Abstract

Hambatan utama pelaksanaan program penanggulangan kerniskinan di Indcnesia Adalah perilaku birokrasi. D i sini birokrasi sering memposisikan dirinya sebagi pemilik orogram program. Pelaksanaan kegiatan program lebih diwarnai oleh kepentingan birokrasi Dari pada kepentingan kelompok masyarakat miskin. Meskipun peraturan dan mekanisme program telah dilakukan perubahanya itu lebih mengutamakan kepentingan kelornpok masyarakat miskin, namun perilaku birokrasi dalam pelaksanaan program t idak pernah berubah Dalam pelaksanaan program Inpres Desa Tertinggal (lDT), birokrasi cenderung tetap mendominasi aktivitas dan kegiatan prograrn. Keadaan ini selanjutnya berakibat pada rendahnya kesesuaian hasil program dengan kebutuhan riil kelornpok masyarakat miskin, yang pada akhirnya berakibat pada rendahnya tingkat keberhasilan penlaksanaan program IDT.

Abstract

Konsekuensi dari pelaksanaan Undang-Undang Nomor 22 Tahun 1999 tentang Pemerintahan Daerah adalah adanya desentralisasi kewenangan dan kekuasaan yang diberikan kepada kabupaten/kota. Salah satu bentuk desentralisasi ini adalah d bentuknya lembaga baru yang disebut Badan Perwakilan Desa (BPD). Lembaga ini merupakan wahana bagi masyarakat desa untuk menyalurkan aspirasi dan kepentingannya serta sebagai wahana belajar berdemokrasi guna mewujudkan masyarakat madani yang demokratis. Penelitian ini bertujuan untuk mengetahui aktivitas BPD dalam menjalankan wewenang, tugas dan fungsinya serta kinerja BPD dalam mewujudkan masyarakat madani di tingkat akar rumput (grass-root) di pedesaan. Melalui pendekatan policy implemcntation, penelitian ini menemukan bahwa lembaga BPD belum mampu menjalankan tugas, fungsi dan wewenangnya sesuai dengan tujuan UU Nomor 22 Tahun 1999, sehingga upaya mewujudkanm asyarakat madani dan demokrasi ditingkat pedesaan belum tercapai. Dalam ahivitasnya, lembaga BPD cenderung mewakili kepentingan diri sendiri atau kelompok tertentu guna "melawan" pemerintah desa, dibanding sebagai wakil masyarakat dalam meningkatkan bargaining posision" dengan pemerintah desa.

Abstract

This paper discusses the imbalance of the role of stakeholders in the accountability of village enterprise management. One of the stakeholders dominates, this has hampered corporate actions based on public governance on the accountability of BUMDes management. Accountability is only carried out as a form of procedural accountability to the village government and district government. Even though there is a horizontal accountability mechanism to the public, it does not work effectively.One of the reasons for the accountability failure of BUMDes management is the unclear role and responsibility of stakeholders in managing BUMDes. Rural Communities, Representative Institutions (Badan Permusyawaratan Desa), Private Sector, and the ohter Village Institutions do not have proportional roles and responsibilities in the accountability mechanism for BUMDes management. It means the capacity of stakeholders in the accountability process of BUMDes management is relatively low. Even though the capacity of stakeholders is important to strengthen the accountability of BUMDes management, because all stakeholders can monitor and evaluate the management of BUMDes, so that the dominance of the Headman and BUMDes?s manager can be controlled. Therefore, in overcoming the vacancy in the role of stakeholders, this research proposes the need to create an accountability mechanism based on public governance, where all stakeholders will interact with each other with the aim of influencing the results of public policy. They interact with each other in the management of public organizations to fulfill various interests of the community. To integrate the role of stakeholders in the accountability of BUMDes management it is advisable to use an information system that can bring together all stakeholders in managing a BUMDes. The information system can be used to strengthen the accountability model based on public governance on the management of BUMDes.

