Abstract

Kualitas SDM desa yang rendah memberikan dampak buruk terhadap keberlanjutan pembangunan. Menyikapi masalah tersebut, konsep tata kelola kolaboratif memberikan peluang kepada berbagai pihak, baik pemerintah, swasta, akademisi, maupun masyarakat dalam proses pengambilan keputusan dan pengelolaan berbagai kebijakan publik. Penelitian ini bertujuan untuk merancang model tata kelola kolaboratif dalam peningkatan kualitas SDM perdesaan. Penelitian ini menggunakan metode penelitian kualitatif yaitu dengan melakukan observasi, studi literatur dan dokumen, wawancara, serta focus group discussion dengan Pemerintah Kabupaten Pandeglang termasuk unsur DPRD dan Lembaga Swadaya Masyarakat. Hasil penelitian menunjukkan bahwa tahapan implementasi tata kelola kolaboratif baru pada dimensi keterlibatan berprinsip (principle engagement). Hal ini dapat dimaklumi, karena kolaborasi sedang dalam proses penguatan. Rancangan model tata kelola kolaboratif untuk program peningkatan kualitas SDM perdesaan Kabupaten Pandeglang disusun dengan menggunakan pendekatan state-centered model dimana pemerintah diharapkan tampil memimpin proses implementasi kolaborasi.

Abstract

Pemberdayaan dan Peningkatan Kapasitas Pewawancara Beasiswa Cendekiawan Kampung melalui Pelatihan Berbasis Pengembangan Masyarakat. Cendekiawan Kampung merupakan lembaga swadaya masyarakat (LSM) yang memberikan beasiswa melalui kerja sama dengan pemerintah dan korporasi. Beasiswa yang diberikan bertujuan untuk menghasilkan sarjana muda di desa dengan karakteristik mampu mengidentifikasi permasalahan yang dihadapi di lingkungannya, memetakan potensi diri, merencanakan perubahan dan merealisasikan langkah-langkah solusinya. Dalam rangka memberdayakan dan memperkuat kapasitas pewawancara beasiswa, Cendekiawan Kampung memberikan pelatihan soft skill dan peningkatan kapasitas dalam strategi komunikasi dan wawancara kepada akademisi yang tergabung dalam kelompok pewawancara. Pelatihan ini bertujuan untuk memberdayakan dan memperkuat peran pewawancara melalui upaya yang terorganisir untuk meningkatkan pengetahuan dan kemampuan pewawancara agar dapat melaksanakan tugasnya dengan baik. Pelatihan ini diikuti oleh sepuluh dosen dan praktisi dari berbagai institusi dan perguruan tinggi di Banten, Jawa Barat dan Yogyakarta melalui Google Meet sebanyak tiga kali dengan masing-masing pertemuan selama kurang lebih 3 jam. Pelatihan diawali dengan sosialisasi, penyusunan instrumen dan workshop. Sosialisasi dilakukan oleh pengurus Yayasan Cendekiawan Kampung Indonesia dengan menjelaskan nilai-nilai inti dari para penerima beasiswa yang dikenal dengan Genius Kampung yaitu ilmi, nurani dan silaturahmi (INS). Selanjutnya penyusunan instrumen wawancara dan instrumen workshop yang digunakan dalam wawancara dilakukan dengan melakukan simulasi wawancara, dimana peserta berperan sebagai pewawancara dan peserta wawancara. Hasil pelatihan didasarkan pada analisis indikator kemampuan mengelola proses wawancara, yaitu peserta terampil menggunakan instrumen wawancara kepada calon penerima beasiswa Cendekiawan Kampung berupa manajemen waktu, akurasi pertanyaan sesuai pedoman, dan kemampuan melakukan penilaian. Empowerment and Capacity Building of Cendekiawan Kampung Scholarship Interviewers through Community Development-Based Training. Cendekiawan Kampung is a non-governmental organization (NGO) that provides scholarships through collaboration with the government and corporates. The scholarships provided aim to produce young scholars in villages with the characteristics of being able to identify problems faced in their environment, map out their potential, plan for change and realize the solution steps. In order to empower and strengthen the capacity of scholarship interviewers, Cendekiawan Kampung provides soft skill training and capacity building in communication and interview strategies to academics who are members of the interviewer group. This training aims to empower and strengthen the role of interviewers through organized efforts to increase the knowledge and abilities of interviewers to be able to carry out their duties properly. This training was attended by ten lecturers and practitioners from various institutions and universities in Banten, West Java and Yogyakarta through Google Meet three times with each meeting for approximately 3 hours. The training started with dissemination, preparation of instruments and workshops. The dissemination was carried out by the management of the Cendekiawan Kampung Indonesia Foundation by explaining the core values of the scholarship recipients, known as Genius Kampung, namely ilmi, nurani and silaturahmi (INS). Furthermore, the preparation of interview instruments and workshop instruments used in interviews was carried out by conducting interview simulations, where participants played the roles of interviewers and interview participants. The results of the training were based on the analysis of the indicators of the ability to manage the interview process, namely the participants were skilled at using interview instruments to the potential recipients of the Cendekiawan Kampung scholarship in the form of time management, accuracy of questions according to guidelines, and ability to conduct assessments.

