Abstract

Persistent allegations of electoral fraud after Indonesia’s 2019 and 2024 elections show that legitimacy is shaped not only by legal validation but also by competing public narratives. Although both elections were certified, post-election discourse remained marked by polarization, distrust, and manipulation claims. Existing studies have examined fraud perceptions, populism, misinformation, and digital politics separately, yet research on how fraud narratives evolved across consecutive Indonesian elections remains limited. This study addresses this gap by analyzing how populist fraud narratives were produced and circulated in both elections, and how survey institutions contributed to electoral legitimacy. Using qualitative descriptive content analysis based on library and document-based research, this study synthesizes academic literature, official documents, media reports, and survey publications. The findings reveal a transformation in fraud narratives. In 2019, they were explicit, personalized, and elite-centered, articulated by senior political and religious actors, and linked to offline mobilization. In 2024, they became decentralized, implicit, and digitally networked, circulating through short-form content, partisan online communities, and buzzer-like amplification. Across both elections, survey institutions functioned as epistemic actors by measuring public perceptions and countering claims of widespread illegitimacy, while exposing partisan asymmetries and winner’s bias. This article contributes to debates on digital populism, electoral integrity, and democratic legitimacy by showing how election legitimacy is contested across legal-institutional, moral-populist, and empirical-survey arenas.

Abstract

The ISIS terrorist group still poses a serious threat in Indonesia, especially because it operates in a network (net-terrorism) so that the handling of this terrorist group often does not reach its roots. The research is aimed to reveal the social network strategy in resolving terrorist acts in Indonesia using a structural hole theory. The research method is a qualitative research approach with secondary data analysis from four sources: books, journal articles, previous related research, and the Law of the Republic of Indonesia. The data above is then processed with Ucinet-Draw to calculate the linkage score between members in the network and then see the movement map for each ISIS network in Indonesia: Jakarta, Poso, and Surabaya. Thus, this study proves that there is a gap in the structure of the ISIS group's communication network in Indonesia. The research results revealed that many terrorist acts in Indonesia had the same pattern, namely the strong communication network between terrorist actors. Terrorist actors carried out at least three tertius strategies, namely tertius gaudens, tertius inguens, and a combination of the two. Through the tertius strategy, the government will be able to play its most crucial role in taking preventive actions against actors in terrorist networks. Therefore, the government needed to carry out various integration strategies with various institutions to conduct deradicalization appropriately.

Abstract

This research maps the discourses on agreements and disagreements of each actor regarding the rice import policy in Indonesia. In 2023, the Indonesian government took a policy to increase the quota of rice imports Indonesia, according to the United States Department of Agriculture, is the world’s fifth largest country in terms of rice imports. The policy was opposed and supported by a number of actors since Indonesia is also the fourth largest rice producer in the world.  Actors who oppose and approve of the rice import policy in Indonesia present their respective arguments to influence the public. This research uses the Discourse Network Analysis (DNA) method to map the discourse coalition and actors based on the actors' arguments in Kompas.id media. The results show that the discourses of each actor are connected to each other. The discourses include: stabilizing rice reserves, international cooperation, reducing rice prices, anticipating climate change, importing rice during harvest, contradicting the food law, rising rice prices, rice stock alert, law enforcement against rice fraud, and rice procurement which is impossible.

Abstract

The ratification of the three Laws (UU) the territorial split of the Papua has sparked debate in various circles. Pros and cons actors convey narratives that contain discourse to influence the public's view of the Papua’s territorial split. This study uses the Discourse Network Analysis (DNA) method to map coalitions of actors and discourses on the territorial split of Papua based on actor arguments in the mass media. The discourse coalition study aims to communicate strategies and policy making in the debate on the territorial splits of Papua. The results of the study show that the cons actors are more heterogeneous than the pro actors who are dominated by the government. The discourse raised by the two groups is related with one another. The historical context used in the discourse relates to problems that have long faced Papua: distribution of development, the distance from government control, social welfare, etc. Mapping of discourse coalitions and actors can be utilized in policy making in political debates. In the plan for the territorial splits of Papua, the government needs to discuss with groups that represent the Papuans.
