Abstract

In every public service process, the public is required to fill in personal data in the registration form, both manually and online. Online services provide great benefits because they speed up the service process and can be done anywhere. But on the other hand, providing personal data through online networks is very vulnerable to personal data security. By providing personal data, it is very likely that population data will be misused by irresponsible parties, causing harm to the owner of the personal data. The Department of Population and Civil Registration of Banyumas Regency as a public service agency authorized to issue population documents containing all personal data makes efforts to secure Electronic Identity Card data by implementing an Android-based Digital Population Identity. The purpose of this study was to find out how far the implementation of Digital Population Identity at the Banyumas Regency Population and Registration Office is in an effort to protect people's personal data, the obstacles faced and the benefits to be achieved. This research uses qualitative methods with various relevant sources. The results of the research need for continuous outreach regarding activation procedures and the benefits of applying Digital Citizenship Identity as a substitute for Electronic Identity Cards

Abstract

One of e-government services that were adopted by the Government District Banjarnegara is Procurement of Goods/Services in Electronics (LPSE) in order to fix some of the weaknesses of the procurement of government goods/ services are carried out manually. This study aims to assess and analyze the effectiveness of Electronic Procurement System (SPSE) in the Procurement of Goods/Services in the District Banjarnegara. The study was conducted at the office of the District LPSE Banjarnegara, this study uses the effectiveness of Electronic Procurement System (SPSE) in the Procurement of Goods/Services in the District Banjarnegara. Data were obtained through interviews with informants related to the implementation of the Electronic Procurement System (SPSE) In District Banjarnegara and conduct research on a data source in the form of archives, documents, statistical data, and other important texts related to the research. The analysis was performed in 3 (three) using the stages: data reduction, data presentation and conclusion Manufacture, Verification, and Reflection. The results showed that the application of LPSE in the district. Banjarnegara have increased transparency in the procurement of government goods/services 5 (five) assessment indicators, namely Production, Efficiency, Satisfaction, excellence and development to assess the extent of the effectiveness of the implementation of the SPSE in the district. Abstract

Outbreak of HIV / AIDS has reached an alarming stage that the UN put in one of the Millennium Development Goals (MDGs) are also targeted to prisons, in which, there are prisoners / detainees, including key sections of the population or high-risk groups. Seeing these conditions is necessary strategic steps to prevent and deal with the issue of HIV / AIDS in prison. One of the efforts is the presence of HIV / AIDS in prison. This type of research used in this research is descriptive qualitative approach. Research study on the implementation of program on HIV / AIDS in prisons / detention centers and model analysis of the data used in this study is a model of analysis of empirical data. Results are ekpected to improve of to benefit and rate changes for the better in implementing HIV / AIDS that is reaching goals such as Getting to Zero zero new infection, zero discrimination, and zero related death. With limited resources both human resources and other resources of HIV / AIDS have been able to walk although there are some activities that are constrained. Limitations of resources, especially funding critical factor in the program include the lack of funding from the government requires the collaboration with other actors and implement a model of multi-level governance is a model of interdependence of different territorial government or by non-governmental actors that if it had not anticipated the will ultimately negatively impact dependency. Abstract

Kantor Imigrasi Kelas II Cilacap adalah kantor pelayanan yang telah menerapkan konsep e-goverment untuk mewujudkan kualitas pelayanan seperti yang diharapkan oleh masyarakat. Dengan adanya penerapan konsep tersebut peneliti ingin mengetahui bagaimana kualitas pelayanan Kantor Imigrasi Kelas II Cilacap dalam memberikan pelayanan pembuatan paspor. Perumusan masalah dalam penelitian ini adalah bagaimana kualitas pelayanan paspor di Kantor Imigrasi Kelas II Cilacap? Tujuan penelitian adalah untuk menganalisis dan mengkaji kualitas pelayanan paspor di Kantor Imigrasi Kelas II Cilacap. Metode yang digunakan untuk menganalisis dalam penelitian ini adalah deskritif kualitatif yang dimaksudkan untuk memperoleh gambaran yang khusus dan bersifat menyeluruh tentang apa yang tercakup dalam permasalahan yang sedang diteliti. Berdasarkan hasil analisis yang diperoleh penulis dari pengamatan dan wawancara yang telah dilakukan disertai dengan data-data dokumentasi yang penulis dapatkan dari Kantor Imigrasi Kelas II Cilacap, kualitas pelayanan paspor di Kantor Imigrasi Cilacap belum cukup baik karena belum optimal dalam memenuhi semua kebutuhan pemohon paspor.

Abstract

This study discusses the ethical practices of legislators and public responses to a controversial policy regarding the increase of housing allowances for members of the DPR, which triggered large scale demonstrations in August 2025. The policy was perceived by the public as inconsistent with the government’s mission of budget efficiency, leading to a wave of distrust. The purpose of this research is to analyze the ethical practices of legislators in policymaking, to examine public responses to the policy, to explore its implications for the quality of the relationship between citizens and their representatives, and to formulate strategies for improving the political ethics of legislators to ensure more transparent and accountable legislative processes. The research employed a descriptive qualitative method by analyzing literature, official documents, media reports, and digital data from social media. The data were critically analyzed to illustrate the dynamics of the relationship between legislators’ ethics and public responses to DPR’s controversial policies. The findings show that DPR’s ethical practices were primarily oriented toward internal organizational interests, while neglecting public sensitivities to socio-economic conditions. This led to public responses that escalated from peaceful criticism to anarchic demonstrations, accompanied by the “17+8 points” demands. Digital activism and the role of influencers further amplified public pressure, making this issue highly visible in the public sphere. The study concludes that the August 2025 demonstrations reflect a crisis of political ethics and the legitimacy of legislators. This crisis can only be addressed through ethical reforms that place citizens at the center of representation. Without serious reform, DPR risks further losing its social legitimacy.
