Abstrak LatarBelakang: Tata laksana rujukan dari fasilitas pelayanan kesehatan tingkat pertama ke tingkat kedua terdiri dari syarat merujuk pasien dan prosedur standar merujuk pasien yaitu prosedur klinis dan administratif rujukan (Kemenkes RI, 2012). Menurut Pedoman Sistem Rujukan Nasional (2012) menyatakan bahwa syarat merujuk pasien yaitu pasien yang akan dirujuk sudah diperiksa, dan disimpulkan bahwa kondisi pasien layak serta memenuhi syarat untuk dirujuk, tanda-tanda vital (vital sign) berada dalam kondisi baik/stabil serta transportable. Pelaksanaan rujukan harus memenuhi standar prosedur meliputi merujuk, menerima rujukan, membalas rujukan, menerima balasan rujukan, pengelolaan pasien di ambulans, dan rujukan kasus khusus. Rujukan juga harus memenuhi persyaratan yaitu klinis dan administratif. Tujuan: tujuan penelitian untuk mengetahui pelaksanaan prosedur standar rujukan pada pasien peserta jaminan kesehatan nasional (JKN) Metode:Metode penelitian ini adalah penelitian kualitatif dengan pendekatan desain deskriptifyang bertujuan untuk mendeskripsikan dan menggambarkan fenomena-fenomena yang ada, baik bersifat alamiah maupun rekayasa manusia, yang lebih memperhatikan mengenai karakteristik, kualitas keterkaitan antar kegiatan. Hasil:berdasarkan hasil penelitian pasien sudah menerima penanganan pertama dari pihak fasiltas pelayanan pertama dengan diberikan penjelasan mengenai kodisi pasien. Saat melakukan rujukan pasien menerima informed consent dari pihak faskes tingkat pertama (puskesmas) dan setelah sesaat pasien berada di faskes tingkat lanjutan pihak rumah sakit memberikan informed consent sebelum melakukan penanganan selanjutnya. Adapun untuk surat rujukan bahwa pasien tidak membawa surat rujukan ke tempat rujukan, petugas sendiri menyatakan tidak memberi surat rujukan dikarenakan rujukan sudah didaftarkan secara online dan untuk data pasien rujukan sudah dikirim secara online di rumah sakit tempat rujukan pasien. Dalam proses penerimaan rujukan bahwa pasien sudah mengetahui hak kewajiban dan pemenuhan persyaratan sebagai pasien peserta JKN Kesimpulan: Prosedur rujukan yang dilakukan oleh pihak puskesmas sudah sesuai dengan Pedoman Sistem Rujukan Nasional (2012), begitu pula dengan prosedur penerimaan pasien rujukan oleh RSUD Kab. Muna sudah memenuhi prosedur klinis maupun adminitratif rujukan. Objectives: the purpose of the study is to determine the implementation of standard referral procedures for patients participating in the National Health Insurance (JKN) Methods:This research method is a qualitative research with a descriptive design approach that aims to describe and describe existing phenomena, both natural and human engineered, which pays more attention to the characteristics and quality of the interrelationships between activities. Results:based on the results of the study the patient had received the first treatment from the first service facility with an explanation regarding the patient's condition. When making a referral, the patient received informed consent from the first-level health facility (puskesmas) and after a while the patient was in the advanced-level health facility, the hospital gave informed consent before carrying out further treatment. As for the referral letter that the patient did not bring a referral letter to the referral place, the officer himself stated that he did not provide a referral letter because the referral had been registered online and the referral patient data had been sent online at the hospital where the patient was referred. In the process of receiving a referral that the patient already knows the rights and obligations and fulfills the requirements as a JKN participant patient Conclusion:The referral procedure carried out by the puskesmas is in accordance with the Guidelines for the National Referral System (2012), as well as the procedure for accepting referral patients by the District Hospital. Muna has complied with clinical and administrative referral procedures.
