Abstract

Child-friendly and child-based schools are an effort to fulfill children's rights and provide quality education for children. This study aims to explain the implementation of Child Friendly School Policies established by the Ministry of Women's Empowerment and Child Protection and analyze the supporting and inhibiting factors for the implementation of Child Friendly School Policies in SMP Negeri 6 Depok. This study used a qualitative method that shows the implementation of the Child Friendly School Policy in SMPN 6 Depok been going well, assessed in the context of the process, results (output), impact (outcomes) and causality (causal connection).The factors that support the implementation of the Child Friendly School Policy at SMP Negeri 6 Depok are good and smooth communication, attitudes and commitment of all school people, coordination between the Depok Government and the School and the positive support of all school members, parents, surrounding communities. However, there are still obstacles, namely the limited school budget and the number of teachers, and the density of teacher activities that have caused the implementation of policies to be not optimal.

Abstract

Local government personnel management in Indonesia has, structurally and culturally, not changed fundamentally since the reform broke out at the end of 1990?s. Under the Law Number 22 Year 1999, articles number 7 and 75, the local government personnel system seemed to separate from the central personnel system. However, the local government did not seemed to be capableenough to carry-out their local systems. Finally, under Law Number 32 Year 2004, the condition remains more or less the same with ?pangreh-praja? culture.

Abstract

The choice to institutional development for Jakarta as Indonesian capital City can be a barometer of equity and fairness as values to whole developing nations, especially for urban development in Indonesia. If megapolis concept proposed by Sutiyoso received without reverse, then we have disease to the equity and fairness values as a nation state. The problematic situation of urban development in Jakarta is emergencies, but it is not to be un-fairness and un-equity to develop the other cities in Indonesia.

Abstract

Indonesia Netherlands has a historical background regarding the implementation of Legal Metrology in Indonesia, starting with the Tera Ordinance in 1923. The implementation of legal metrology at that time was centralistic.  The Enactment of Law number 23 of 2014 regarding Regional Government replaced the old regional government law transfer the authority of legal metrology from the Province to the Municipality/City. The role of legal metrology in national economic development through harmonization of standards and technical requirements of legal metrology one standard one test accepted everywhere in bilateral, regional and international trades levels. The research aim to find out how the comparison of legal metrology matters held in Indonesia and Netherland. Legal Metrology affairs in the Netherlands is held by the central government (centralized) with private partnership that has been verified by Welmec the European Legal Metrology in the process of services, re-services, supervision, while in Indonesia the matter of legal metrology is decentralized into the authorithy of the Regency/City which currently has many obstacles in terms of human resources, infrastructure, financing and awareness of the Regional Head and DPRD.

Abstract

The presence of the village was emphasized through Law Number 6 of 2014 about Villages, village funds as a form of creation for the 3rd Nawacita so that the village government had the authority to regulate its territory. The great nominal village funds must be managed properly however in practice there is still misuse of village funds. Village Financial System (SISKEUDES) 2.0 is an application developed to improve quality village financial governance. Through analyzing the Information System Success model in SISKEUDES 2.0 it must be known that things affect the system implementation and based on observations there are factors that influence it such leadership, commitment, communication, human resources, and training. Abstract

The Mayor of Jayapura City is leading the city to be religious, advanced, modern, prosperous, and uphold local wisdom. As the capital of Papua Province, this city faces a prolonged problem of inequality from within the city, with the province of West Papua, and neighboring Papua New Guinea. The paper questions how Jayapura City, as the capital of Papua Province manages inequalities and drive the economic sector forward based on the Organizational Conflict Model of Pondy (1967). Results of in-depth interview and secondary data research were analyzed based on qualitative analysis. Inequalities have hit indigenous Papuans the hardest. They are also facing the pressure of higher skilled settlers from other parts of Indonesia and encroachment from the indigenous mountain Papuans. Based on the model, we have found that the Mayor has been responsive to mitigate potential conflicts. The bureaucracy is supported by the military, police, community leaders, and academics. We argue that representative bureaucracy taking into account customary law and indigenous beliefs will reduce tension in the society and receive support in program implementation of the city.

Abstract

This research compared tertiary irrigation management in the Municipality and Regency of Tegal, the Regency of Jembrana, and the Regency of Hulu Langat Selangor Malaysia. Malaysia has been developing water board at National and State Level. Although the two countries differed in governmental arrangements, the locus used in this research experienced the same level of governments. Verstehen has been as a general framework of this research approach. Qualitative and descriptive were the method of this research. Data are gathered using eclectic-triangulation methods and analyzed with multilevel tools. This research concluded that the tertiary irrigation in those three locus in Indonesia were not established based on functional decentralization, eventhough it has potential to do so. It is different from Malaysia which is fully centralized through deconcentration. Only the teritorial decentralization is the basic of tertiary irrigation management in Indonesia. Functional decentralization is not being practiced in tertiary irrigation management both in Indonesia and Malaysia. Empirically, Government should improve the performance of irrigation organization at the grassroot level in order to increase the whole agricultural performance which creating special local regime in the irrigation management. Furthermore, amandment to the constitution of 18th article should induce the concept of functional decentralization that was practiced in Indonesian local government system in 1920.

Abstract

Megalopolis is a city characterized by: (1) huge population and density; (2) national and international networking scale; (3) huge integrated spatial. The problematic situation of urban development in Jakarta is urgent, but it is un-fair and unequal if development of other cities in Indonesia is abandoned. The choice to develop megalopolis is still unclear.

Abstract

PAMSIMAS acted as a platform for basic services for the community, therefore post-program sustainability in rural areas would greatly affect its basic services. Currently, the problems at hand are that PAMSIMAS villages, which have received assistance for the construction of facilities and infrastructures, are having troubles in maintaining the management and a number of them are on the verge of abandonment due to limited resources, and the community and village government are not equipped with enough resources to follow up after the program. This study aims to analyze the sustainable strategy after the community-based rural water supply program which ended in 2021 using qualitative methods. Data collection came from secondary data from literature reviews from journals and primary data by interviewing informants. The findings and results of this study highlight that adjusting the community institutions and village government in their place, ownership of assets after the PAMSIMAS program, mainstreaming basic drinking water services in village planning and budgeting, and increasing public awareness of the environment are strategic efforts as well as policies to support sustainable fulfillment of needs. drinking water after the end of the program.
