Abstract

Dewan Kerajinan Nasional (Dekranas) merupakan organisasi nirlaba yang menghimpun pencinta dan peminat seni untuk memayungi dan mengembangkan usaha produk kerajinan serta meningkatkan kehidupan pelaku bisnisnya, yang sebagian besar merupakan kelompok usaha kecil dan menengah. Dekranasda memiliki berbagai peran yang harus diembannya dalam pengembangan industri kerajinan. Tujuan dari penelitian ini adalah untuk mengetahui peran Dekranasda dalam pengembangan IKM kerajinan di Kota Magelang. Jenis penelitian ini adalah kualitatif deskriptif. Pengumpulan data menggunakan wawancara, observasi dan dokumentasi. Analisis data yang digunakan adalah reduksi data, penyajian data, dan verifikasi data. Hasil dari penelitian ini adalah: a). Peran Dekranasda dalam pengembangan industri kerajinan di Kota Magelang sebagai motivator telah dijalankan dengan baik, sebagai komunikator peran yang dijalankan masih perlu dimaksimalkan, sedangkan sebagai dinamisator peran Dekranasda belum terlihat. b). Beberapa hal yang menyebabkan peran Dekranasda dalam pengembangan IKM kerajinan di Kota Magelang belum maksimal yaitu: (1) belum semua unsur seperti BUMD, komunitas kerajinan, swasta, akademisi dan pelaku kerajinan yang masuk dalam kepengurusan Dekranasda. (2) pendanaan yang masih mengandalkan anggaran pemerintah. (3) IKM yang belum bermental mandiri. (4) penyusunan program dan kegiatan yang masih berdasarkan kegiatan dari Dekranas Pusat dan Dekranasda Provinsi Jawa Tengah; dan (5) belum menggunakan strategi dari dasar untuk menjaring aspirasi dari IKM. c). Upaya yang dapat dilakukan untuk memaksimalkan peran Dekranasda dalam pengembangan IKM kerajinan di Kota Magelang dapat dilakukan diantaranya dengan. (1) penggunaan dana CSR dari BUMD dan swasta. (2) peningkatan sinergitas antar OPD. (3) penyusunan program dengan melibatkan OPD, swasta, BUMD, komunitas, akademisi dan IKM; serta (4) mendorong IKM untuk berinovasi dan menciptakan produk yang trendsetter. The National Crafts Council (Dekranas) is a non-profit organization that brings together art lovers and enthusiasts to organize and develop handicraft product businesses and improve the lives of business people, most of whom are small and medium-sized business groups. Dekranasda has various roles to play in the development of the craft industry. The purpose of this study was to determine the role of Dekranasda in the development of handicraft SMEs in Magelang City. This type of research is descriptive qualitative. Collecting data using interviews, observation and documentation. The data analysis used is data reduction, data presentation, and data verification. The results of this study are: a). The role of Dekranasda in the development of the craft industry in Magelang City as a motivator has been carried out well, as a communicator the role that is carried out still needs to be maximized, while as a dynamist the role of Dekranasda has not been seen. b). Several things caused the role of Dekranasda in the development of handicraft SMEs in Magelang City, namely: (1) not all elements such as BUMD, the craft community, the private sector, academics and craftsmen were included in the management of the Dekranasda. (2) funding that still relies on the government budget. (3) SMIs that are not yet mentally independent. (4) preparation of programs and activities that are still based on activities from the Central Dekranas and Central Java Province Dekranasda; and (5) have not used a strategy from the ground up to capture aspirations from SMIs. c). Efforts that can be made to maximize the role of Dekranasda in the development of CSR craft SMEs from BUMD and the private sector. (2) increasing synergy between OPDs. (3) program preparation by involving OPD, private sector, BUMD, community, academics and IKM; and(4) encouraging SMEs to innovate and create trendsetter products. In Magelang City, this can be done by: (1) using funds.

