Abstract

Salah satu fungsi manajemen dalam pemerintahan yang penting adalah pengawasan. Namun, permasalahan pengawasan cukup rumit dan kompleks, tidak semudah dengan apa yang diteorikan apabila diaplikasikan, termasuk aplikasinya di lingkungan instansi pemerintahan. Terkait dengan ini, penelitian ini bertujuan untuk mengetahui implementasi kebijakan pengawasan penyelenggaraan tugas pegawai serta mengidentifikasi faktor-faktor pendukung dan penghambatnya di Kantor Kecamatan Cipocok Jaya Kota Serang. Metode yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif, dengan informan adalah pegawai di lingkungan kantor kecamatan tersebut. Teknik pengumpulan data yang digunakan adalah teknik wawancara, dan instrumennya berbentuk pedoman wawancara. Adapun teknik analisis datanya adalah analisis data secara induktif. Hasil temuan lapangan menunjukkan bahwa pada tahap awal pembuatan laporan progres kerja kurang disertai upaya pencarian data baru, kebanyakan isi laporan progres kerja belum benar-benar memenuhi kriteria atau memiliki nilai sebagaimana mestinya, pengawasan untuk falisitas kerja kurang ditindak lanjuti oleh pimpinan, pelaporan harian, mingguan, dan kwartalan pelaksanaan tugas pegawai jarang sekali dilaksanakan, evaluasi yang dilakukan pimpinan selama ini lebih mengutamakan pada pencapaian jumlah atau target yang telah ditetapkan (standar kuantitas), dan pengukuran kualitas hasil pekerjaan pegawai hanya lebih didasarkan pada perkiraan saja. Dengan demikian, implementasi kebijakan pengawasan penyelenggaraan tugas pegawai di Kantor Kecamatan Cipocok Jaya selama ini masih kurang baik.

Abstract

Ketimpangan antara luasan lahan potensial dibandingkan dengan lahan yang telah dimanfaatkan merupakan peluang untuk peningkatan produksi garam melalui perluasan tambak garam di Indonesia. Selain peluang, berbagai masalah yang teridentifikasi dalam upaya pencapaian swasembada garam adalah rendahnya produktivitas lahan yang terkait dengan kurangnya pengembangan teknologi, sumberdaya manusia, penyediaan sarana dan prasarana produksi garam,serta aspek tata niaga. Hal yang lebih penting lagi, diperlukan ketersediaan data yang valid untuk dapat menentukan angka kebutuhan garam yang sebenarnya (riil), baik untuk kebutuhan konsumsi rumah tangga maupun industri. Hal ini terkait dengan kuantitas garam yang harus tersedia agar swasembada garam dapat tercapai. Penelitian ini bertujuan untuk menentukan kelayakan wilayah untuk menjadi sumber penghasil garam dan inovasi teknologi dalam pembuatan garam di Provinsi Banten. Hasil penelitian menunjukkan bahwa wilayah perairan utara Provinsi Banten memiliki potensi untuk pengembangan produksi garam. Potensi tersebut ditunjukkan dari hasil pengujian kualitas air dan kajian wilayahnya terutama tambak-tambak yang sudah idle.Pengembangan produksi garam di Provinsi Banten perlu diberikan sentuhan inovasi teknologi agar dapat meningkatkan produktivitas dan kualitas garam yang dihasilkan baik dan sesuai Standar Nasional Indonesia (SNI). Inovasi teknologi yang sesuai dengan wilayah Banten adalah produksi garam dengan sistem termal dan Teknologi Ulir Filter (TUF). Selain itu, pengolahan limbah dari produksi garam juga dilakukan melalui teknologi Bittern yang dapat dijadikan sebagai bahan baku industri.

Abstract

ABSTRAK Terwujud sebuah pembangunan yang berlandaskan pada pemberdayaan, yakni melalui sebuah program pemerintah bernama ‘Program Nasional Pemberdayaan Masyarakat Mandiri (PNPM Mandiri). Penelitian ini mengenai program PNPM Mandiri yang berfokus pada Capaian Program PNPM Mandiri Pedesaan melalui pogram simpan pinjam perempuan (SPP) untuk pemberdayaan masyarakat di desa sawarna kecamatan bayah. Dari ketiga program bidang yang ada tulisan ini akan membahas program pembangunan di bidang ekonomi. Yang dalam implementasinya di Desa Sawarna, program ini disebut sebagai ‘Program Simpan Pinjam Perempuan(SPP). Metode yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif, dengan informan adalah para Perempuan anggota kelompok di kecamatan tersebut. Teknik pengumpulan data yang digunakan adalah teknik wawancara, dan instrumennya berbentuk pedoman wawancara. Adapun teknik analisis datanya adalah analisis data secara induktif. Hasil temuan lapangan menunjukkan bahwa , pada proses pelaksanaannya PNPM Mandiri Pedesaan di Desa Sawarna menghasilkan dampak positif dan negatif bagi masyarakat (perempuan). Diantaranya telah mampu membantu masyarakat lokal dalam meningkatkan taraf hidup mereka, khususny para perempuan di lingkungan desa sawarna. Melalui Program SPP kaum perempuan menjadi berdaya dan dapat mampu bermetamorfosa menjadi pribadi yang aktif. Dengan bantuan dana yang diberikan kepada kaum perempuan sehingga mampu mengembangkan usaha mikro yang mereka miliki menjadi lebih baik, serta mereka mampu terbebas dari jeratan ‘bank keliling’. Akan tetapi masih ada kekurangan dari pelaksanaan program tersebut, sehingga proram SPP menjadi kurang maksimal. Maka dalam hasil penelitian ini akan disajikan beberapa rekomendasi untuk melengkapi kekurangan yang ada. Kata Kunci : Program PNPM mandiri, Program simpan pinjam perempuan, Pemberdayaan Masyarakat Desa Sawarna ABSTRACT A development based on empowerment is realized, namely through a government program called ‘Mandiri Community Empowerment National Program (PNPM Mandiri). This research is about the PNPM Mandiri program which focuses on the Achievement of the PNPM Mandiri Rural Program through the women's savings and loan program (SPP) for community empowerment in Sawarna village, Bayah sub-district. Of the three field programs that exist this paper will discuss development programs in the economic field. Which in its implementation in Sawarna Village, this program is referred to as the ‘Women's Savings and Loan Program (SPP). The method used in this study is a qualitative descriptive method, with informants being women group members in the sub-district. Data collection techniques used are interview techniques, and the instruments are in the form of interview guidelines. The data analysis technique is inductive data analysis. The field findings show that, in the implementation process of PNPM Mandiri Rural in Sawarna Village produced positive and negative impacts on the community (women). Among them have been able to help local people improve their lives, especially women in the Sawarna village. Through the SPP Program women become empowered and can be able to morph into an active person. With financial assistance given to women so that they can develop their own micro-businesses to be better, and they are able to be free from the entanglement of 'mobile banks'. However, there are still shortcomings in the implementation of the program, so that the SPP program becomes less than optimal. So in the results of this study there will be a number of recommendations to complement the shortcomings. Abstract

