Abstract

Knowledge management is essential for an organization, especially in managing the knowledge possessed by its human resources to be more effective in achieving its goals. In its development, research trends on global knowledge management have crossed national borders (across countries). However, research written by authors whose affiliates are from Indonesia is exciting and essential to study in research mapping based on the author's country affiliation and its various findings. This study aims to map an outline of the current state of research on knowledge management based on author affiliations from Indonesia and see future research opportunities, especially related to research trends and novelties. The method used is bibliometric analysis with the help of VOSviewer software and the Scopus database. The co-authorship and co-occurrence of keywords were analyzed on 125 documents in 2017-2021. The results showed 12 author network clusters and five keyword clusters. The most dominant keywords that emerged included knowledge management, knowledge, Indonesia, knowledge management systems, and e-learning. (Manajemen pengetahuan sangat penting bagi suatu organisasi terutama dalam mengelola pengetahuan yang dimiliki oleh sumber daya manusia pada organisasi supaya lebih efektif dalam mencapai tujuannya. Dalam perkembangannya, tren penelitian tentang manajemen pengetahuan secara global telah melampaui batas negara (lintas negara). Akan tetapi penelitian yang ditulis oleh penulis yang afiliasinya dari Indonesia menarik dan penting dan relatif baru, untuk diteliti dalam rangka pemetaan penelitian berdasarkan afiliasi negara penulis beserta berbagai temuannya. Penelitian ini bertujuan untuk memetakan garis besar keadaan penelitian terkini tentang manajemen pengetahuan berdasarkan afiliasi penulis dari Indonesia dan melihat peluang penelitian ke depan terutama berkaitan trend penelitian dan kebaruan (novelty). Metode yang digunakan yaitu analisis bibliometrik dengan bantuan perangkat lunak VOSviewer dan database Scopus. Analisis co-authorship dan co-occurrence kata kunci dilakukan terhadap 125 dokumen pada tahun 2017-2021. Hasil penelitian menunjukkan bahwa terdapat 12 klaster jejaring penulis dan terdapat 5 klaster kata kunci. Kata kunci yang paling dominan muncul antara lain knowledge management, knowledge, Indonesia, knowledge management system, dan e-learning).

Abstract

The innovations in the public sector in Indonesia produced by the state civil apparatus have not been fully managed systematically and integrated. Several Ministries and Institutions, as well as Local Governments, have made efforts to facilitate the innovation ecosystem even though there has been no connectivity and innovation platform integration together. The problems that occur in the management of innovation in the public sector are different from those of the private sector, especially in the aspects of the complexity of the problem, uncertainty, and the capacity of bureaucratic innovation. These problems require a different approach to studying them. One approach that is suitable for studying complex, uncertain, unstructured, and involving human social activities is the systems thinking approach, especially the Soft System Methodology (SSM). This study aims to formulate a conceptual model of the innovation management system produced by the state civil apparatus, especially civil servants in Indonesia, through the Soft System Methodology. The research results will be useful for policymakers, especially agencies that have the task and function of encouraging innovation for the government sector (public sector) in Indonesia at both the central and local government levels.

Abstract

ABSTRAK Penelitian atau kajian mengenai pelatihan bagi para aparatur sipil negara sudah banyak dilakukan, namun penelitian yang fokus pada pelatihan bagi aparatur yang bertugas pada pemerintah daerah Mitra Praja Utama masih sangat langka. Kajian ini menyajikan skema atau model alternatif peningkatan kompetensi aparatur sipil negara untuk meningkatkan kerjasama antar daerah melalui pelatihan bersama. Ruang lingkup pemerintah daerah yang menjadi kajian adalah pemerintah daerah yang tergabung dalam forum Mitra Praja Utama (MPU). MPU merupakan forum kerjasama dan koordinasi antar pemerintah daerah di Indonesia yang terdiri dari 10 Provinsi yaitu Provinsi Jawa Barat, Provinsi DKI Jakarta, Provinsi Jawa Tengah, Provinsi Daerah Istimewa Yogyakarta, Provinsi Jawa Timur, Provinsi Bali, Provinsi Lampung, Provinsi Nusa Tenggara Barat, Provinsi Banten dan Provinsi Nusa Tengggara Timur. Model pelatihan bersama yang disajikan pada kajian ini merupakan suatu alternatif metode yang dapat dipertimbangkan oleh lembaga diklat pemerintah, khususnya pada lembaga diklat pemerintah yang tergabung dalam Mitra Praja Utama dalam rangka peningkatan kerjasama antar daerah untuk berbagai urusan pemerintahan daerah terutama dari aspek kompetensi aparatur. Kata kunci: pelatihan, mitra praja utama, kompetensi, aparatur sipil negara ABSTRACT Research or studies on training for the state civil apparatus have been carried out a lot, but research that focuses on training for officers serving in the Mitra Praja Utama regional government is still very rare. This study presents an alternative model for enhancing the competence of civil state apparatus to increase cooperation among regions through joint training. The scope of local government to be studied is the local government who are members of the forum Mitra Praja Utama (MPU). MPU is a forum of cooperation and coordination among local governments in Indonesia consisting of 10 Provinces of West Java Province, DKI Jakarta Province, Central Java Province, Special Province of Yogyakarta, East Java Province, Bali Province, Lampung Province, West Nusa Tenggara Province, Banten Province and East Nusa Tenggara Province. The joint training model presented in this study is an alternative method that can be ascertained by special government training institutions in government training institutions incorporated in Mitra Praja Utama in order to increase inter-regional cooperation for various local government affairs. Abstract

