Abstract

IT Governance has provided hope in human life, especially waste management and environmental cleanliness services. The role of IT becomes very important when people want services that are fast, accurate and relevant. Technology using Geographic Information Systems (GIS) has provided opportunities and made it possible to interact easily. The purpose of this research is to provide a GIS for the city environmental and sanitation services in order to provide good services in creating a clean environment. The research method uses the system analysis method with a spiral model approach in system design. The results of the design of GIS have been able to improve the performance of waste management in the city of Makassar.

Abstract

Pada Era digital seperti sekarang ini telah terjadi perubahan paradigma pemerintah kota Makassar terhadap keberadaan layanan teknologi informasi. Masyarakat dapat memperoleh layanan yang cepat, tepat dan akurat untuk kebutuhan informasi yang lebih baik dan berkualitas. Tren pada tata kelola smart city (kota cerdas) juga akan meningkatkan partisipasi masyarakat dan pemerintahan dalam memanfaatkan data aplikasi, memberikan saran maupun kritikan secara cepat, mudah dan akurat untuk menuju pada kota yang bersih lingkungan. Konsep smart city juga dapat meningkatkan partisipasi masyarakat dan pemerintahan dalam memanfaatkan data aplikasi, dan memberikan masukan maupun kritikan secara mudah. Untuk dapat memperoleh informasi yang memadai terhadap persepsi masyarakat akan konsep tata kelola smart city, penelitian dilakukan dengan metode pengumpulan data menggunakan sebuah aplikasi google form. Analisis terhadap layanan diperlukan untuk mengetahui peran pemerintah kota (pemkot) dalam melakukan inovasi untuk menangani masalah kebersihan dengan mencoba merekonstruksi pemikiran atau persepsi masyarakat yang cinta dan peduli terhadap kebersihan. Penelitian bertujuan untuk memperoleh gambaran mengenai apa sebenarnya harapan masyarakat terhadap keberadaan slogan Gemar MTR. Hasil Penelitian diketahui bahwa sebanyak 101 (84%) dari 120 responden telah menunjukkan bahwa sebagian besar responden menginginkan penerapan konsep smart environment dalam membangun tata kelola smart city yang dapat menjaga keseimbangan ekosistem lingkungan

Abstract

Era disrupsi telah mampu merubah paradigma pemerintah terhadap kontribusi Teknologi Informasi (TI). Tata kelola yang baik dapat memberikan layanan informasi yang cepat, relevan dan akurat kepada masyarakat. Tren Tata kelola kota cerdas juga akan meningkatkan partisipasi masyarakat dan pemerintah dalam memanfaatkan data aplikasi, memberikan saran maupun kritikan secara cepat, mudah dan akurat. Kota Makassar telah mencanangkan program menuju kota yang bersih lingkungan. Pemerintah kota (Pemkot) telah melakukan inovasi dalam menangani masalah kebersihan dengan berusaha merekonstruksi pemikiran masyarakat untuk cinta dan peduli terhadap kebersihan. Meskipun demikian masih banyak masyarakat yang belum tahu apa sebenarnya yang dimaksud dengan Gemar MTR dan bagaimana konsep tersebut dapat diterapkan. Pemerintah perlu selalu aktif dalam mengupayakan kebersihan lingkungan sehingga dapat membantu merubah pola pikir masyarakat terhadap kebersihan lingkungan. Penelitian bertujuan untuk mengetahui penerapan konsep tata kelola sampah menuju kota pintar di Makassar, dan mendesain tata kelola sampah agar dapat memenuhi kebutuhan dan harapan pemerintah dan masyarakat. Penelitian menggunakan paradigma model prototipe untuk mendesain tata kelola berbasis teknologi hijau. Tata kelola baik berguna untuk memelihara lingkungan hidup secara terintegrasi sehingga akan memberikan solusi ramah lingkungan, optimalisasi desain dan arsitektur TIK yang berdampak positif pada lingkungan masyarakat kota.

Abstract

The need for monitoring of children today is very important, especially for children under five, whose physical and verbal abilities are still inadequate to be able to communicate effectively with their parents or caregivers about the conditions they are experiencing. Previous studies related to child safety that were studied generally focused on responses to events that could potentially harm children.This study aims to design a prototype child monitoring system consisting of a wearable device that is used on a child's wrist equipped with sensors and connected to a server via a wireless network. Monitoring software that runs on the server will collect all data parameters from wearable devices with built-in audio signal, temperature, and heart rate sensor then with machine learning algorithm implemented in software will allow the system to predict if stress conditions happen on children and then system can give warnings to child-caregiver through monitoring applications or SMS messages. Using the Decision Tree and Naive Bayes classification methods the system can effectively predict stress conditions in children with an accuracy of 82.8 percent using audio, temperature, and heart rate parameters. This shows that the system has the capability to contribute to increasing child safety in the supervision environment.

