Abstract

Kebijakan adalah sesuatu yang harus dibuat dan dilaksanakan demi terciptanyaketeraturan akibat permasalahan yang terjadi. Berbagai masalahpun telah terjadi, mulai dariaspek ekonomi, sosial, hingga kehidupan sehari-hari, hampir tak ada yang bisa berkelit darikemunculan pandemi COVID-19. Dalam menyelesaikan masalah tersebut maka perlu kebijakanpenanggulangan, baik dari Pemerintah Pusat maupun Pemerintah Daerah Provinsi. Penelititertarik menjawab masalah tersebut dengan mencoba menjawab rumusan masalah: BagaimanaKebijakan Penanggulangan COVID-19 di Daerah Istimewa Yogyakarta? Tujuan Penelitian iniadalah untuk menceritakan atau mengatakan (to tell) suatu cerita secara detail berkaitan denganKebijakan Penanggulangan COVID-19 di Daerah Istimewa Yogyakarta. Maka metode yangdigunakan, yaitu metode penelitian kualitatif dengan pendekatan naratif. Objek penelitian iniadalah Kebijakan Penanggulangan COVID-19 di Daerah Istimewa Yogyakarta. Informanpenelitian ini sebanyak 4 orang, sebagai pertimbangan bahwa yang dipilih memenuhi kriteriasesuai tujuan penelitian. Kebijakan Penanggulangan COVID-19 di Daerah Istimewa Yogyakarta,bahwa dalam membuat kebijakan adalah tindak lanjut kebijakan yang telah dibuat olehPemerintah Pusat, Pemerintah Pusat memiliki kuasa atas Pemerintah Daerah Provinsi dalammembuat kebijakan. Kebijakan penanggulangan COVID-19 di Daerah Istimewa Yogyakarta telahmelalui berbagai kebijakan, baik itu melalui instruksi Gubernur, Surat Edaran Gubernur, Surat Keputusan Gubernur serta pembentukan Gugus Tugas. Maka dari itu peneliti memberikansaran: Dalam membuat kebijakan tidak harus selalu berdasarkan perintah dari pemerintah Pusat,tetapi dalam membuat kebijakan disesuaikan dengan kondisi di daerah dan harus tetap mengacukepada peraturan perundang-undangan yang lebih tinggi.

Abstract

Village development is the key to creating equitable welfare, reducing poverty, and supporting sustainable development. Well-planned, participatory, and sustainable village development is the key to creating a more just, prosperous, and competitive development. Village development planning is a critical first step to achieving effective and sustainable development goals. In Nanga Ungai Village, Village Development Planning has not been carried out optimally by the Village government, it occurs due to the lack of community participation in planning, the lack of capacity of the village government in preparing plans, budget limitations, and unclear development priorities. Based on these problems, the author is interested in answering these problems by trying to answer the formulation of the problem: How is Village Development Planning in Nanga Ungai Village, Kayan Hulu District, Sintang Regency? The purpose of this research is to make a description, description or painting systematically, factually, and accurately about the facts or phenomena being investigated. Then the method used, namely qualitative descriptive research method. The object of this research is Village Development Planning in Nanga Ungai Village, Kayan Hulu District, Sintang Regency. The informants of this study were 4 people, as the consideration that those selected met the criteria according to the research objectives. The results showed that Village Development Planning in Nanga Ungai Village was quite good, carried out in advance deliberations, mapping problems and objectives of activities, determining activity implementers, preparing work plans, and socializing activities. Village development is funded by the Village Budget. Participants in the Village Deliberation, namely the village government, Village Consultative Body, Village Community Institutions, and elements of the village community, are funded by the APBDes.

Abstract

The management of Village Funds is an essential element in achieving independent, participatory, and sustainable rural development. Proper Village Fund management can directly improve community welfare and promote equitable development in rural areas. However, in practice, various challenges still hinder the effectiveness of program implementation. In Nanga Biang Village, the implementation of Village Fund management in 2022 was not yet fully optimal. This was caused by several factors, including low community participation, weak supervision of activity implementation, limited capacity of village officials, and suboptimal financial administration. Based on these conditions, the researcher conducted this study with the research question: How was the implementation of Village Fund management in 2022 in Nanga Biang Village, Kapuas District, Sanggau Regency? The purpose of this study is to describe the implementation of Village Fund management in 2022 in a systematic, factual, and accurate manner. The study uses a qualitative descriptive method, with informants including the Village Head, Village Secretary, Chair of the Village Consultative Body (BPD), and community beneficiaries. The results show that the implementation of the Village Fund in Nanga Biang Village generally followed existing procedures. However, some shortcomings remain, particularly in terms of transparency, the effectiveness of development and empowerment activities, and the need to strengthen the technical and managerial capacity of village officials. Additionally, the implementation has not been entirely based on actual community needs due to limited community involvement in the process.

Abstract

Accountability is a crucial pillar in realizing good governance that determines the credibility of public institutions. This study aims to analyze in depth the implementation of accountability at the Department of Community Empowerment and Village Government (DPMPD) of Sintang Regency, covering program, financial, and performance aspects. This research employs a descriptive qualitative approach. Data were collected through field observations, in-depth interviews with key informants (Head of Department, Head of Human Resources Division, and relevant staff), and documentation studies. The data analysis technique uses the Miles and Huberman interactive model, which includes data reduction, data display, and conclusion drawing. The results show that DPMPD Sintang Regency has transformed its accountability system through integrated administrative mechanisms and the initiation of service digitalization. This is evidenced by the utilization of various digital platforms such as SIPADES, SISKEUDES, SIKADES, and other supporting applications that function as transparency instruments and consultation channels for village governments. Although institutional systems and technology are already in place, the effectiveness of accountability in the field still faces structural challenges, including limited HR competence at the village level in operating digital systems, the vast geographical reach of the region, and low community participation in public oversight. The conclusion of this study is that DPMPD already possesses a strong systemic accountability foundation but requires continuous harmonization through the strengthening of village official capacity and the equalization of technological infrastructure to achieve ideal government governance.
