Abstract

Cilegon City is one of the cities that provide online public services because it implements the smart city concept. This study aims to determine the application of the digital governance model in online public services by Cilegon City. The issue is that online public services still need to be integrated into one platform; they are not interactive services yet but are still in a one-way system. The study employs a descriptive-qualitative methodology reviewing 27 websites of regional apparatus organizations, including the Cilegon City Government website, and conducting interviews with the Heads of the Office of Communication, Informatics, Statistics, and Coding department. The study results show that the digital governance model utilized by the public service website of Cilegon City is the broadcasting model; however, only 55.4% of the criteria for implementing the broadcasting model have been met on average. Regarding implementing various digital governance models, there is no significant evidence that they have been implemented. As a result, the website for the public service in Cilegon City still delivers one-way information from public areas to broader areas, and there has yet to be significant citizen engagement as a form of participation in governance.

Abstract

Abstract

The study analyzes the relationship between conversational applications (WhatsApp) and social media (Facebook and Instagram) through social capital in disaster mitigation at the Ciliwung Riverbank, Tugu Utara Village. This study used Mayfield's social media theory and Lasser's social capital theory in analyzing disaster mitigation. This study used a post-positivistic paradigm and combined two qualitative and quantitative approaches. Data collection techniques were carried out by direct observation, in-depth interviews, document studies, and distributing questionnaires through survey techniques. Qualitative data analysis used the Miles and Huberman model and quantitatively used descriptive statistics with correlation analysis. The results showed that the relationship between conversational media applications and social media with social capital was highly correlated and obtained a value above 0.75. This showed a very strong relationship before, during, and after the disaster. Users of conversational media applications and social media build social capital to help each other, build social networks and social relations, trust and cooperation to achieve common goals. The power of social capital through the application of conversational media and social media forms social interaction and social communication based on technology or digital in disaster areas.

Abstract

Despite persistent socioeconomic challenges in Indonesia’s aromatic crop sector, gender dynamics within the patchouli value chain remain underexplored. This study analyses the socioeconomic resilience of smallholder farmer households by highlighting the interrelationships among gender governance, market access, and adaptive strategies in the patchouli (Pogostemon cablin) value chain in Sulawesi, Indonesia. Primary data from 287 respondents in ten villages was collected through focus group discussions (FGDs) and interviews with 30 key informants. Data collection was conducted using a systematic random sampling method. This study investigated the relationship between gender roles and household resilience using the Gender-Sensitive Value Chain (GSVC) framework and correlation analysis. The results show that women's participation is significant throughout the value chain. However, they are still not involved in strategic decision-making. This indicates continuing structural gender-based inequality in the agricultural production system. With higher resilience scores (r = 0.32, p < 0.01), women's involvement in household financial management was positively correlated with resilience scores. This shows that women make a significant, but often unrecognized, contribution to household adaptive capacity. This study shows that for a competitive and sustainable aromatic crop economy, policies that empower women in the patchouli value chain, promote local institutions, and improve financial literacy are essential.
