Abstract

Hampir setiap bandar udara di Indonesia memiliki ancaman bahaya hewan liar. Peraturan yang terkait manajemen bahaya hewan liar telah di atur dalam peraturan penerbangan sipil internasioanal maupun dalam hukum nasional. Tujuan penelitian adalah mengetahui dan menganalisis implementasi peraturan keamanan dan keselamatan penerbangan terkait manajemen bahaya hewan liar di Bandar Udara Internasional Hang Nadim Batam. Penelitian ini menggunakan metode penelitian hukum normatif-empiris. Data dalam penelitian ini diperoleh dari wawancara, observasi, dan dokumentasi. Penelitian ini bersifat deskriptif yaitu berusaha menjelaskan pemecahan masalah berlandaskan data-data, dengan menyajikan, menganalisis serta menginterpretasikannya. Hasil penelitian menunjukkan bahwa petugas Manajemen Bahaya Hewan Liar Bandar Udara Internasional Hang Nadim, telah menjalankan tugas sesuai peraturan yang dikeluarkan oleh International Civil Aviation Organization (ICAO) dalam buku Airport Service Manual (DOC.9137 – AN/898) Part 3 Bird and reduction, Chapter 6 sub bab 6.1.1., dan Peraturan Pemerintah Nomor 3 Tahun 2001 tentang Keamanan dan Keselamatan Penerbangan, yaitu melakukan mitigasi risiko yang bertujuan untuk menurunkan level risiko dari ancaman bahaya hewan liar burung dan monyet. Implementasi pencegahan, pengawasan dan pengendalian burung dan hewan liar sudah sesuai dengan Standar Operasional Prosedur (SOP) Manajemen Bahaya Hewan Liar. Dalam melakukan pengusiran burung dan hewan liar lainnya peralatan yang digunakan masih menggunakan peralatan yang sederhana, yaitu melakukan pengusiran burung dan monyet dengan membunyikan sirine dan klakson mobil, tidak menggunakan perangkap, senjata, predator dan alat akustik seperti yang diatur dalam Peraturan Direktur Jenderal Perhubungan Udara Nomor : SKEP / 42 / III / 2010 Tentang Petunjuk Dan Tata Cara Peraturan Keselamatan Penerbangan Sipil Bagian 139 – 03 Manajemen Bahaya Hewan Liar Di Bandar Udara Dan Sekitarnya.

Abstract

Abastrak, Salah satu permasalahan klasik di bandar udara yang dapat mengancam keselamatan penerbangan di wilayah bandar udara adalah gangguan dari hewan liar dan burung. Penelitian ini bertujuan untuk mengetahui analisis penerapan manajemen bahaya hewan liar dan burung dalam menunjang keselamatan penerbangan di Bandar Udara Internasional Hang Nadim Batam dan mengidentifikasi bahaya dan hasil penilaian risiko yang ditimbulkan oleh adanya hewan liar dan burung dalam menunjang keselamatan penerbangan dengan metode HIRA di Bandar Udara Internasional Hang Nadim Batam. Penelitian ini menggunakan metode campuran (mix methods) dengan teknik deskriptif. Instrumen yang digunakan untuk mengumpulkan data penelitian adalah peneliti sendiri, observasi, wawancara, dan dokumentasi untuk menjawab rumusan pertanyaan penelitian. Peneliti melakukan analisis data dengan menggunakan teknik analisis data kualitatif dan kuantitatif. Hasil penelitian ini menunjukkan bahwa penerapan manajemen bahaya hewan liar di Bandar Udara Internasional Hang Nadim sesuai dengan standar operasional prosedur (SOP) yaitu dengan melakukan inspeksi rutin pada pagi hari dan siang hari di area sisi udara. Jika terdapat sekumpulan burung dan hewan liar maka petugas apron movement control, safety dan PKP-PK segera melakukan pengusiran burung menggunakan unit kendaraan mobil masing-masing kemudian membunyikan sirine dan klakson mobil agar burung dan hewan liar pergi menjauh dari area sisi udara. Berdasarkan identifikasi tingkat risiko, dapat diketahui tingkat risiko risiko hewan liar monyet dikategori risiko sedang dan burung di kategori risiko ekstrem (sangat berbahaya), dengan menggunakan metode HIRA indeks risiko burung bangau memiliki tingkat risiko sedang (kuning) artinya pengendalian risiko dan penerapan dilakukan manajemen bahaya hewan liar bertujuan untuk mengurangi bahaya hewan liar yang mengganggu pengoperasian penerbangan di Bandar Udara Internasional Hang Nadim.