Indeks daya saing daerah sebagai pembentuk indeks daya saing nasional sangat penting untuk diketahui oleh banyak pihak. Hal ini karena melalui indeks daya saing daerah dapat diketahui dimensi dan varibel yang memerlukan perhatian lebih. Saat ini, pemetaan indeks daya saing daerah sudah dilakukan oleh Kementerian Riset dan Teknologi pada tahun 2019 dengan 4 kategori dan 12 varibel. Dari pemetaan tersebut menghasilkan kesimpulan dimensi yang paling berpengaruh yaitu ekosistem inovasi. Penelitian ini bertujuan untuk melakukan pemetaan varibel-varibel yang mempengaruhi daya saing daerah dengan metode analisis MICMAC sebagai komparasi awal dari laporan yang sudah diterbitkan oleh Kementerian Riset dan Teknologi. Hasil penelitian mengindikasikan bahwa variabel kunci atau variabel penggerak yang menjadi pemicu daya saing daerah berkelanjutan yaitu terdiri dari dua variabel pada kategori faktor penguat, yaitu variabel kelembagaan dan infrastruktur; serta dua variabel pada kategori pasar yaitu variabel efisiensi pasar dan akses keuangan. ABSTRACT The regional competitiveness index, which forms the national competitiveness index, is significant to be recognized by many parties because the regional competitiveness index can identify dimensions and variables that require more attention. At present, the mapping of the regional competitiveness index was carried out by the Ministry of Research and Technology in 2019, resulting in 4 categories and 12 variables. This mapping concludes that the most influential dimension is the innovation ecosystem. This study aims to map the variables that affect regional competitiveness using the MICMAC analysis method as an initial comparison of the Ministry of Research and Technology reports. The results indicated that the key variables or driving variables that trigger sustainable regional competitiveness consist of two variables: the reinforcing factor category (institutional and infrastructure variables) and two variables in the market category (market efficiency and financial access variables).

Abstract

This study is motivated by the change project’s sustainability problem based on the study of PKP2A II LAN (2016) study team, identified after Level IV and Level III Leadership Training (Diklatpim). After the training, there are still some milestones or goals of the projects that have not been achieved. Medium-term and long-term goals have not been assessed because the new Diklatpim only review the general implementation of change projects during the training session. The change projects produced in the process of Diklatpim to achieve short-term goals may have a prospect to be expanded, enabling it to maintain its sustainability and to provide benefits for the region especially in the provision of public services. The current conditions rely solely on the alumni of Diklatpim and their mentors, which makes it somewhat difficult to maintain the sustainability of the change projects effectively. This study aims to provide an alternative policy solution for regional governments to improve the sustainability and increase the scale of the Diklatpim’s change projects. Using literature study methods and qualitative approach, a collaborative model of innovation actors in the regional government for the development of innovation projects is developed. The collaborative model resulting from this study is called the WPPPA Model. This model is a collaboration model between Widyaiswara, Researcher, Planner and Diklatpim Alumni. The successful collaboration process undertaken by key innovation actors will be useful to maintain the sustainability of change projects on a broader scale and increasing the outcome of regional innovation sourced from the change projects.
