Abstract

Indonesia has introduced a development planning system in which communities and stakeholders are directly involved in development agencies. This system is known as Musyawarah Rencana Pembangunan or MUSRENBANG. It reflects the national form of Indonesia as the democratic state; thus, all stakeholders are directly involved in the development planning process at village, sub-district, district, city and state level. Indonesia has introduced consultation on development planning as a form of participatory planning and has become a mandatory agenda item for all local governments. Participation from various stakeholders, including the community, is expected, but obstacles still face. On the one hand, the plans that are implemented tend to prioritize the physical needs of the area over improving the economy of the community. While many comments have been made regarding the implementation of MUSRENBANG, maximum community involvement can increase public confidence in local government.

Abstract

The tittle of this research is Weaving Ulos Silalahi as a Cultural Attribute in Silahisabungan District, Dairi Regency. The objective of this study is to investigate the process involved in creating Ulos Silalahi Woven fabric and its utilization as a cultural symbol in traditional ceremonies within the Silahisabungan District. The present study employs ethnographic research methods. The findings indicated that the production of Ulos Silalahi Woven Fabrics commenced with the Mangunggas, which involves the bending of threads. Subsequently, the Manorha process is undertaken to string the threads into a humpalan. Finally, the Matibobok process is employed to create intricate designs on the fabric. The term "manirat" refers to the traditional process of fabric production, namely the creation of cloth and tassels. The utilization of Ulos Silalahi weaved cloth persists in contemporary times, particularly during traditional gatherings within Silalahi I Village. Ulos Silalahi, a type of woven fabric, holds significant cultural value among the Batak community, particularly among the descendants of the Silalahi clan residing in the Silahisabungan sub-district. This fabric is utilized throughout many occasions, both celebratory and mournful in nature.

Abstract

Carbon trading has emerged as a novel approach to mitigating climate change impacts and promoting sustainable development. The emphasis on social forestry enhances this strategy by involving local communities in forest management and carbon trading. In the context of the climate crisis, this study examines how the combination of carbon trading and social forestry can promote sustainability. The adoption of social forestry practices, such as empowering communities and managing forests sustainably, aims to reduce carbon emissions and preserve ecosystem health. This approach offers dual benefits by fostering local economic growth through carbon trading and safeguarding biodiversity while addressing climate change impacts. The research delves into the opportunities and obstacles of integrating carbon trading into social forestry, laying the groundwork for comprehensive solutions to sustainability and climate change adaptation.
