Abstract

Abstrak - Jurnal ini membahas hasil penelitian tentang partisipasi Indonesia dalam misi UNIFIL MTF sebagai misi matra laut pertama dan satu-satunya di dunia sebagai sebuah naval diplomacy. Kajian-kajian terdahulu belum banyak menggunakan teori Ken Booth untuk mengembangkan naval diplomacy Indonesia, khususnya dalam pengiriman Satgas Maritim TNI. Oleh karena itu, penting untuk menganalisis naval diplomacy dalam pengiriman Satgas Maritim TNI dan kontribusinya terhadap pencapaian kepentingan nasional dan sasaran kebijakan luar negeri Indonesia. Hasil penelitian menunjukkan bahwa Indonesia menekankan dua kepentingan utama, yaitu pemeliharaan ketertiban dunia itu sendiri sebagaimana dijamin konstitusi, serta meningkatkan peran globalnya sebagai middle power. Dalam perspektif appropriateness yang dikemukakan Ken Booth, Satgas Maritim TNI memiliki fleksibilitas, mobilitasm kemampuan proyeksi dan potensi akses untuk membawa misi diplomatik Indonesia. Secara empiris, Satgas Maritim TNI dalam derajat tertentu mendukung agenda-agenda kebijakan luar negeri Indonesia. Namun demikian, dipandang dari aspek simbolisme, peningkatan kuantitas perlu dipertimbangan agar Satgas Maritim TNI dapat menjadi signifier prestise dan komitmen internasional Indonesia yang maksimal.Kata Kunci: Satgas Maritim TNI, Naval Diplomacy, Kepentingan Nasional, Kabijakan Luar NegeriAbstract - This research journal discusses Indonesian participation in UNIFIL MTF, the world first and the only maritime peacekeeping, through deployment of Maritime Task Force of Indonesian National Defense Forces (Satgas Maritim TNI) as a naval diplomacy. Previous studies of Indonesian Maritime Task Force did not employ the theory of naval diplomacy to analyse further needs of developing a robust Indonesian naval diplomacy. Thus, it is necessary to study naval diplomacy conducted by Indonesian maritime task force by Ken Booth’s theory of naval diplomacy and how it can contribute to national interests. The result shows that Indonesia emphasizes two main interests namely maintenance of the world peace based on the Preamble of Indonesia Constitution (Pembukaan UUD NRI 1945) and enhancing Indonesia’s global role as middle power. Using Ken Booth’s theory of naval diplomacy, Indonesia maritime task force does have flexibility, mobility, projection ability and access potential to carry Indonesian diplomatic agenda. Meanwhile, considered from asset of symbolism, Indonesian maritime task force should be bigger whether in quantity or capability to act as maximum signifier of Indonesia’s prestige and foreign policy commitment as it has empirically contribute to Indonesian foreign policy objectives.Keywords: Maritime Task Force of Indonesian National Defense Forces, Naval Diplomacy, National Interests, Foreign Policy

Abstract

This article discusses Indonesia's participation in UNIFIL MTF, as a way for the country to exercise its naval diplomacy. Using Ken Booth's theory of naval diplomacy as analytical framework and employing the Soft System Methodology model, this article seeks to explain Indonesia's motives for joining UNIFIL MTF, namely the maintenance of the world peace as stipulated by the country's constitution and concomitantly, Indonesia's interest to enhance its global role as middle power. The application of naval diplomacy and Soft System Methodology in this article provides a theoretical and methodological-informed analysis in scrutinising Indonesia's participation in international peacekeeping operation. By doing so, this article attemps to fill the lacuna in the existing body of works which commonly neglect the theoretical basis and/or sound methodological framework in their observation and evaluation concerning the topic at hand. The article finds that Indonesian maritime task force in UNIFIL MTF has flexibility, mobility, projection ability and access potential to carry out Indonesia's diplomatic agenda. However, Indonesia still needs to consider improving the capacity of its maritime task force in order for it to function as maximum signifier for Indonesia's prestige and foreign policy commitment.

Abstract

Background Over 1.5 million community healthcare workers (CHWs) work in pos pelayanan terpadu (posyandu) in Indonesia. They are in charge of growth monitoring and counseling, as part of a community-based stunting prevention program. Recent literature suggests that the program requires quality improvements to maximize its potential. Objective To understand the impacts of a quality improvement model comprising capacity building for CHWs and home-based growth monitoring using smart charts on posyandu performance, particularly related on its stunting prevention components. Methods This cross-sectional study was conducted in two rural villages in Lombok, Indonesia in May 2023. We interviewed 130 CHWs and 317 mothers with children under-five with a pre-validated questionnaire on posyandu performance that was developed using an input-process-output framework. We evaluated the CHWs dan mothers performances in the height measurement and counseling process. Results Both CHWs and mothers perceived performance improvements in the height measurement and counseling processes, with statistically significant differences between pre- and post-intervention performance scores for height measurement [mean differences of 0.38 points; 95%CI 0.188 to 0.566; P<0.000 (CHWs) and 0.276 points; 95%CI 0.469 to 0.846; P<0.000 (mothers)]; for counseling [mean differences of 0.285 points; 95%CI 0.149 to 0.42; P<0.001 (CHWs) and 0.142 points; 95%CI 0.098 to 0.186; P<0.000 (mothers)]. Performance improvements were also found across all posyandu components, including those related to stunting. Conclusion Capacity building for CHWs and home-based growth monitoring using smart charts are beneficial in improving community-based stunting prevention programs.
