Abstract

Abstract: This study aims to examine the perspective of citizenship as a way to resolve conflicts in commons management in the natural tourism of Bleberan Village, Gunungkidul. This study departed from the reality of the challenge of strengthening the market in guiding village public life, including the commons. At the same time, the village faced a decline in the role of the state as a bulwark for the presence of a sustained commons interest in the form of redistribution of citizens' welfare. This research used qualitative approach with an instrumental case study strategy. Case studies were chosen with the aim of perfecting or building new knowledge. Data was collected by a combination of techniques including interviews, FGDs, observations, and documentation with informans like entrepreneur, tourism unit operator, village government, village-owned enterprises management, and residents. This study found that conflict management in the commons in Bleberan rooted in the formation of contestation citizenship but without adequate negotiation capacity. The communitarian social building of citizens is interconnected with defective liberal citizenship which leads to exclusion, inequality, and concentration of welfare. Meanwhile, the republican model has not been able to offset the dominance of both. Weak negotiating capacity for membership, rights, and burdens on how the commons should be managed resulted in unmanaged contestation. This article concludes that it is important to track citizenship formations as a basis for finding a road map for conflict resolution in managing the commons.Intisari: Kajian ini bertujuan menguji perspektif kewargaan sebagai cara mengurai konflik pengelolaan the commons berupa wisata alam di Desa Bleberan Gunungkidul. Kajian dilatarbelakangi tantangan menguatnya pasar dalam memandu kehidupan publik desa, termasuk the commons. Pada waktu yang sama, desa dihadapkan pada merosotnya peran negara sebagai benteng keberlangsungan commons interest berupa redistribusi kesejahteraan warga. Penelitian ini berjenis kualitatif dengan strategi studi kasus instrumental. Studi kasus dipilih dengan tujuan menyempurnakan atau merintis  pengetahuan baru. Data dikumpulkan dengan kombinasi teknik wawancara, FGD, observasi, dan dokumentasi dengan narasumber pelaku usaha, pengelola wisata, pemerintah desa, pengurus BUMDesa, serta warga. Hasil kajian menemukan konflik pengelolaan the commons di Bleberan berakar dari formasi kewargaan yang kontestatif namun tanpa diimbangi kapasitas negosiasi secara memadai. Bangun sosial komunitarian warga  berkelindan dengan kewargaan liberal yang cacat memunculkan eksklusi, ketidaksetaraan, dan pemusatan kesejahteraan. Sementara itu model republikan belum mampu tampil mengimbangi dominasi keduanya. Lemahnya kapasitas negosiasi atas keanggotaan, hak, dan beban tentang bagaimana the commons seharusnya dikelola berimplikasi pada kontestasi yang tidak terkelola. Artikel ini menyimpulkan pentingnya melacak formasi kewargaan sebagai basis menemukan peta jalan resolusi konflik pengelolaan the commons.

Abstract

Penelitian ini bertujuan untuk mengeksplorasi pada salah satu Badan Usaha Milik Desa (BUM Desa)“terbaik nasional” kategori pemberdayaan masyarakat menurut pemerintah pusat, yaitu BUM Desadi Desa Ponggok, Kabupaten Klaten. Penelitian ini dilatarbelakangi masalah meningkatnya jumlahBUM Desa secara signifikan setelah kebijakan UU Nomor 6/2014 tentang Desa ditetapkan, namunbanyak BUM Desa yang belum mampu mereduksi kemiskinan desa. Pemasalahan ini dipahamimenggunakan konseptual teori hybrid institutions. Penelitian kualitatif dengan pendekatan metodestudi kasus digunakan untuk mengeksplorasi BUM Desa di Desa Ponggok. Teknik wawancara,observasi dan dokumentasi digunakan untuk mengumpulkan data primer dan sekunder. Datasekunder dan primer dianalisis menggunakan tahapan analisis data kualitatif menurut Miles danHuberman. Berdasarkan hasil ekplorasi, tim peneliti menemukan bahwa Pemerintah Desa Ponggokberhasil mentransformasikan pemberdayaan masyarakat dari berbasis komunitas menjadi BUMDesa dalam mengelola dan memanfaatkan hasil sumber daya milik bersama (desa wisata alam).Meskipun berhasil bertransformasi, fakta di akar rumput menunjukkan bahwa pemberdayaanmasyarakat yang dilakukan oleh BUM Desa sebagai hybrid institutions gagal menyentuh danmemberdayakan warga miskin.