Abstract

The subjects in this study were 3 employees of the PPKB PPPA Social Service in Magelang Regency, namely 1 Head of Women Empowerment and Child Protection, 1 Head of Women Empowerment Section, and 1 PPKB PPPA Social Service in Magelang Regency. Data analysis in this study refers to the thinking or theory of Miles and Huberman (1992) which includes 3 (three) steps of activity after the process of data collection and drawing conclusions.As a result, the improvement in handling cases of violence against women in Magelang Regency has been carried out based on performance indicators of productivity, service quality, responsiveness, responsibility, but the performance of handling cases of violence against women is still less than optimal, this is due to (1) Lack of employees to handle women protection affairs. (2) Lack of operational funds for women and children protection programs and for cadre training. (3) Lack of facilities and infrastructure, (4) Protection of women and children victims of violence is a network with other institutions. In order to obtain data from the prosecutor office, it is sometimes difficult to obtain data about the victim. Efforts to improve the handling of cases of violence against women at the PPKB PPPA Social Service in Magelang Regency, namely: (1) Adding employees with psychological backgrounds to handle women protection affairs, especially in providing counseling or psychological assistance to women victims of violence. (2) Manage operational funds for women and children protection programs and for the training of trained cadres for handling existing victims of violence, both women and girls. (3) Addition of facilities and infrastructure, such as shelters for women victims of violence, shelter houses in collaboration with other non-governmental organizations, as well as means of program socialization through radio, webside and online media in the form of Instagram, Facebook, etc.. (4) Increasing cooperation with networks in an effort to improve services for handling and protecting women victims of violence.

Abstract

This study aims to identify the factors causing the performance of Art Group Register officers at the Culture and Tourism Office of Temanggung Regency to not reach the target and to formulate efforts to improve the performance of Art Group Register officers. This research method is descriptive qualitative research. Research data obtained from interviews, documentation and observation. The factors that caused the performance of registrar officers not to reach the target were very limited human resources, inadequate facilities and infrastructure. Efforts made to improve performance include adding existing human resources, improving facilities and infrastructure, providing training on public services, providing outreach to register applicants, making new innovations in register services, namely by making digital forms.

Abstract

The conditions in the Goods/Services Procurement Section of Pacitan Regency, especially the performance of the Selection Working Group still need to be optimized. This study aims to find out the causes of the performance of the election working group in Pacitan Regency which is still not optimal and to find out the efforts to improve the performance of the election working group in Pacitan Regency. The research in this thesis is a qualitative descriptive research. The informants in this study were the heads of the Pacitan Regency goods/services procurement department, commitment-making officials, selection working groups, SPSE admins and providers.The results showed that the performance of the election working group in Pacitan Regency was not optimal. This is due to several factors, namely changes in regulations, limited number of working group members, educational history of working groups who are not from Civil Engineering, easy tender requirements, intervention from several parties, server problems, slow internet network and working group personnel which is still new. While the efforts made to improve the working group's performance included involving the working group to technical guidance on procurement, conducting outreach regarding the procurement of goods/services, providing additional incentives for the working group, adding working group personnel, legal assistance from law enforcement officials, functioning servers and internet networks. well, training for working groups regarding system operation and construction service development from related agencies. Kondisi yang ada di Bagian Pengadaan Barang/Jasa Kabupaten Pacitan, khususnya kinerja Pokja pemilihan masih perlu dioptimalkan. Penelitian ini bertujuan untuk mengetahui penyebab kinerja pokja pemilihan di Kabupaten Pacitan yang masih belum optimal dan untuk mengetahui upaya-upaya guna meningkatkan kinerja pokja pemilihan di Kabupaten Pacitan.Penelitian dalam tesis ini merupakan penelitian deskriptif kualitatif. Informan dalam penelitian ini adalah kepala bagian pengadaan barang/jasa Kabupaten Pacitan, Pejabat pembuat komitmen, pokja pemilihan, admin SPSE dan penyedia.Hasil penelitian menunjukan bahwa kinerja pokja pemilihan di Kabupaten Pacitan belum optimal. Hal ini dikarenakan oleh beberapa factor, yaitu Perubahan peraturan, jumlah anggota pokja yang terbatas, riwayat pendidikan pokja yang bukan berasal dari Teknik Sipil, persyaratan tender yang mudah, adanya intervensi dari beberapa pihak, server yang mengalami gangguan, jaringan internet yang lambat dan personil pokja yang masih baru. Sedangkan upaya-upaya yang dilakukan auntuk meningkatkan kinerja pokja diantaranya adalah mengikutsertakan pokja ke bimbingan teknis mengenai pengadaan, melakukan sosialisasi mengenai pengadaan barang/jasa, diberikannya insentif tambahan untuk pokja, penambahan personil pokja, pendampingan hukum dari aparat penegak hokum, server dan jaringan internet berfungsi dengan baik, pelatihan kepada pokja mengenai pengoperasian sistem dan pembinaan jasa konstruksi dari Dinas terkait.

