Abstract

The Community Empowerment Program requires improvement and innovation to maximize community welfare and maximize social welfare in Jlegiwinangun village. Based on this background, it is necessary to examine the role of the village government in community empowerment in Jlegiwinangun village. The purpose of the study was to identify and analyze the role, obstacles, and efforts of the Jlegiwinangun Village Government in empowering the community in Jlegiwinangun Village. The theory used according to Soerjono Soekanto (2010) includes the ideal role (ideal roll), the role that should be (expected roll), the role that is actually carried out (actual roll). The study used qualitative methods with data collection techniques of observation, interviews, and documents. The results of this research are sufficient. The role of the village government is good in terms of implementing community empowerment programs. This can be seen from the program that has been running in the village of Jlegiwinangun. There are several strengths, namely that the community is less accepting of conditions and does not provide new ideas in improving human resources, and the formation of new business groups. Lack of experts in the implementation of training. Lack of education for marketing the results of the products or services produced so that they are not able to compete in the market. Lack of existing capital so that in its implementation it cannot be sustainable or stop halfway. So efforts are needed to mobilize strength in the implementation of community empowerment in Jlegiwinangun Village, namely the Government, experts from outside the village and also conducting comparative studies. The government encourages people to look for ideas for new businesses that are in accordance with local wisdom.

Abstract

This study aims to find out about "Local Government Strategy in Community Empowerment through Increasing Creative Industries for Micro, Small and Medium Enterprises (MSMEs) in Kranji Village, West Bekasi District”. This study uses a qualitative approach with descriptive methods to describe and explain in detail the existing phenomena using interview techniques as a supporting instrument. Research on Local Government Strategies in Community Empowerment Through Increasing Creative Industries for Micro, Small and Medium Enterprises (MSMEs) in Kranji Village, West Bekasi District can be measured from Minztberg Strategy Indicators in Afif and Abdullah (2010), namely: Planning, Actions taken, Positioning Angle, Perspective, Resistance, and Effort. The results of the research that has been carried out show that the local government's strategy in empowering the community through increasing creative industries for MSME actors has been carried out according to planning procedures even though the practice in the field has not been optimal due to the lack of overall outreach by stakeholders in the ranks of the Kranji Village. The programs implemented in an effort to empower the community for MSME actors are very useful for increasing the quality of sales and promotion of products sold by providing market outlets in the Kranji sub-district and holding a bazaar program. In addition, the government provides convenience in processing business licenses and provides business capital assistance programs for MSMEs.

Abstract

Public services are provided by the government, private sector, or public bodies, with or without payment for the needs and/or interests of citizens, one of which is the service provided by the Technical Implementation Unit of the Fire Department. This study aims to evaluate the service improvement strategy of the DKI Jakarta Provincial Fire and Rescue Department. This study uses a qualitative descriptive approach. Primary data used in this study are the results of interviews with informants. The results show that the DKI Jakarta Provincial Fire and Rescue Department has demonstrated a clear strategy in community-based fire prevention, with fairly structured directions and actions. However, challenges such as limited human resources, bureaucracy, and suboptimal organizational learning still need to be addressed. Data-based evaluation and innovation must be strengthened so that the implemented strategy is more adaptive and sustainable. Obstacles that occur include: Inequality in Program Implementation, Slow Bureaucracy and Complex Administration, Less Reflective Evaluation and Suboptimal Data and Technology Integration. The solutions offered are: Community Empowerment Through RW Siaga Api, Technology-Based Training and Micro-Targeting Counseling, Optimization of Digital Communication and Resident Coordination Groups, Budget Increase and Procedure Simplification, Utilization of Evaluation as a Strategic Learning Resource Cross-Agency and Community Collaboration Several programs have also begun to collaborate with local communities, RT/RW administrators, and institutions such as PLN and BPBD in joint campaigns and simulations. This collaboration expands networks and strengthens social bases. Keywords: Strategy; Service; Fire; Disaster Management; Rescue
