As a country with the largest Muslim population in the world, Indonesia will potential benefit in zakat management. Based on calculation, the number of Muslim population will produce more zakat to increase ummah well-being in the zakat is managed in professional and accountable ways. Majority of zakat management problems includes limited qualified human skills and human resources (HR) in zakat management. In addition, weak regulations has also resulted in slow improvment in the optimization of zakat management. As a solution to the chronic problem is to provide urgent solutions in the zakat management organization (OPZ). This includes the involvement of stakeholders (government) in regulating the mechanism of zakat management and promoting public education about the obligations of zakat contribution. The position of zakat profession in Islam has similar position with other zakat income. As the result, the most accurate term given to zakat profession is zakat income (kasab). While the position between zakat and tax, there are three arguments: First, zakat and taxes are equally paid by every taxpayer and zakat obligators. Second, a Muslim chooses either of the two instruments: paying zakat or paying taxes only. Third, a muslim chooses one between; zakat or taxes, and assume his/her choices are representative of both. If he/she pays taxes, then he/she considers the tax as zakat from his property.

Abstract

This research discusses the implementation of zakat management at LAZISMu Kota Parepare and its implications for strengthening the economy of mustahik (zakat recipients) in Kota Parepare. The research problems are as follows: 1. How is the implementation of the main principles of zakat management at LAZISMu Kota Parepare? 2. What is the impact of zakat/ZIS funds from LAZISMu Kota Parepare on strengthening the economy of mustahik in Kota Parepare? The methods used to collect data in this study include observation, interviews, and documentation. The results of this study indicate that out of the eight zakat management principles formulated by Islamic scholars, LAZISMu Kota Parepare has, in essence, implemented all of them, although not fully or perfectly. LAZISMu Kota Parepare was only able to apply a small portion due to managing zakat based on its capacity and needs. The zakat/ZIS funds distributed by LAZISMu Kota Parepare have had an impact or contribution towards strengthening the economy of mustahik in Kota Parepare. Although LAZISMu Kota Parepare has not fully implemented the zakat management principles as ideally formulated by Muslim scholars and cannot yet be classified as utilizing modern management (which is effective, efficient, and productive), it still plays a role in the economic empowerment of mustahik. This means that it provides motivation and optimism for mustahik to potentially live decently or survive through the zakat funds, which are likely to be received regularly, at least once a year.

The research adopts a qualitative approach, specifically phenomenology. Data collection techniques include interviews, observations, and documentation, with data validity assessed through credibility, transferability, dependability, and confirmability. Key findings of the study include: 1) Car pawning practices are prevalent in Lanrisang and Siparappe neighborhoods in Pinrang Regency, with pawnshops operating without registration with the Financial Services Authority. The assessment of collateral is conducted by the pawnbroker, impacting the loan amount and monthly interest rates. Transactions are documented through receipt slips, and if the loan defaults, ownership of the collateral is transferred or sold by the pawnbroker. 2) People opt for car pawning due to its lenient requirements, non-restrictive operating hours, and minimal conditions for loan approval. 3) Economic actions in the context of economic sociology are characterized as irrational actions influenced by motives, interests, experiences, and expectations. These actions fall into the categories of affective and traditional actions. Keywords: Economic Sociology, Car Pawn

The Subdistrict Fund is an additional DAU (General Allocation Fund) budgeted by the Government in the State Revenue and Expenditure Budget for Fiscal Year 2019. However, the large subdistrict fund process is actually not in line with its good management. In fact, there are still many cases of misappropriation of sub-district funds in several areas. Local wisdom can be used as a basis for overcoming this problem, one of which is the local wisdom of the Bugis tribe's life values, namely malempu' na mapaccing. The research method used is a descriptive qualitative method. The data sources used are primary data, the data of which was obtained directly from interviews with parties who are competent in managing the Tellumpanua Village Fund, Suppa District and secondary data obtained from books, documents and journals/previous research theses which are related to this research. Then the report is made at the end of the year by explaining the LPJ and then forwarded to the sub-district, then to the district, then to the province and finally to the center. Abstract

Zakat is not only an act of worship to Allah but also a vital instrument for enhancing social welfare when managed effectively. In Ajatappareng, the potential for zakat is substantial; however, actual collections have yet to meet targeted levels. This shortfall is largely attributed to limited understanding and awareness among potential payers. This study aims to examine the collaborative governance process in zakat management by BAZNAS Ajatappareng. The research adopts the collaborative process framework of Ansell and Gash, which includes four dimensions: initial conditions, leadership, institutional design, and collaborative process. A qualitative phenomenological approach was employed, with data collected through observation, interviews, and supporting documents. Informants were selected via purposive sampling, and data analysis followed three stages: reduction, presentation, and conclusion drawing. Findings indicate that while BAZNAS Ajatappareng has engaged in collaborative efforts with multiple stakeholders, certain aspects particularly human resource capacity and impact assessment remain suboptimal. The study recommends adopting best practices from other BAZNAS branches with proven success in zakat collection to strengthen future collaborative strategies.

Abstract

This study analyzes Bai’ Muzayadah in the auction of collateral assets at KPKNL Parepare. The objective of this research is to examine the implementation of collateral asset auctions at KPKNL Parepare based on the principles of Bai’ Muzayadah in Islamic economics and the collateral asset auction system from the perspective of Islamic economic law.  The research employs a descriptive qualitative method, categorized as field research. Data sources include primary data obtained through direct interviews at KPKNL Parepare and secondary data such as books, journals, and articles relevant to the topic. Data analysis techniques involve data collection, data reduction, data presentation, and conclusion drawing. The validity of the data is tested using source triangulation, technique triangulation, and time triangulation. The findings indicate that (1) the implementation of collateral asset auctions at KPKNL Parepare, from the perspective of Islamic economics, utilizes internet-based methods (e-auction) through open bidding and closed bidding systems. These systems incorporate mechanisms such as security deposits and minimum bidding limits. (2) The application of Islamic economic principles, including justice, transparency, and voluntary agreements in the auction process, aligns with the principles of transparency, legal certainty, and efficiency. Auction announcements are made via the website and leaflets. The auction process is conducted thoroughly to minimize errors, beginning with the preparation stage, auction determination, payment of participants’ security deposits, and the transfer of ownership or auction minutes as legal proof for the winning bidder. These practices are consistent with Islamic economic law principles and aim to promote societal welfare.
