Abstract

Abstrak: Urgensi Pengabdian kepada Masyarakat dilakukan disebabkan Panglima laot desa Matang Rayeuk, dalam menyelesaikan sengketa/perselisihan antar nelayan dan pelanggaran terhadap hukum adat laut, selama ini masih terdapat kebingungan dalam penerapannya. Pedoman Peradilan Adat di Aceh yang telah ada, dianggap masih sangat umum dalam pembahasannya dengan pembahasan proritas tentang Peradilan Adat Gampong/desa. Sedangkan peradilan adat laot belum spesifik mekanisme pelaksanaannya. Padahal penyelesaian peradilan adat laot dan peradilan adat gampong itu berbeda, serta lembaga adat yang menyelesaikan juga berbeda. Sehingga berpotensi akan bertentangan dengan hukum positif. Metode pelaksanaan kegiatan dilakukan menetapkan mitra kegiatan yaitu Geuchik Matang Rayeuk PP, Dinas Perikanan Aceh Timur, Majelis Adat Aceh Kabupaten Aceh Timur. Kegiatan dilakukan dengan cara menginventarisasi masalah dilapangan, menentukan program, pembinaan dan pelatihan. Hasil yang dicapai dalam kegiatan ini yaitu peningkatan pemahaman masyarakat berkaitan penyelesaian sengketa adat laut melalui kelembagaan panglima laot meningkat. Dari 20 orang nelayan,18 orang menyatakan bahwa keberadaan panglima laot sangat penting dan perlu ditingkat agar selaras dengan ketentuan Qanun Aceh No. 10 Tahun 2008 tentang Lembaga Adat.Abstract: The urgency of the Community Service was carried out because the Panglima laot of Matang Rayeuk village, in resolving disputes between fishermen and violations of marine customary law, so far there is still confusion in its application. The existing Guidelines for Customary Courts in Aceh are considered to be very general in their discussion with a priority discussion on Gampong/village Customary Courts. Meanwhile, the laot customary court has not yet specified its implementation mechanism. Whereas the settlement of laot customary courts and gampong customary courts are different, and the customary institutions that resolve them are also different. So that it has the potential to conflict with positive law. The method of implementing the activity was to establish activity partners, namely Geuchik Matang Rayeuk PP, East Aceh Fisheries Service, East Aceh District Aceh Customary Council. Activities are carried out by inventorying problems in the field, determining programmes, coaching and training. The results achieved in this activity are an increase in community understanding regarding the settlement of customary marine disputes through panglima laot institutions. Of the 20 fishermen, 18 stated that the existence of panglima laot is very important and needs to be improved to be in line with the provisions of Aceh Qanun No. 10 of 2008 concerning Customary Institutions.

Abstract

Abstrak: Banjir bandang menyebabkan terganggunya pendidikan anak, kondisi psikososial, serta aktivitas sosial ekonomi masyarakat terdampak. Program pengabdian ini bertujuan memulihkan akses pendidikan anak, meningkatkan kesiapsiagaan bencana, dan memperkuat kapasitas masyarakat pascabencana. Metode yang digunakan berupa pendekatan partisipatif melalui sosialisasi, pelatihan, workshop, dan pendampingan kepada anak usia sekolah dasar serta kelompok masyarakat. Kegiatan difokuskan pada penyelenggaraan sekolah darurat, pendampingan psikososial, edukasi kebencanaan, dan pemanfaatan limbah berbasis lingkungan. Evaluasi dilakukan melalui observasi partisipasi dan peningkatan keterampilan peserta. Hasil kegiatan menunjukkan peningkatan partisipasi belajar anak, kondisi psikososial, literasi kebencanaan, serta keterampilan pengolahan limbah yang berdampak pada peningkatan nilai ekonomis masyarakat. Program ini efektif sebagai model pemulihan pascabencana berbasis pendidikan dan pemberdayaan masyarakat.Abstract: Flash floods disrupted children's education, psychosocial conditions, and the socio-economic activities of affected communities. This community service program aimed to restore children’s access to education, improve disaster preparedness, and strengthen community capacity after the disaster. The method used was a participatory approach through socialization, training, workshops, and mentoring for elementary school children and community groups. The activities focused on implementing emergency schools, psychosocial assistance, disaster education, and environmentally based waste utilization. Evaluation was conducted through participation observation and assessment of participants’ skill improvement. The results showed improvements in children’s learning participation, psychosocial conditions, disaster literacy, and waste management skills, which contributed to increasing the community’s economic value. This program was effective as a post-disaster recovery model based on education and community empowerment.