Abstract

This research examines millennial leadership and its impact on village social transformation. This research departs from the phenomenon of many youths returning to the village to seize political leadership in the village. This phenomenon is commonly found in the Special Region of Yogyakarta, but not many have researched it. Previous studies looked at the phenomenon go-politics, usually in political parties, social movements, and business organizations, but this study looks at go-politics youth in the village realm. In particular, the research aims to explore what factors shape the structural conditions for the birth of millennial leadership for social transformation. This research is a qualitative type with the method used is an exploratory study in accordance with the objectives of this study. Taking the location in Guwosari Village, Bantul Regency, with the argument that the lurah officials are from the millennial generation and their leadership involves youth as the main target of change. Collecting data using observation, direct and virtual interviews, and documentation techniques. By using a structuration theoretical framework, the results of the study show that the conditions that enable millennial leadership are born because people are thirsty for change and want leaders with new and fresh faces; and the will of the millennial generation to become leaders. This is because in the previous period, Guwosari was led by a lurah with an elderly background as well as a religious figure. The millennial leadership in Guwosari also has an impact on encouraging the process of social transformation. Institutionally, currently the Guwosari Village is still undergoing a process of transformation (becoming). So that the ongoing social transformation is still vulnerable to shifting if it is not institutionalized. In this case, the institutionalization from leader to government is a challenge for millennial leaders.

Abstract

This research examines the management and utilization of village land in the Sriharjo Village. This research was conducted based on the problem that village authority was still hampered, impacting the Sriharjo Village’s government was not optimally managing and utilizing village land. The obstruction of village authority was stripped away by regulations from the Sultanate's authority. As a result, there were inconsistencies between Sriharjo Village rules and Sultanate regulations regarding the administration and use of village land. Although this behaviour is frequently observed in the villages of Special Region of Yogyakarta, few people have looked into, dissected, or even criticised this issue. This study aims to reveal how the Village Government responds to the dynamics of regime contestation. This research is a qualitative type with a descriptive method. Observation, interviews, and documentation are used as data gathering methods in Sriharjo Village, Kapanewon Imogiri, Bantul Regency. The study's findings shows that the administration and use of village land in the Sriharjo Village underwent a discourse that gave rise to the dynamics of competition between the Village Law regime and the Privileges Law regime of the Special Region of Yogyakarta. According to Article 76 paragraph (1) of Law Number 6 of 2014 concerning Villages, the Sultanate's authority's use of village land is contrary to village authority. It is evident that the Privileges Law regime weakens local authority while using village land. The Special Region of Yogyakarta Privileges Law, namely from Law No. 13 of 2012, is integrated with the Governor Regulation Number 34 of 2017 on the usage of village land. This study concludes that the administration and use of village land in Sriharjo Village led to a discourse of contestation between the Village Law regime and the Privileges Law regime, and it also resulted in a dualism of power, namely between the Village and the Sultanate.

Abstract

The structural perspective explains well the paradox of development through the phenomenon of democratization in the trap of electoralism that does not change the inequality of power relations. This article moves in a different sense by offering the concept of governmentality in exploring the paradox of development. However, this study does not reject the argument that the paradoxical failure of development stems from the development mode that results in the depoliticization of development. The author deepens this argument by examining microscopically the types of power that work. More specifically, this study discusses the question of how the existing regime of knowledge about development produces paradoxical symptoms. Departing from the case of Mangunan Village, Bantul Regency, the findings in this study indicate that tourism development which was built in the name of a program to improve the welfare of the citizens in fact only serves the growth of the tourism industry. This can be seen from the knowledge regime that underlies the existence of the programs being carried out, namely encouraging the growth of the tourism industry that meets tourism business standards. This kind of knowledge regime is only possible for business actors who have access and resources to meet various tourism industry standards. Meanwhile, residents with limited resource capacity cannot meet various standards. In short, this kind of knowledge regime actually contributes to widening the gap in economic inequality between citizens.