Women's empowerment is one that needs to be a concern in the development of human resources, this is because up to now the quality of women is still lagging behind men, in terms of various indicators, one of which is the low female literacy rate, labor force participation rate (TPAK) women are low and MMR is still high. Women's participation in agricultural development and food security in Kadu Ela Village, Cadasari Subdistrict, Pandeglang Regency is very strategic, especially in the development of Rural-Owned Enterprises (BUMDes). Potential of food security that is owned by the people of Kadu Ela Village, Cadasari District is the main capital in developing existing local potentials. The purpose of the study was to determine the driving factors and obstacles as well as the role of women's empowerment in efforts to develop BUMDes through the utilization of local potential in Kadu Ela Village, Cadasari District, Pandeglang Regency. The results of the study show that the implementation of the Women's Empowerment program has been carried out at the stages of counseling and training, but has not been maximized in the activities of assistance, monitoring, evaluation, promotion and marketing strategies and partnerships. So that the women's empowerment program has not yet comprehensively and continuously maximized the potential for food security and the local wisdom of the community in developing post-harvest processing products.

Abstract

One of the important management functions in government is supervision. However, supervisory issues are complex and complex, not as easy as what is being applied when applied, including its application in government agencies. Related to this, this study aims to find out the implementation of supervisory policy implementation of employee duties as well as identifying the supporting factors and obstacles in the District Office Cipocok Jaya Serang City. The method used in this research is qualitative descriptive method, with the informant is an employee in the district office environment. Data collection techniques used are interview techniques, and the instrument is in the form of interview guidelines. The data analysis technique is an inductive data analysis. The results of the field findings indicate that in the early stages of preparing the progress report lacking with the search for new data, most of the contents of the progress report have not really met the criteria or have the proper value, supervision for the work phenomenon is less followed up by the leadership, daily reporting, weekly, and the quarterly execution of the duties of employees is rarely implemented, evaluations conducted by the leadership so far prioritize the achievement of the number or target set (quantity standard), and the measurement of the quality of the work of the employee is only based on estimation only. Thus, the implementation of the policy of supervising the implementation of the duties of employees at the Cipocok Jaya District Office has been poor.

Abstract

Public Hospital (RSUD) of Banten Province, as the Province Referral Hospital, is required to always improve the quality of service in every line to achieve excellent service and also to give satisfaction to the public. Public satisfaction is one of the goals that must be considered by Banten Province Public Hospital because one indicator in achieving the success of health services is the achievement of public satisfaction. On this basis, it is important for the Banten Province Public Hospital to make measurements on the public satisfaction. Related to that, this study aims to find out the quality of public services in Banten Province Public Hospital, which is measured through Public Satisfaction Index (IKM), including problems faced in the provision of public health services in Banten Province Public Hospital. The research method used is survey method with a quantitative descriptive approach. The data is obtained through questionnaires, observations, and documentation. The sample size is 100 people, which is determined by quota sampling technique. The results showed that quantitatively, the quality of public service in Banten Province Public Hospital based on Public Satisfaction Index reached 75.71, which is qualitatively categorized as good. Although it has been categorized as good, of the ten elements assessed, there are some elements that need to get serious attention, namely elements of information, complaint handling, the behavior of service personnel, service time, and supporting elements.

Abstract

One Roof System, as one of the administrative services in Banten Province, was created to accommodate the community's needs for good public services. The one roof system office is required to always improve its performance to achieve excellent service while at the same time providing satisfaction to the community. Based on this, the measurement of community satisfaction is something that the one roof system Office needs to do. This study aims to determine the quality of public services in 8 one roof system offices in Banten Province as measured by the Community Satisfaction Index (IKM) and analyze the quality of One Roof System services in Banten Province. This study used mixed-method research. Data were obtained through questionnaires, observation, and documentation. The sample was 240 people, which is determined by the quota sampling technique. The results showed that quantitatively, the quality of public services at 8 one roof system offices in Banten Province based on the Community Satisfaction Index reached 75.66, which qualitatively was categorized as good. Although it has been categorized as good, several elements need serious attention from the ten elements assessed, namely service time, service fees, officer behavior, complaint handling, and supporting elements. Improvements in service improvement are carried out by paying online taxes through the Samsat Banten Hebat (SAMBAT) application, but it was still not optimal, constrained by the quality of human resources and the creation of digital culture.
