Abstract

The study aims to help us understand and analyze womens efforts in the policy-making process to increase their political participation in the constitutional and electoral processes. We can also see the extent to which the values rooted in the patriarchal culture in a society and what can be done and reduce them. Affirmative action is carried out in India by applying the system of reservation seats for women in the Indian Parliament. This is done in India is proven to increase the number of women in the Indian Parliament. By the way there are quotas for women as a strategy for accessing the political arena has growing support among MPs. In this study, Indonesia could get a reservation seats of learning about the system is done. To increase the representation in the "area" is very difficult to be touched by a quota system which is run now, it can be done with reservation seats quota to ensure womens representation in parliament.

Abstract

The problems raised in this study are: (1) Lack of human resources to fill the structure so that concurrent positions occur in the work system in Binjai City KPU, (2) Lack of facilities and infrastructure in Binjai City KPU, (3) Still lack of socialization in Implementation Election Commission Regulation Number 1 of 2015. This study uses qualitative research methods, which are used in a study to obtain a qualitative description and will be dominated by many words, sentences and descriptions and rarely use numerical data, although it does not rule out the possibility of displaying tables or graphs to support the completeness of the data. From the results of the study, it is known that the existence of Regulation of the General Election Commission No. 1 of 2015 has a significant impact on improvements in public services, namely services that are getting better in "one door" by PPID, openness to access to public information, increasing active role of society, equality of treatment , timeliness, ease and affordability. Although there is still much to be improved in implementing the 2015 KPU Regulation No. 1.

Abstract

The Leadership Administration Bureau is a government organization located in the North Sumatra Governor's office which has the main task of serving the leadership, starting from preparing leadership materials, preparing leadership activity materials and reporting. However, in its implementation there are still employees who have not fully carried out their duties properly due to a fairly large workload imposed on them so that in carrying out their duties they lack discipline and lack of work motivation and also lack of competence and trainings made. This study aims to determine the implementation of North Sumatra Governor Regulation No. 29 of 2020 in order to improve the implementation of employee duties in the Leadership Administration Bureau and what are the inhibiting factors in its implementation. The theory used in this study is theory of Edwards III, particulary Communication, Resources, Disposition, and Bureaucratic Structure. The use of this studies approach is a qualitative method the usage of remark statistics series techniques, in-depth interviews, and documentation. This investigation revealed that the was not yet fully implemented due to the still obstacles, one of which is that some of the human resources are not competent, and also the lack of training and socialization about work in the Leadership Administration Bureau makes them lacking in obtaining training while for communication, disposition, and bureaucratic structure have been implemented quite well and small problems they are able to overcome.

Abstract

Policy implementation is an important stage in achieving the program objectives that have been set. This study aims to evaluate the implementation of North Sumatra Governor Regulation (Pergubsu) No. 29 of 2020 in the Institutional and Position Analysis Section of the Organization Bureau of the Regional Secretariat of North Sumatra Province and identify inhibiting factors in the process. The research method used is a descriptive qualitative approach with data collection techniques through in-depth interviews, observation, and documentation. Respondents consisted of Section Heads, Sub-Section Heads, and executive position employees in the Institutional and Position Analysis Section. The results showed that the implementation of Pergubsu No. 29 of 2020 has not been optimal because there are still several obstacles, such as a lack of adequate human resources, a heavy workload, and a limited budget for the Job Analysis Subdivision. In addition, technical infrastructure such as computers and printers are also inadequate for administrative needs. Therefore, measures are needed to improve policy implementation, including increasing human resources, adequate budget allocation, and improving technical infrastructure.

Abstract

The purpose of this study was to determine the role of the village government in realizing farm tourism as a village innovation program in Melati II Village, Perbaungan District. This question is focused by Labolo's (2010:32) work to get an answer using his Ryaas Rasyid role theory. This theory includes 1) the role of government as regulator, 2) the role of government as dynamist, and 3) the role of government as facilitator and mediator. Political theory by Carl J. Friedrick in Suwitri (2008:5-6). Data obtained in the field were collected by primary and secondary data acquisition techniques and analyzed qualitatively. The study concludes that the role of village government of Melati II in realizing agritourism in Panten Cresset through village innovation program is not yet complete. This has been attributed to a role that has not been performed effectively, a lack of enthusiasm in providing direction, guidance and socialization to the community, and an underutilization in managing the assistance provided by the Ministry. Not due to the role of village government in Melati II. Go to a village in the Republic of Indonesia and pay no attention to access to the target. Panten Creset Farm Tour. The obstacle facing the village government of Melati II is the emergence of Covid-19.
