Abstract

The success of the implementation of community development is highly dependent on the role and participation of the Government and the Community. Both must be able to create synergy. Without involving the community, the government will not be able to achieve optimal development results. The problem in this research is how is community participation, what obstacles are encountered in increasing community participation and what efforts can be made to increase community participation in the preparation of the Village Government Work Plan (RKP Desa) in Balai Batu Sandaran Village, Barangin District, Sawahlunto City. This research is to find out how community participation is, what obstacles are encountered in increasing community participation and what efforts can be made to increase community participation in the Village Government Work Plan in Balai Batu Sandaran Village. The research method used is a qualitative method. Sources of data obtained are secondary data and primary data. Data collection techniques are observation, interviews and documentation, while data analysis techniques are data reduction, data presentation and data verification or drawing conclusions. Based on the results of research on community participation in the preparation of the Village Government Work Plan (RKP Desa) in Balai Batu Sandaran Village, from the results of interviews and observations it can be understood that the participation of the Balai Batu Sandaran Village community in formulating the Village Government Work Plan is still not active, because it is still low the level of community participation in the preparation and formulation of the results of the village government work plan deliberations.

Abstract

Performance in the context of work refers to the outcome attained by an individual when carrying out assigned activities. It is influenced by factors such as skill, experience, dedication, and adherence to deadlines, all to achieve organizational objectives. Performance can be assessed by evaluating the level of quality, the amount of output produced, and the adherence to deadlines: collaboration and mutual assistance. The employee's performance aligns with the assigned tasks. Quantity refers to the specific amount that needs to be attained or generated, such as the quantity of rupiah, units, or completed activity cycles. Timeliness refers to the extent to which an action is finished according to the intended timeframe, considering the synchronization with other outcomes and the time availability for different tasks. Researchers employ qualitative research methodologies. This study uses a descriptive research approach, which involves conducting research to provide an unbiased and factual depiction of a given scenario. This strategy is employed to resolve or address the challenges encountered in the present scenario, specifically the factors under investigation. The research findings indicate that employee performance is characterized by high quality and quantity of work, adherence to well-defined targets, and adherence to work standards or primary responsibilities of each employee. Additionally, the task is evenly allocated among all staff members. The execution was timely and efficient, and the teams collaborated substantially. Communication is excellent, and there is a mutual contribution from all parties involved. The identified obstacles encompass insufficient infrastructure and personnel. Efforts to surmount these barriers involve strategizing the acquisition of laptops and computers with upgraded specs, offering training, and fostering expertise, particularly in technology utilization. This approach aims to enhance the performance of ASN.

Abstract

This research aims to describe the budgeting process and obstacles, as well as the efforts made to overcome obstacles that arise in the budgeting process at the West Sumatra Province Archives and Library Service. This research will use a qualitative descriptive method, or the author will provide and describe symptoms, facts, and events clearly regarding the Regional Work Unit Budgeting Process at the Archives and Library Service of West Sumatra Province. Researchers used informant selection techniques using the purposive sampling method. This type of research, namely qualitative research with descriptive methods, is carried out for data validity through triangulation techniques. Based on the research results, it was found that the budgeting process has many twists and turns, including rules and implementation processes that must be followed. From planning to evaluation and monitoring, everything goes according to predetermined stages. However, in this stage of the process, human resources are needed to support its implementation. Apart from that, the attitude of commitment and responsibility as a state apparatus must be maintained and can be improved to create good quality work, be able to compete well, and work hard in carrying out their duties and responsibilities to achieve excellent service and improve the welfare of the community.