Abstract

Kabupaten Temanggung merupakan salah satu kabupaten di Jawa Tengah yang memiliki keindahan alam yang indah. Selain keindahan alam yang indah Pemerintah Kabupaten Temanggung juga befokus kepada pengembanagan desa wisata. Beberapa desa wisata tersebut cukup dikenal baik secara nasional. Namun demikian, masih terdapat beberapa desa wisata yang belum banyak dikunjungi wisatawan, hal tersebut diakibatkan oleh kurangnya promosi yang dilakukan oleh petugas desa wisata setempat. Keterbatasan kompetensi petugas menjadi salah satu penyebab pemasaran yang dilakukan tidak maksimal. Di sisi lain, perkembangan teknologi menuju era digital seharusnya semakin memudahkan upaya pemasaran desa wisara karena kemudahan akses dan jangkauan luar melalui media online. Berdasarkan kondisi tersebut, penelitian ini bertujuan untuk mengidetifikasi kendala yang dihadapi oleh petugas e-marketing desa wisata di Kabupaten Temanggung dalam upaya untuk memasarkan desa wisata khususnya dengan penggunaan sosial media yang tersedia. Penelitian ini dilakukan dengan menggunakan metode kualitatif deskriptif. Narasumber sebanyak 3 orang, sumber data terdiri dari data primer dan sekunder yang diperoleh dari teknik pengumpulan data dengan melakukan observasi, wawancara, dan dokumentasi. Penelitian ini menyimpulkan bahwa petugas e-marketing desa wisata Kabupaten Temanggung memiliki kendala dalam melakukan pemasaran. Penelitian ini menyimpulkan bahwa petugas e-marketing Desa Wisata Kabupaten Temanggung memiliki kendala dalam melakukan kegiatan pemasaran. Berlandaskan kesimpulan pada penelitian ini diharapkan salah satu acuan penyusunan penguatan kinerja petugas e-marketing Desa Wisata Kabupaten Temanggung dengan melaksanakan beberapa pelatihan. Dengan demikian, diharapkan kunjungan wisatawan di Desa Wisata akan meningkat. Temanggung regency is one of the regencies in Central Java which has beautiful nature. In additional to beautiful nature, thr government of Temanggung Regency also focusing in development of village tourism. Some of these tourism village are well known nationally. However there are still other tourist village thah have not been visited by many tourism due to the lack of promotional carried by the local tourism village officers. Limited competency of officer is one of the cause of the lack of promotional efforts undertaken. On the other hand, technological developments towards the digital era should make tourism marketing efforts casier because of the case of access and wide reach through digital online media. Based on these conditions, this research to identify the obstacles faces by e-marketing village tourism officers in Temanggung Regency in an effort to market tourism village, especially by using sosial media. This research was conducted with a qualitative descriptive method. The informants who were interviewes ware 3 people, data sources consist of primary and secondary data obtained from data collection techniques by counducting observations, interviews, and documentation. This study concluds that the tourism village e-marketing officer in Temanggung Regency has problem in conducting marketing. Based in these conclusions, this research hoped that one of the references for strengthening the performance of e-marketing officers in the tourism village og Temanggung Regency is by do some training. Thus, it is hoped that tourism visits to the tourism village will increase.
