Given its outstanding performance, this study aims to examine the role of change agents and the contribution of public sector entrepreneurship towards the management of village tourism. Researchers used Caldwell’s framework to identify change agents roles consisting of champions, adapters, consultants, and synergists, meanwhile the PSE concepts asserting the public officials roles to produce public value. Using a qualitative approach through case study method, researchers collect data through interviews, focus group discussion, observations, and documentation. The research’s findings describe the active engagement of the village’s youth reflects the concept of change agents aligns with the role as champion. Additionally, the active participation of a key local figure also serving as a public official in Jayapura regency illustrates the public actor participation which also fit with the public sector entrepreneurship principle. This study emphasizes the dynamic role of a key actor, whose leadership emerged not solely from individual competencies but was also significantly influenced by contextual and environmental factors. The combination of attributes from both the change agent and public sector entrepreneurship paradigms have contributed to Yoboi village tourism success.

Abstract

One of the community service activities that can be implemented by universities is the Field Work Lecture (KKL) program. The KKL program offers many positive benefits, including the opportunity to gain direct experience related to real-world work practices. We, along with fellow Office Administration Management students, were given the opportunity to carry out the KKL in Supiori Regency, specifically in North Supiori District, Warbor Village. The selection of Warbor Village as the KKL location was based on the desire to gain practical knowledge directly about administrative activities, as well as to be able to make a real contribution to the local community. In addition, this program also aims to strengthen good relations between students and the Warbor Village community. Through this KKL, students can better understand the application of theories learned in college in the context of the real world of work, and play an active role in helping solve problems in the community, especially in the field of administration. This activity is also expected to have a positive impact on the surrounding community and increase students' understanding of the important role of administration in everyday life.

Abstract

This study aims to assess the quality of patient care at the Emergency Unit of Sentani City Community Health Center, Jayapura Regency, by examining the experiences and perceptions of patients, their families, and healthcare workers regarding the service. The study used a qualitative approach with a descriptive design. Informants were selected using purposive sampling involving ER patients, their families, and healthcare workers involved in the ER service process at Sentani Community Health Center. Data were collected through in-depth interviews, non-participatory observation, and documentation studies. The data obtained were analyzed qualitatively through the stages of data reduction, data presentation, and conclusion drawing. The research analysis refers to seven dimensions of service quality, namely direct evidence (tangibles), reliability, responsiveness, assurance, empathy, service accessibility, and service systems and flows. The results of the study showed that service quality at the Sentani Community Health Center ER was in the fairly good category, especially the dimensions of empathy, reliability, and responsiveness of healthcare workers. Healthcare workers were friendly, responsive, and provided fair services without discriminating against patient backgrounds. However, a number of obstacles are still found that affect the optimization of services, including limited facilities and infrastructure, the number of health workers that is not commensurate with the service load, patient waiting times in certain conditions, the operating hours of the Emergency Room that are not yet 24 hours, and the low understanding of some patients regarding the applicable service system and flow.
