Abstract

OSS business licensing still encounters obstacles, including computer systems between ministries and institutions that are not well connected and very few districts/cities that have a Detailed Spatial Plan (RDTR) as the basis for granting location permits. Entrepreneurs have also complained that the OSS system is difficult to access. Chairman of the Central Java Association of Indonesian Entrepreneurs (Apindo) Frans Kongi stated that there are still a number of problems with the OSS system, for example, entrepreneurs cannot access it, even though all requirements have been met.In addition, the existence of PP No. 5 of 2021 tends to violate laws (UU), especially Law No. 25 of 2007 concerning Investment (Investment Law). This was reinforced by the Chairman of Commission VI of the House of Representatives, Teguh Juwarno, who signaled a violation of the law in the establishment of the OSS Institution. The OSS Institution has emerged to take over the authority of BKPM, while the Investment Law states that investment licensing is the domain of BKPM. Another member of Commission VI of the House of Representatives, Zulfan Lindan, asked that the implementation of the OSS system be revoked because it is considered to hamper the investment process in Indonesia and there is uncertainty over the management of the OSS. All licenses should be returned to BKPM.

Abstract

Services as stipulated in Article 1 point 5 of the Consumer Protection Act, services are any services in the form of work or achievements that are made available to the public to be utilized by consumers. Services are business products, both in the form of work and achievements from business actors to provide a service to consumers with the aim of obtaining a profit. So in this case all negative consequences that harm consumers from using these services are the responsibility of the business actor. The responsibility of parking service business actors in providing and providing the best service to consumers is a very important part of the framework of taking responsibility in the event of loss of goods due to the negligence of parking service business actors.

Abstract

Nggahi Rawi Pahu merupakan falsafah kearifan lokal masyarakat Dompu yang mengandung prinsip keselarasan antara ucapan dan tindakan, serta menekankan pentingnya integritas, kejujuran, dan tanggung jawab. Dalam konteks pemerintahan modern, nilai ini memiliki relevansi strategis sebagai landasan etis dalam tata kelola yang berorientasi pada transparansi, akuntabilitas, dan pelayanan publik yang berkeadilan. Penelitian ini bertujuan untuk menganalisis implementasi nilai Nggahi Rawi Pahu dalam sistem pemerintahan Kabupaten Dompu serta mengidentifikasi faktor pendukung dan penghambat penerapannya. Penelitian menggunakan metode kualitatif dengan pendekatan deskriptif–interpretatif, melalui wawancara mendalam, observasi, dan analisis dokumen. Temuan menunjukkan bahwa internalisasi nilai Nggahi Rawi Pahu telah muncul dalam budaya kerja aparatur, pelayanan publik, pengelolaan lingkungan, serta penguatan regulasi. Namun, sejumlah tantangan tetap muncul, seperti keterbatasan anggaran, resistensi sebagian aparat, dan ketimpangan pelaksanaan antarwilayah. Penelitian ini menegaskan bahwa Nggahi Rawi Pahu berpotensi menjadi modal sosial dan etika pemerintahan apabila dilembagakan melalui kebijakan formal, pendidikan budaya, serta partisipasi masyarakat.

Abstract

This community service article presents a qualitative study of legal protection efforts for communal cultural heritage in West Nusa Tenggara (NTB) Province through the registration of Communal Intellectual Property (CIP) at the Ministry of Law of the Republic of Indonesia. Employing a descriptive qualitative approach with phenomenological underpinnings, this study gathered data through participatory observation, open-ended written questionnaires, and systematic document analysis involving traditional community leaders, local government officials, legislative staff, and cultural practitioners from the Sasak, Samawa, and Mbojo communities. Findings reveal four interconnected themes: (1) the richness and vulnerability of NTB's communal cultural assets; (2) deep-seated misconceptions regarding the purpose of CIP registration; (3) structural and institutional barriers to registration; and (4) the critical importance of multi-stakeholder collaboration. The study concludes that sustainable CIP protection in NTB requires culturally sensitive legal education, institutional capacity building, and a robust multi-actor governance framework anchored in a provincial regulatory instrument. These findings offer significant implications for policy development and for community service practice in the domain of communal cultural heritage governance across Indonesia.
