Abstract

This study examined the Phillips curve theory and Okun's Law in Indonesia, whether there is an agreement on two theories to the real conditions that occur in the field. Some previous studies found that unemployment has a unidirectional relationship with inflation where it is not in line with the Phillips curve theory. Similarly, the relationship between economic growth and unemployment. Earlier studies suggested that in the short term, there is a negative relationship between unemployment and economic growth. This condition is not in accordance with Okun's law. The purpose of this study was to determine the relationship between inflation, economic growth and the unemployment rate. The study will be conducted using the Granger Causality Test to look at the causal relationships between variables.

Abstract

This study examines the differences in the results of education development in Indonesia by differentiating these results by region. This is done to determine the weaknesses and weaknesses of each region so that subsequent development is directed to cover up existing weaknesses. The comparison of the regions is carried out by using the different test of the western and eastern regions on the performance of education development recorded in Neraca Pendidikan Daerah 2018/2019 published by the Ministry of Education and Culture. The results of the study note that educational performance in the western and eastern regions of Indonesia has a statistically significant difference. Especially in performance as measured by pure participation rates and national examination results at all levels of education tested. The eastern region has a weaker educational performance than the western region of Indonesia. This needs to be a concern for the government if it wants to reduce development inequality in the education sector.

Abstract

The human development index (HDI) is one indicator of development progress in aspects of human quality in a country. This study aims to identify the factors that affect the human development index in Indonesia by taking a sample of 34 provinces in Indonesia during the period 2013 to 2017. The analysis technique used is panel data regression using the fixed effect model. The regression results show that the gross regional domestic product (PDRB) per capita and the provincial poverty level have an influence on the high and low human development index. While the variable unemployment rate and fiscal independence ratio do not have a significant effect on HDI. These results imply the importance of regional economic development and poverty alleviation for the sake of increasing the human development index.

Abstract

Tourism is an industry sector that is being favored in Indonesia to increase economic growth. Nevertheless, the spending on tourism is allocated less than other spendings because of the limited fiscal space of the government. This study examines the relationship between the allocation of government spending on tourism and regional economic growth as measured by Gross Regional Domestic Product (GRDP/PDRB). The tests were conducted with data from 2010 to 2015 for all districts/cities in Indonesia. This is done to see the magnitude of the impact of government spending, especially on tourism, on economic growth.

Abstract

The commitment of the Indonesian government in improving education is done by allocating education expenditure at least 20 percent from APBN and APBD. Although it has been in effect since 2003, this commitment needs to be evaluated from the perspective of human resource quality improvement, especially in underdeveloped areas. Underdeveloped areas are preferred because these areas are less developed than other regions. These areas have high poverty incidence, low economic development, and low quality of resurces.This study examines the impact of education spending on the quality of human resources in remote areas as measured by net enrollment rates and the average length of schooling/mean year school by 2015. The results show that the increase of education spending has not been able to improve the quality of human resources in remote areas. The allocation of education spending that is not in line with the number of people in disadvantaged areas has been pointed out as one indication that the utilization of education spending has not been optimal to achieve better quality of human resources.

Abstract

The regional autonomy realized in the allocation of village funds has not been able to reduce the existing inequality in Indonesia, especially if it concerns the disadvantaged areas. This study examines the impact of village funds on the economic condition of the community; quality of human resources; and local financial capacity for three years the enactment of village funds for disadvantaged areas. The results show that the village funds have no impact on the economic condition of the community, quality of human resources, and regional financial capacity in disadvantages areas. This can happen if the community empowerment is still weak. As long as the village funds are in place, the focus of the village is still on improving infrastructure development, not on community empowerment, if done, will have an impact on increasing the economic level of the community. This condition occurs even though in the mandate of legislation has been mentioned that the focus of village funds is not only on infrastructure development but also community empowerment. Balancing the utilization of village funds by the villages themselves need to be enforced, because the development of infrastructure without empowerment will have an impact on the higher inequality in the village itself.

Abstract

This study examines the use of social assistance funds and grants ahead of the 2018 elections. This test is carried out by examining differences in the allocation of grants and social assistance funds in local governments led by incumbent leaders. The results show that there is a significant difference in the allocation of social assistance funds and grants in the first period of office and then nominate again in the next election. As long as the leaders served in the two leadership periods of 2008-2013 and 2013-2018, the allocation of social expenditure and grants in 2013 and 2017 had an average difference, where in 2013 the expenditure allocation was greater than in 2017. In 2017 was the last year the leader served in government. Differences also appear in the leadership tenure where there is still a chance for him to run for the next election. During his tenure as leader in the 2014-2018 period, the allocation of social assistance and grants in 2016 had an average allocation of social assistance funds and grants of 2.4 percent which had a statistically significant difference in 2017 (ahead of the 2018 election) where the funds were flat allocated by 3.4 percent. The allocation difference is also caused by the influence of the fiscal space of the regional government. However, from the results of linear regression, it was found that the amount of social assistance allocations and grants was not influenced by political factors such as the presence of incumbent leaders in government.
