the trend of several poverty indicators in Indonesia, namely 1) the percentage rate of poverty; 2) poverty gap index (P1) and poverty severity index (P2); and 3) Human Development Index (HDI). Secondly, the link of fiscal decentralization to poverty reduction in Indonesia is elaborated using the share of government budget expenditure on relevant sector to total expenditure and the percentage rate of poverty. This study shows that there is no clear link pattern of fiscal decentralization to poverty reduction in Indonesia. Three link patterns, namely positive link, negative link, and no link appear differently among provinces and regions. Several factors that support the conditions need to be elaborated more.

Abstract

Modern philanthropic organizations are responsible for the use of social resources. However, some of them are facing several managerial issues, including inadequate database management and lack of accountability. To support the documenting process and to improve the management of funds, these organizations need a computer-based information management. This qualitative action research using prototyping method aimed at designing a management information system for a philanthropic organization which focus on providing education access for disadvantaged students in Yogyakarta. The process of designing management information system in the case study was applying a prototyping method since not every organization including a philanthropic organization could explicitly define the information needed to support their business process. This prototype was designed based on organization?s requirements so that users can obtain any information needed easily. The management information system prototype could provide assistance for a philanthropic organization in managing and documenting all activities in the organization.

Abstract

Digital Entrepreneurship Ecosystem (DEE) integrates the concepts of Digital Ecosystem (DE) and Entrepreneurship Ecosystem (EE). Developed over the last decade, research and application of DEE in developing countries remains limited. In this paper, we use a DEE in the form of the Digital Platform Economy (DPE) index, which measures the state of DEE in 116 countries, taking Brazil as a case study and comparing it with two benchmark countries (Uruguay and Argentina) that are members of the MERCOSUR group of economies. Through a five-step structured analysis, we first examine the general condition of Brazil's DEE in terms of development and then analyze the derived components of the DPE index to find the strengths and weaknesses of Brazil's DEE compared to the two benchmark countries. The results show a healthy balance between DE and EE in Brazil. However, through further analysis using the Penalty for Bottleneck (PFB) method, we recommend four main pillars of DEE, namely digital literacy, digital openness, digital adoption, and digital access, to maintain the balance between DE and EE and improve Brazil's DEE. Our results contribute to the development of DEE literature and promote DEE evaluation methods as a way to recommend DEE development in developing countries. Keywords: Digital entrepreneurship, DPE index, digital ecosystem, entrepreneurial ecosystem.