Abstract

Bentuk distribusi resiko salah satunya adalah hubungan partnership antara Pemerintah dan NGOs pada Program Saluran Rumah Masyarakat Berpenghasilan Rendah yang dilaksanakan oleh PDAM Tirta Satria atas bantuan Dana Hibah AUS AID. Tujuan penelitian ini adalah menganalisis biaya relatif, manfaat dan resiko sebagai instrumen parameter partnership. Hasil penelitian pada tiga level analisis menunjukan bahwa biaya relatif pada level strategi memiliki rasio diatas minimum nilai CBR (Cost Benefit Ratio); level taktikal memperoleh nilai PSC (Public Sector Comparator) lebih besar dibandingkan dengan PPPbid; level operasional mengacu pada model binsis conventional business partnerships, model kontrak interference, jenis perjanjian pembagian resiko cooperative renegotiation. Manfaat pada sektor publik dan partner sektor publik yang positif, dan resiko yang dapat diatasi sesuai dengan kesapakatan pada hubungan partnership. Abstract

SLBM Program implementation in Banyumas Regency involves many stakeholders, one of them is community. Through KSM, community has authority to manage program from, beside government roles as facilitator. Thus, institutional system is required to support performance of KSM. By using descriptive qualitative approach, this research aimed to analyze institutional performances of KSM and aspects which is able to support and inhibit the institutional performance of KSM. This research found that institutional performance of KSM has not been able to reach policy goals. This can be seen from community participation in SLBM program. Program’s effectiveness is also not optimal. Thus, there have been no changes in the community habits of sanitation-related issues. Moreover, some of support and inhibit aspects of institutional performance of KSM has indentified.

Abstract

Local Government business management through a Village Owned Enterprise is a new public management application. The Village government’s business is carried out by applying business techniques, values and principles. The purpose of the Village Owned Enterprise is to increase the village’s original income and economy. The differences involved in the success of the Village-Owned Enterprise management is triggered by differences in the application of government business principles, consisting of several aspects including the business plan, capital, accountability, transparency, reporting, corporate accounting and the payroll system. This research focused on the application of government business principles in relation to the management of the Village Owned Enterprise. The research used a qualitative research method and interactive data analysis method. Furthermore, the research was conducted in two villages; Serang Village, Karangreja Subdistrict, Purbalingga Regency and Pernasidi Village, Cilongok Subdistrict, Banyumas Regency. The research findings showed that the involvement of the village head in the preparation and socialisation of the business plan, the delegation of authority in relation to capital, the commitment to implementing transparency, the control over the officer's accountability and reporting, audits on accounting and the participation and cooperation from various stakeholders to motivate the officers in managing Village-Owned Enterprise for village welfare. The listed are the preconditions of village government business management through the Village-Owned Enterprise. Based on the funding of the phenomenon in the field regarding village business management through the Village Owned Enterprise, there are several recommendations to strengthen the management of the economic institution itself.

Abstract

Badan Usaha Milik Desa (BUMDes) sebagai salah satu lembaga sosial ekonomi yang paling dekat jangkauannya dengan masyarakat desa memiliki peran sosial penting dalam penanganan dampak pandemi COVID-19. Tujuan kegiatan pengabdian kepada masyarakat berbasis riset ini adalah untuk menguatkan kapasitas peran sosial BUMDes dalam penanggulangan dampak ekonomi COVID-19. Metode yang digunakan adalah sosialisasi peran sosial BUMDEs dan pendampingan. Implementasi kegiatan ini meliputi sosialisasi tentang peran sosial BUMDes dan manajemen distribusi paket sembako, masker, dan sabun. Evaluasi sebelum dan setelah kegiatan menunjukkan pengurus BUMDes mengalami peningkatan kapasitas peran sosial dalam penanganan dampak ekonomi COVID-19. Hasil lainnya adalah pemanfaatan potensi desa untuk pengadaan paket sembako. Dengan cara ini, BUMDES dapat menjalan bisnis sosial yang memberikan dampak terhadap kesejahteraan masyarakat. Peran sosial ini perlu dioptimalkan agar BUMDes tidak hanya dilihat dari sisi kegagalannya dalam menjalankan fungsi ekonomi komersial.
