<![CDATA[ABSTRAK Sistem Informasi Partai Politik (SIPOL) merupakan sistem dan teknologi informasi yang digunakan dalam memfasilitasi pengelolaan administrasi pendaftaran, verifikasi, dan penetapan Partai Politik (Parpol) peserta Pemilu anggota DPR dan DPRD serta pemutakhiran data Partai Politik peserta Pemilu secara berkelanjutan di tingkat Komisi Pemilihan Umum (KPU) Pusat, KPU Provinsi, KPU Kabupaten/Kota, dan peserta pemilu. SIPOL juga merupakan bentuk upaya keterbukaan publik terhadap informasi bagi partai politik agar calon peserta pemilu tertib administrasi. Artikel ini mengkaji penggunaan aplikasi Sistem Informasi Partai Politik (SIPOL) dalam pendaftaran parpol tahun 2022 di KPU Minahasa Tenggara. Penelitian ini menggunakan metode kualitatif yang akan fokus mengkaji bagaimana efektivitas dari penggunaan SIPOL ini di KPU Kabupaten Minahasa Tenggara. Hasil penelitian menunjukkan bahwa pencapaian tujuan dari KPU Minahasa Tenggara sudah berjalan efektif dan sesuai dengan tahapan pemilu, namun dalam penggunaannya masih terjadi hambatan melalui server atau jaringan yang digunakan oleh KPU. Bahkan Parpol untuk meng-upload data parpol serta melakukan verifikasi administrasi dan verifikasi faktual dikarenakan server ini dipakai oleh seluruh masyarakat Indonesia sehingga overload. Integrasi dari KPU Minahasa Tenggara yang diselenggarakan dalam proses tahapan sosialisasi dan bimbingan teknis masih tergolong minim pelaksanaannya karena partai politik hanya mengikuti tahapan sosialisasi sebanyak 2 kali dari yang diadakan KPU selama 5 kali. Dari tahapan sosialisasi ini terlihat kontribusi dari parpol masih kurang mengikuti prosedural yang diberikan oleh KPU. Adaptasi, pada indikator ini terlihat adanya ketidakseimbangan dengan proses dari tahapan sosialisasi, KPU telah membuat program sosialisasi dan bimbingan teknis bagi operator-operator SIPOL dalam penggunaaan aplikasi SIPOL tapi masih saja ada masyarakat yang kurang terlatih dan kurang memahami fitur-fitur yang ada di aplikasi tersebut, sehingga memperlambat penginputan data parpol di tingkat pusat, provinsi maupun kabupaten/kota. The results of the study show that the achievement of the goals of the Southeast Minahasa KPU has been running effectively and in accordance with the election stages, but there are still obstacles in its use through the server or network used by the KPU. Even for political parties to upload political party data and carry out administrative verification and factual verification because this server is used by all Indonesian people so that it is overloaded. The integration of the Southeast Minahasa KPU which was held in the process of socialization and technical guidance stages was still relatively minimal in implementation because political parties only took part in the socialization stages 2 times out of the 5 times held by the KPU. From this socialization stage, it can be seen that contributions from political parties still do not follow the procedures provided by the KPU. Adaptation, this indicator shows an imbalance with the process from the socialization stage, KPU has created a socialization program and technical guidance for SIPOL operators in using the SIPOL application but there are still people who are not trained enough and do not understand the features in the application, thereby slowing down the input of political party data at the central, provincial and district/city levels.