Abstract

The AMC unit is a unit responsible for regulations, supervision of aircraft movements, traffic of vehicles, people and goods as well as cleanliness in airside areas, aviation records so that aviation security and safety can be achieved. In carrying out the duties and responsibilities of the AMC unit, complete supporting equipment is required, such as Follow Me Car, Safety Vest, Ear Muff, Handy Talky, VHF Radio, PABX, Binoculars, Speed Gun and Computer. The AMC unit at H. Hasan Aroeboesman Ende Airport in carrying out surveillance in the airside area has not been equipped with adequate equipment in accordance with the SOP. This research aims to find out how the AMC unit's work equipment is monitored and available, the constraints of AMC officers and what the flow of infrastructure procurement is.This research uses a descriptive qualitative approach. The data used are primary and secondary data. Primary data was obtained from observations and interviews, while secondary data came from SOPs, photos and regulations related to the problems studied. The data analysis techniques used are data reduction, data presentation and drawing conclusions. To test the validity of the data, triangulation techniques were used. The results of this research show that the Apron Movement Control (AMC) unit at H. Hasan Aroeboesman Ende Airport has carried out its duties in accordance with the Standard Operating Procedure (SOP) and General Civil Aviation Regulation Number KP 038 of 2017 concerning Apron Management Service. Supervision in the apron area has been carried out effectively by carrying out inspections from 06.00 - 18.00 WITA in the morning. The obstacles for AMC officers in carrying out their duties are that there is no Follow Me Car to be used for monitoring and inspections and there is no Radio Base available so all communication is carried out using Handy Talky. The flow of procurement of work equipment for the AMC unit at H. Hasan Aroeboesman Ende Airport begins with making a Note/Equipment Requirement, then the Head of the AMC Unit proposes the procurement of equipment to the Service and Cooperation Section, after approval, the letter is submitted to the Head of the Administration Sub-Division, then handed over to the Head of UPBU Airport H. Hasan Aroeboesman, Financial Manager and Expenditure Treasurer.

Abstract

Ramp handling is the activity that coordinates all operations occurring from the moment the aircraft blocks on until it blocks off, ensuring that departures are on schedule while considering flight safety factors. One of the coordination tasks performed by ramp handling personnel to achieve the established ground time for the aircraft is to coordinate with the passenger service unit to determine the number of passengers and the amount of baggage that will be departing, as well as during the boarding process for passengers onto the aircraft. Additionally, they coordinate regarding the completeness of flight documents and ensure that all procedures are carried out properly and in accordance with applicable regulations in a timely manner. The purpose of this research is to understand the coordination between the ramp unit and the passenger service unit in achieving ground time at Citilink Airlines, to identify the factors and obstacles that may affect ground time, and to determine the efforts made to achieve ground time at Citilink Airlines. The data sources utilized include primary data obtained from interviews, observations, and documentation, as well as secondary data. The research findings indicate that the coordination between ramp handling staff and passenger services personnel is well-established in achieving ground time for Citilink Airlines. However, there are factors that influence ground time, such as late arrivals, passenger delays, environmental factors, Air Traffic Control (ATC) issues, and technical factors. Efforts made to achieve ground time include implementing quick handling, issuing TDAM (Technical Delay Aircraft Maintenance), and securing manpower support to ensure timely operations.

Abstract

Abstrak Menurut Peraturan Menteri Nomor 41 Tahun 2023, Bandar Udara di Indonesia harus menyediakan pelayanan fasilitas Pesawat udara dengan Lingkup Standar Pelayanan terhadap Pesawat udara sejak Pesawat udara memasuki tiap fasilitas pendaratan,lepas landas, manuver, parkir, dan penyimpanan sampai dengan Pesawat Udara meninggalkan masing-masing fasilitas tersebut. Penelitian ini bertujuan untuk mengetahui Implementasi Standar Pelayanan Pesawat Udara Menurut PM Nomor 41 Tahun 2023 Tentang Pelayanan Jasa Kebandarudaraan Di Bandar Udara Tunggul Wulung Cilacap. Penelitian ini dilakukan di Bandar Udara Tunggul Wulung Cilacap pada tanggal 22 Februari 2024 sampai dengan 28 Februari 2024. Penelitian ini menggunakan pendekatan kualitatif dengan metode observasi, wawancara dan dokumentasi. Tahapan dalam menganalisis data pada penelitian ini dengan menggunakan reduksi data, penyajian data, dan menarik kesimpulan.Uji keabsahan data yang digunakan dalam penelitian ini Menggunakan triangulasi teknik. Hasil penelitian menunjukkan bahwa pelayanan terhadap pesawat udara di Bandar Udara Tunggul Wulung Cilacap sebagian besar sudah sesuai dengan Peraturan Meteri Republik Indonesia Nomor 41 Tahun 2023. Terdapat dua fasilitas Pelayanan Pesawat udara yang sebagian belum sesuai dengan standar pelayanan pesawat udara yaitu fasilitas Runway end safety area dan Airfield Lighting System (AFL) meliputi Sequence flasing lights,Taxiway ceterline lights, Runway centerline lights, Runway Guard Lilghts, Taxy Guardance Lights. Jumlah nilai total pelayanan terhadap pesawat udara (level of service) seharusnya 150. Berdasarkan hasil penelitian masih dibawah standar yaitu 128. Nilai ini masih tergolong sangat baik menurut skala penilaian dalam pelayanan terhadap pesawat udara yang terdapat pada lampiran Peraturan Meteri Republik Indonesia Nomor 41 Tahun 2023 . This research aims to determine the implementation of aircraft service standards according to PM Number 41 of 2023 concerning airport services at Tunggul Wulung Airport, Cilacap. This research was conducted at Tunggul Wulung Airport, Cilacap, from 22 February 2024 to 28 February 2024. This research used a qualitative approach with interview and documentation methods. The stages in analyzing the data in this research are using data reduction, data review, and drawing conclusions. The data validity technique used in this research is triangulation technique. The research results show that aircraft services at Tunggul Wulung Cilacap Airport are largely in accordance with the Republic of Indonesia Ministerial Regulation Number 41 of 2023. There are two aircraft service facilities, some of which do not comply with aircraft service standards, namely:fasilitas Runway end safety area dan Airfield Lighting System (AFL) meliputi Sequence flasing lights,Taxiway ceterline lights, Runway centerline lights, Runway Guard Lilghts, Taxy Guardance Lights. The total value of services to aircraft (lefel of service) should be 150. Based on research results, it is still below the standard, namely 128.
