Abstract

The health worker competency test is an Indonesian government policy aimed at ensuring that health workers, such as doctors, nurses, midwives, and other medical personnel, have adequate competency and professional standards before officially working. The competency test is a process of measuring the knowledge, skills, and attitudes of students at universities that provide higher education in the health sector. The implementation of the competency test itself has experienced various problems and changes. For example, the competency test for graduates of health universities is considered not in accordance with the mandate of the Higher Education Law and the Health Worker Regulation because it is carried out by a national committee. The Purwokerto Midwifery Study Program, Diploma Three Program, is a health worker institution that graduates midwives and has conducted competency tests for its graduates. The purpose of this study is to describe the pass rate of the competency test since participating in 2020 to 2024 for 5 years at the Purwokerto Midwifery Study Program, Diploma Three Program, and the preparations made for the competency test as well as the obstacles experienced in implementing the competency test. The research method uses secondary data derived from educational reports to describe the pass rate of the competency test. Interviews and observations to examine the preparation and obstacles in implementing the competency test. From the 2020 to 2024 competency tests, graduates were declared 100% competent. One retaker in 2022 was declared competent at the next stage. Preparation for the competency test included identifying students who met the requirements and providing refreshers on the test questions. A perceived obstacle was server inefficiency during the exam. Students were advised to prepare well for the test to be declared competent.

Abstract

The phenomenon of quiet quitting describes a phenomenon where employees only fulfill tasks according to job descriptions without taking further initiative, as a response to changes in social values and expectations of the workplace. This study explores the phenomenon of quiet quitting in the context of changes in the professional ethos of Generation Z with a sociological approach. The results of the study indicate that quiet quitting is not only related to burnout or exhaustion, but also a reflection of the mismatch between employee expectations and work reality. Generation Z prioritizes work-life balance, mental health, flexibility, and inclusivity, which is in contrast to a work culture that prioritizes excessive hard work. In this context, alienation theory suggests that lack of recognition, control, and meaning in work can trigger quiet quitting behavior. This study proposes that organizations need to adjust their policies and leadership styles to create a work environment that is more supportive of employee well-being and engagement, which in turn will improve performance and loyalty to the company

Abstract

Improving the performance of Bureaucratic Reform (RB) in Indonesia is a crucial agenda for improving governance. Since its launch in 2010, Bureaucratic Reform has become the primary foundation for transforming the Indonesian bureaucracy. The implementation of RB includes institutional restructuring, improving governance, enhancing the quality of human resources, and enhancing public services. Evaluation of the performance of bureaucratic reform is necessary to identify its weaknesses. As a measuring tool, the Bureaucratic Reform Index (IRB) is used to monitor RB achievements from year to year. In 2023, Banyumas Regency's IRB increased to 76.90, compared to 73.08 in 2022, placing it in the BB category. Although this improvement is significant, the A predicate has not yet been achieved, so continued improvement efforts are needed. This study used various methods such as field surveys, document studies, interviews, and Focus Group Discussions (FGDs). Data analysis techniques used included qualitative and quantitative approaches to assess the performance of bureaucratic reform in Banyumas Regency. The results of the data analysis show that Banyumas Regency has recorded several achievements in the implementation of RB, such as the improvement of the Government Agency Performance Accountability System (SAKIP) of Banyumas Regency, which recorded a score of 80.53 in 2023, indicating a good level of accountability. However, several challenges remain, such as the Legal Reform Index which is still low with a score of 57.55 out of 100, and the low development of the Integrity Zone with a score of 0.75 out of 3.5. In addition, the achievement of bureaucratic simplification is also inadequate, with a score of 2 out of 5, and the implementation of the Electronic-Based Government System (SPBE) is still low with a score of 1 out of 5, indicating limitations in bureaucratic digitization.
