Abstract — A digital library is a service that stores and provides access to a collection of reading materials stored digitally, such as e-books, journals, newspapers, and so on. Sam Ratulangi University already has a similar service called E-Library Unsrat. However, the service only provides content search functionality and does not support borrowing, reading, and returning books. Therefore, in order to borrow books, one must visit the library unit in person. This research aims to create a mobile-based digital library system at Sam Ratulang University in Manado that provides content management services such as uploading, borrowing, reading, and returning by students for the digitized library content, accessible without having to visit the library unit. The system also ensures content protection against copyright infringement or plagiarism by implementing watermarks and content locking, preventing selection and copying. To achieve this goal, the research begins with conducting needs analysis, design, implementation or execution, and evaluation. In the implementation process, used framework Flutter to build flexible and responsive application systems. Based on the implementation and test results, a digital library system was successfully created that can manage content and can process transactions for borrowing, reading, returning content digitally. Key words — Content Management; Digital Library, Mobile-based; Abstrak — Perpustakaan digital merupakan layanan yang meyimpan dan menyediakan akses ke koleksi bahan bacaan yang disimpan secara digital, seperti buku elektronik, jurnal, surat kabar, dan sebagainya. Universitas sam ratulangi telah memiliki layanan serupa yang bernama E-Library unsrat. Akan tetapi layanan tersebut hanya menyediakan layanan pencarian konten dan tidak bisa untuk melakukan peminjaman, baca, dan pengembalian buku sehingga untuk melakukan peminjaman buku, harus datang langsung ke unit perpustakaan terlebih dahulu. Penelitian ini bertujuan untuk menciptakan sistem perpustakaan digital berbasis mobile di Universitas Sam Ratulangi Manado yang menyediakan layanan pengelolaan konten seperti pengunggahan, peminjaman, baca, dan juga pengembalian oleh mahasiswa terhadap konten - konten perpustakaan yang telah didigitalisasikan dan dapat diakses tanpa harus datang ke unit perpustakaan juga menjaga konten agar terhindar dari pelanggaran hak cipta atau plagiarisme dengan menerapkan watermark dan penguncian terhadap konten sehingga tidak bisa diseleksi dan dicopy. Untuk mencapai hal tersebut, penelitian ini dimulai dengan melakukan analisa kebutuhan, perancangan, implementasi atau pelaksanaan, dan evaluasi. Pada proses implementasi, digunakan framework Flutter untuk membangun sistem aplikasi yang responsif dan fleksibel. Berdasarkan implementasi dan hasil pengujian, berhasil dibuat sistem perpustakaan digital yang dapat melakukan pengelolaan terhadap konten - konten dan dapat melakukan proses transaksi peminjaman, baca, pengembalian konten secara digital. Teknik kompresi data saat ini merupakan hal yang penting dalam menyimpan media dalam bentuk digital. Secara umum, teknik kompresi terbagi menjadi lossy compression dan loseless compression. Penelitian ini mencoba untuk menerapkan konsep kompresi DNA yang bersifat loseless. Karena DNA hanya terdiri dari huruf a, c, g, dan t, maka kompresi ini hanya dapat diaplikasikan pada media teks, padahal, media yang ada saat ini tidak hanya berupa teks saja. Oleh sebab itu penelitian ini bertujuan untuk menemukan cara agar kompresi tersebut dapat diaplikasikan pada media lain serta membandingkan hasil kompresi tersebut dengan aplikasi WinRAR. Untuk dapat dikompresi dengan teknik kompresi DNA, semua file tersebut harus dikonversikan ke dalam bentuk DNA. Proses konversi tersebut dilakukan dengan mengubah kode binary yang ada pada file menjadi untaian rantai DNA. 00 diubah menjadi ‘a’, 01 diubah menjadi ‘c’, 10 diubah menjadi ‘g’ dan 11 diubah menjadi ‘t’. Walaupun pada konversi data ke format DNA ukuran file DNA menjadi lebih besar dari file awal, namun ukuran file hasil kompresi menjadi lebih kecil dari ukuran file awal karena memanfaatkan kelebihan teknik kompresi DNA. Ukuran file hasil kompresi dengan GenCompress menunjukkan hasil yang lebih baik dari WinRAR ketika terdapat pengulangan dengan jumlah yang sama pada isi file.

Academic portal is a website service by the university in providing information and management of academic data. The characteristics of an academic information system are academic content, periodic accessibility, level of user authority, precision and accuracy. Some of these characteristics are then mapped into quality factors adopted from various models, such as ISO-9126, Website quality Model, and academic website quality model. The results of the mapping obtained five quality factors proposed to carry out quality measurements, namely usability, functionality, content, efficiency and reliability. These five quality factors serve as measurement objectives. The WebQEM method is used to obtain internal metrics to produce objective and quantitative measurements. Metrics produced from the GQM method are validated using empirical validation. Internal product metrics are applied in a case study of a university-based academic information system for Universities in North Sulawesi. The focus of research conducted by researchers is to measure the quality factor Efficiency at Sam Ratulangi University and Manado State University. The results obtained for YSlow and PageSpeed, at Sam Ratulangi University and Manado State University found the lowest difference in the Pagespeed result

The Role of Information and Communication Technology is currently very influential in supporting the various activities undertaken by humans. Good learning process certainly affect the learning conditions of students. In answer to the current challenges must be found appropriate solutions and to answer the needs that exist. Online learning is a learning paradigm that is currently used by college as a one of the solutions in the learning process is carried out in universities. Online learning as based learning online provides convenience in the process of teaching and learning to lecturers and students at the University.

As a community service organization, the church has a variety of activities and transactions to meet the needs of the congregation. Because the church has quite complex business processes and systems, information, including data storage, is required to facilitate an integrated and centralized church in data storage, management, and presentation. The analysis, design, and construction of a church financial information system as a solution to the problems that exist in the GMIM church, where processing will be maximized in a web-based financial information system, are discussed in this study.

Information is a necessity that is needed by everyone. With the devel-opment of Information Technology today, it is very helpful for people to get the desired information easily and quickly. This digital media pro-vides a number of advantages when compared to print media. One of the advantages of this digital media that is very pronounced is that this digital media can reduce printing costs, because this digital media does not need to be printed, but only uses internet media to disseminate the information. In church activities, also cannot be separated from the delivery of information to the church congregation. The purpose of this study is to develop an android-based mobile software to be able to pro-vide information or congregational news digitally. In this research, a number of stages will be carried out, namely Literature Study, Data Col-lection, System Design and Data Model, System Development and Data Processing, Testing and Evaluation, Reporting and Publication. This research produces a mobile application that can be used to provide news information to the congregation.
