Abstract

This study aims to evaluate the effectiveness and efficiency of Standard Operating Procedure (SOP) implementation in the new tenant admission process at Rusunawa Wonocolo, Sidoarjo Regency. This research employs a qualitative method using a literature review and observation approach, analyzing official documents, journals, and internship data. The findings reveal that SOP implementation at Rusunawa Wonocolo has not been fully effective or efficient. This is evidenced by inconsistencies between written procedures and field practices, limited adoption of digital technology, and a lack of transparency in the tenant selection process. Key challenges include budget constraints, reliance on manual methods, and insufficient staff training. This study recommends developing technology-based applications, such as the E-Rusun model implemented in Surabaya, to enhance service efficiency, transparency, and accountability. These findings are expected to serve as a foundation for improving public housing management and supporting the development of e-government-based public services in Sidoarjo Regency.

Abstract

Penelitian ini bertujuan merumuskan strategi kebijakan untuk digitalisasi pelayanan pemakaman di TPUDelta Praloyo Asri, Kabupaten Sidoarjo. Permasalahan utama meliputi rendahnya kompetensi SDM,keterbatasan infrastruktur teknologi, dan minimnya anggaran. Metode penelitian menggunakanpendekatan kualitatif deskriptif. Hasil penelitian menunjukkan bahwa pelayanan masih bersifat manual,tidak efisien, dan rentan rusak. Berdasarkan teori Richardus Eko (2016), tiga elemen kunci dalamdigitalisasi adalah dukungan pemerintah (support), peningkatan kapasitas SDM (capacity), dan manfaatbagi masyarakat (value). Rekomendasi meliputi pengadaan infrastruktur teknologi, pelatihan SDM,serta integrasi pembayaran non-tunai melalui aplikasi My Retribusi. Implementasi strategi inidiharapkan meningkatkan efisiensi, transparansi, dan menjadi model pelayanan pemakaman berbasisteknologi di daerah lain. meningkatkan efektivitas, efisiensi, transparansi, dan akuntabilitas pelayanan,sekaligus menjadi model percontohan untuk pelayanan pemakaman di daerah lain.

Abstract

Abstract This study aims to analyze the implementation of the supervisory function by the Customs and Excise Supervision and Services Office (KPPBC) Type Madya Pabean B Sidoarjo in addressing the circulation of illegal cigarettes in Sidoarjo Regency. The research employs a qualitative approach with data collection techniques including interviews, observation, and document study. The results indicate that KPPBC TMP B Sidoarjo applies two main approaches: direct supervision (through field inspections, observations, and real-time reports) and indirect supervision (based on written and verbal reports from the public and related agencies). Supporting factors include inter-agency collaboration and community participation, while the main obstacles consist of incomplete reporting and social resistance. The study concludes that the supervision strategy has successfully limited the mobility of illegal actors, although it has not entirely eliminated such activities. Recommendations include enhancing public education, optimizing technology, and adjusting policies to strengthen supervisory effectiveness. These findings contribute to the development of more adaptive and integrated illegal cigarette surveillance strategies.  Keywords: Customs Supervision, Direct Supervision, Indirect Supervision, Illegal Cigarettes, Sidoarjo Regency.