Abstract

Usaha ultra mikro merupakan segmen terbawah dari perekonomian nasional. Kelompok usaha ini merupakan kelompok yang paling rentan karena melakukan usaha untuk memenuhi kehidupan sehari-hari. Pemberian bantuan kepada kelompok usaha ultra mikro dilakukan agar kelompok terbawah ini mampu naik kelas menjadi kelompok usaha mikro, kecil, dan menengah. Kota Tangerang memiliki program untuk pemberian bantuan modal kepada usaha ultra mikro melalui Dewan Masjid Indonesia yang disalurkan kepada usaha di bawah binaan masjid-masjid di Kota Tangerang. Permasalahan yang dihadapi adalah kemampuan usaha ultra mikro untuk mempertahankan keberlanjutan usahanya. Ketidakberlanjutan tersebut salah satunya disebabkan oleh lemahnya keterampilan pengelolaan keuangan usaha. Berdasarkan kondisi yang dihadapi para pelaku usaha ultra mikro di Kecamatan Batu Ceper Kota Tangerang, pengabdian masyarakat ini bertujuan untuk memberikan keterampilan dasar pengelolaan keuangan usaha. Metode yang digunakan adalah pelatihan dan pendampingan praktik akuntansi dasar, serta tes kemampuan, baik secara lisan maupun praktik, dalam waktu lima bulan. Berdasarkan hasil pengabdian masyarakat yang telah dilakukan maka para pelaku usaha ultra mikro telah mampu memahami pengelolaan keuangan dasar yaitu mengenali jenis transaksi kas dan non kas, jurnal umum, buku persediaan, dan penyusunan laporan laba rugi. Kegiatan pengabdian ini memberikan hasil berupa peningkatan keterampilan dasar akuntansi sebesar 68% dan peningkatan tata organisasi kelompok. Untuk meningkatkan keberlanjutan usaha ultra mikro masih dibutuhkan peningkatan keterampilan akuntansi tingkat lanjut dan keterampilan pengembangan usaha.

Abstract

Tangerang City Government has implemented a smart city policy, with public transportation via Bus Tayo being one of its programs. The difficulties encountered in managing Bus Tayo include a lack of integration with other modes of transportation, a lack of reliability of facilities on board, inaccurate schedules, and inflexible payment systems. This study aims to analyze the community satisfaction index towards Bus Tayo services and the quality of bus management by the operator. This study employs a mixed method (quantitative and qualitative). The quantitative data came from passenger perception surveys, and the qualitative data came from interviews, observations, and document studies, with key informants being PT. Tangerang Nusantara Global officials. Result show that the community satisfaction index on Bus Tayo services is 68.55 with a good predictor. All performance targets, namely environmental sustainability, safety, physical and social accessibility, reliability and consistency, integration of micromobility, and integration of information and communication technology, have not been met in terms of Bus Tayo management quality. As a result, increasing the number of human resources, improving the service culture, improving the quality of bus infrastructure and facilities, and implementing a flexible multi-payment system are all necessary.

Abstract

Tangerang Regency spans an area of 377.40 km2 of sea and 298.52 km2 of coastline. The ongoing pandemic has impacted the social systems of villages, particularly in terms of resource governance, including Suryabahari Village in Tangerang Regency. This community service aims to quickly identify the economic potential of coastal communities and raise awareness of the importance of rearranging the village's social system in light of recent changes brought on by the pandemic. The methods employed in this activity include discussions, interviews, and focus group discussions. Discussions were held with the Pakuhaji Sub-District Government and the Suryabahari Village Government to understand the village's potential and challenges. Interviews were conducted with a number of village community leaders to swiftly map the village's potential. Focus group discussions involved representatives from the sub-district government, village government, and the community. The results indicate that a majority of the community demonstrates a high level of resignation towards the changing environment, primarily due to a lack of awareness and available solutions. However, after receiving education, people began to recognize the environmental threats and the need for change.

