Abstract

The North line Jakarta LRT is one of the light rail transportation modes implemented to address the complex traffic issues in DKI Jakarta, Indonesia. Initial studies indicate that the existing headway and travel time are perceived as ineffective by users. This study aims to examine the effective headway in operating the North line Jakarta LRT and identify associated risks and their mitigation. The research employed survey methods through questionnaires, interviews, direct observations, and collected secondary data and documentation related to the North line Jakarta LRT. The analysis results revealed that passengers prefer a waiting time of 5 minutes during peak hours at 05:30-08:30 AM and 04:00-07:00 PM. A comprehensive risk analysis was also carried out using the interview method with open questions. This process identifies 14 potential risks associated with proposed changes to operating system patterns. A series of action plans have also been designed to effectively mitigate the identified risks.

Abstract

Urban regions across the globe have a multitude of issues arising from the presence of slums, which are further intensified by the rapid process of urbanization. The exponential growth of informal settlements has detrimental effects on the well-being of the populace and hinders socio-economic advancement. This paper examines these challenges in Cipinang Besar Utara sub-district, East Jakarta, DKI Jakarta Province-Indonesia, which is also one of the main growth centers in Indonesia. This study aims to assess the level of slum settlement conditions in accordance with the Regulation of the Minister of Public Works and Public Housing Number 14 of 2018 (Permen-PUPR No.14/RT/M/2018). The research proceeded through five stages: data collection, questionnaire design, data collection for slum settlement assessment, valuation calculations, and strategy formulation. Direct observation and interviews built on the existing profile and informed the questionnaire design. Data collected from questionnaires, assisted by local representatives, facilitates the assessment of slums against regulatory guidelines. The results of the study show that RW 12 is a non-slum area, while RW 01, RW 04 to RW 11, RW 13 and RW 14 are categorized as mild slum areas. In addition, RW 02 and RW 03 are classified as moderate slums. The suggested mitigation strategy is in accordance with Permen-PUPR No. 14/RT/M/2018, offers recommendations to address slum conditions. This study provides insights to limit the development of slum settlements in North Cipinang Besar Sub-district, contributing to its environmental improvement. This finding has implications for broader urban development policies in DKI Jakarta Province and its surroundings.

Abstract

The East Sumatra Highway, particularly the Pekanbaru–Simpang Lago section in Pelalawan Regency, is a strategic route that supports national economic growth and is part of the National Road network, which experiences congestion due to heavily loaded vehicles. As the need for road infrastructure intensifies, the government faces limitations in the State Revenue and Expenditure Budget (APBN). Therefore, alternative financing mechanisms such as State Sharia Securities (SBSN) and the Government and Business Entity Cooperation (PPP) scheme are required. This study aims to identify and assess the risks in the East Sumatra National Road Preservation PPP Project using a type-1 questionnaire-based descriptive analysis approach. The research respondents consist of representatives from the Party in Charge of the Cooperation Project (PJPK) and the Implementing Business Entity (BUP). The results indicate that PJPK faces 63 risks, with the main classifications including location, design, construction, operations, revenue, political, financial, force majeure, sponsorship, interface, asset ownership, and strategy. Meanwhile, BUP faces 60 risks under similar classifications, except that location risks fall solely under the responsibility of PJPK. These findings highlight the importance of proportional risk sharing according to the authority and responsibilities of each party. This research contributes to the development of risk mitigation strategies and supports decision-making for PPP-based infrastructure project financing. For future research, the use of the fuzzy logic method is recommended to reinforce risk weight allocation and to broaden the respondent base from both parties, thereby producing more representative results.