Abstract

Parking system has been implemented in Universitas Atma Jaya Makassar (UAJM) still not well organized and controlled. In addition to which there were no control data to the vehicle of student, faculty and staff that can be used as an evaluation of parking guard on duty also can not set the vehicle in and out of UAJM the vehicle that incoming outgoing UAJM can not be identified anymore, increasing the likelihood of crime in UAJM. By building computerized parking system application, can help vehicle parking arrangement as well as provide information on the availabil of parking.In this essay, the author uses the Java programming language and database design using software design and UML (Unified Modeling Language). The existence of this research, it can solve the parking problem UAJM in addtion, the result of this study can be uses as a reference in other similiar studies.

Abstract

Today, Collection of image data on the Internet is growing rapidly in terms of quantity. In parallel with this a method of content -based image retrieval (Content -based image retrieval) is needed in the process of identifying and accessing visual information. Content -based image retrieval basically simulates the human perception of an image so that an error occurred in the text -based retrieval methods can be overcome. In this research, the image retrieval system is implemented with the extraction of low level features of the image. Low-level information used in this study is the color information contained in the image. Composition of color pixels in an image can be represented in a color histogram. The degree of similarity between the image color is determined based on the distance between the histogram using Laplace distance and Euclidean distance. The smaller the distance between the histogram, the higher the percentage of similarity of an image. Results of image retrieval through the database will be displayed according to the query by example method performed by a user, based on the sequence of images that have a higher percentage of similarity.

Abstract

In this research, the image retrieval system is developed to search for images in the collection of images found on the database based on input (query) in the form of sample images provided by the user. The image is represented as a set of region segmentation results. Users of the system decides the object to be searched on the image and label an example of the region to train the system through a graphical interface. For the image retrieval process that contains a specific object, the user opens the image and choose the region containing the object on the system, then the system will rank all the regions in the collection are indexed query class to the collection in the database in the Euclidean distance (L2) of the region in user query and displays the results of the corresponding images from the collection on the database, which is the image that has the highest similarity.

Abstract

This research discusses about on lontara recognition application design with game based learning method on Android. Aiming to introduce the characters lontara to the public through the android based smartphone which can be a medium for people to acquire knowledge or information about the script lontara. This application is designed by using the method of learning by doing where users can practice how to write a script characters lontara on this application. With the research is expected to help the user to learn and recognize letters lontara. The test results lontara alphabet recognition applications using questionnaires on general society and interview people who are experts in the field of regional literature. The final results of the research in the form of recognition applications, the material features, glossary, quizzes, words of wisdom, and a writing exercise is expected to increase public interest to introduce the culture of the region, especially lontara literacy through android based smartphone.

Abstract

This research aimed to develop the image search system using content-based retrieval approach by applying algorithm to extract low-level feature from images. Low-level information that is used to extract image features in the image retrieval system is color information contained in the image. Composition of color pixels in an image can be represented in a color histogram. The degree of similarity between the image colors is determined based on the distance between the histogram using Laplace distance and Euclidean distance. The smaller the distance between the histogram, the higher the percentage of similarity of an image. Results of image retrieval through the database will be displayed according to the query by example method performed by a user, based on the sequence of images that have a higher percentage of similarity. The test results for images with a maximum size of 150 x 150 pixels get fairly accurate results with percentages of similarity is above 60 percent.

Abstract

This research aimed at improving the reliability of the system by developing a machine learning framework as relevance feedback mechanism that aims to harness human perception in the training system to learn to map between the vector feature extraction results to the specifications given query. In the developed relevance feedback mechanism, users are involved in providing feedback to the system via the query by example (QBE) interface model. Basically, this module works with the user to decide how to involve the relevant results or irrelevant that emerged as a result of the system output user-defined queries. Then the machine-learning mechanisms will reformulate return query results based on user ratings and displays the new results. This process can take place iteratively until the user is satisfied on the relevance of the results obtained. Outcomes of this study will produce an image search system that can be integrated with information systems of third party services through the modules developed.