Abstract

Cilegon City is one of the cities that provide online public services because it implements the smart city concept. This study aims to determine the application of the digital governance model in online public services by Cilegon City. The issue is that online public services still need to be integrated into one platform; they are not interactive services yet but are still in a one-way system. The study employs a descriptive-qualitative methodology reviewing 27 websites of regional apparatus organizations, including the Cilegon City Government website, and conducting interviews with the Heads of the Office of Communication, Informatics, Statistics, and Coding department. The study results show that the digital governance model utilized by the public service website of Cilegon City is the broadcasting model; however, only 55.4% of the criteria for implementing the broadcasting model have been met on average. Regarding implementing various digital governance models, there is no significant evidence that they have been implemented. As a result, the website for the public service in Cilegon City still delivers one-way information from public areas to broader areas, and there has yet to be significant citizen engagement as a form of participation in governance.

Abstract

In this study, the existence of a smart village in Tanjung Pasir village can understand the problems faced by the village by understanding the latest situation of problems that exist in the village, by managing various resources to be effective and efficient, then by maximizing the purpose of serving the community. This study aims to see how one of the dimensions of a smart village is implemented, namely smart governance in Tanjung Pasir Village, Tangerang Regency. The method used in this study is descriptive qualitative with interview data collection carried out with informants from the Office of the Head of Tanjung Pasir Village and the community. The results of the study show that the implementation of smart governance in order to realize Tanjung Pasir Village as a smart village in the decisions taken by the Tanjung Pasir village government that the Tanjung Pasir village has the right to obtain information through an information system developed by the city government, then from the public and social services side found in Tanjung Pasir Village, namely through the existence of a smart village program that can provide services effectively.

Abstract

Policy implementation in the government programs and activities is often constrained by weak coordination of stakeholders. The State-Owned Property (SOP) Revaluation Program conducted by the Ministry of Finance in 2017 and 2018 runs slowly and takes a long time to validate the revaluation data. This study intends to uncover the causes of these constraints and how to increase stakeholder engagement in the SOP Revaluation Program. The research method used is qualitative research. The research will conduct literature studies based on various references, documents, and reliable sources at the Directorate General State Asset Management of the Ministry of Finance. This research shows that the policy implementation in the SOP Revaluation Program has not been effective. This shows the low-level of stakeholder engagement caused by the low capability of the human resources at the units of the Ministries/Institutions, the low quality of the SOP management by the units, and the low commitment of the units to achieve the objectives of the program. For this reason, stakeholder mapping needs to be done, as well as choosing a different approach for different stakeholders.

Abstract

Bureaucratic pathology refers to conditions in which the bureaucracy or public administration system, which is supposed to help and serve the community, actually becomes an obstacle and makes it difficult to provide good service. Bureaucratic pathology is usually characterized by ineffective, inefficient and non-transparent bureaucratic behavior. This study used a descriptive qualitative research method, with key informants namely the Head of the Public Services Section of the Pinang District Office and the people receiving services in Pinang District, Tangerang City. Data collection was carried out by interviews, field notes, documentation studies, and other official documents obtained from informants. The purpose of this study is to reveal the facts and situations that occur regarding the existence of bureaucratic pathology in public services in Pinang District, Tangerang City. The results showed that there was no bureaucratic pathology in public services carried out by the Pinang District Office, Tangerang City, but there were several obstacles that occurred, namely the problem of blanks and the network system (internet) which sometimes had problems. The existence of these obstacles if not overcome will reduce the effectiveness and efficiency of services.

Abstract

The results of the research show that the process of collaboration between stakeholders is running quite well, although not perfect overall in terms of collaboration. The government's collaboration through the Youth and Sports Service with a religious organization, namely BKPRMI, has collaborated regarding the Al-Azhom Festival activities starting in 2012, budget constraints and limited human resources in carrying out Al-Azhom Festival activities can be overcome by collaboration between stakeholders, and not only Meanwhile, UMKM and the people of Tangerang City also participate in the success of these religious tourism development activities. The achievements of the 2022 Al-Azhom Festival are in accordance with its objectives, namely increasing the economy of the people of Tangerang City through UMKM in the activity bazaar, and being able to introduce religious tourism in Tangerang City to the wider community.
