Abstract

Abstrak Pengabdian masyarakat dilakukan di Pulau Doom Kota Sorong, hambatan yang dihadapi rendahnya kesadaran hukum terkait perlindungan hak-hak perempuan dan anak. Meskipun memiliki potensi ekonomi dan sosial yang besar, masyarakat Pulau Doom masih menghadapi tantang kekerasan dalam rumah tangga dan rendahnya pemahaman hukum. Tujuan kegiatan ini adalah untuk meningkatkan kesadaran dan pemahaman hukum masyarakat melalui penyuluhan hukum yang difokuskan pada perlindungan perempuan dan anak, serta memperkuat ketahanan ekonomi dan keluarga. Kegiatan ini melibatkan warga setempat, tokoh masyarakat serta siswa/i dengan total 79 responden. Metode yang digunakan adalah penelitian empiris dengan pendekatan deskriptif kualitatif melalui pengumpulan data primer dari wawancara dan penyuluhan hukum, serta data sekunder dari studi pustaka. Program dilaksanakan dalam beberapa tahapan meliputi identifikasi permasalahan, penyuluhan huum, konsultasi hukum, pendampingan serta evaluasi program melalui prestest dan posttest. Hasil kegiatan menunjukkan peningkatan signifikan pada pemahaman masyarakat tentang hak-hak perempuan dan anak. Sebelum penyuluhan 70% responden memiliki pemahaman yang sangat rendah, namun setelah kegiatan hanya 15% yang masih pada kategori tersebut, sementara 60% masuk kategori “cukup dan baik” dan 25% “sangat baik”. Penyuluhan juga berhasil meningkatkan kesadaran siswa/i terkait hak-hak korban dan prosedur pelaporan kekerasan. Meskipun program ini berhasil meningkatkan pemahaman hukum secara signifikan, tantangan seperti rendahnya kesadaran awal dan keterbatasan pemahaman hukum di kalangan aparat distrik masih dihadapi. Diperlukan upaya berkelanjutan seperti sosialisasi, pelatihan dan kolaborasi bersama tokoh masyarakat serta peningkatan kapasitas aparat distrik untuk keberlanjutan program ini guna menciptakan lingkungan yang aman dan bebas dan kekerasan di Pulau Doom Kota Sorong. Kata kunci: penyuluhan hukum; kesadaran hukum masyarakat; hak-hak perempuan dan anak; perlindungan perempuan dan anak. Abstract Community service is carried out on Doom Island, Sorong City, the obstacles faced are low legal awareness related to the protection of the rights of women and children. Despite having great economic and social potential, the people of Doom Island still face the challenge of domestic violence and low understanding of the law. The purpose of this activity is to increase community legal awareness and understanding through legal counseling focused on protecting women and children, as well as strengthening economic and family resilience. This activity involved local residents, community leaders and students with a total of 79 respondents. The method used is empirical research with a qualitative descriptive approach through primary data collection from interviews and legal counseling, as well as secondary data from literature studies. The program was carried out in several stages including problem identification, legal counseling, legal consultation, mentoring and program evaluation through prestest and posttest. The results showed a significant increase in the community's understanding of the rights of women and children. Before counseling 70% of respondents had a very low understanding, but after the activity only 15% were still in that category, while 60% were in the “fair and good” category and 25% were “very good”. The counseling also succeeded in increasing students' awareness of victims' rights and procedures for reporting violence. Although the program was successful in significantly improving legal understanding, challenges such as low initial awareness and limited understanding of the law among district officials are still faced. Continuous efforts such as socialization, training and collaboration with community leaders as well as capacity building of district officials are needed for the sustainability of this program to create a safe and violence-free environment in Doom Island, Sorong City. Keywords: legal counseling; community legal awareness; rights of women and children; protection of women and children.

Abstract

This study aims to analyze whether the current criminal law formulation policy is adequate in tackling the development of gambling crimes, as well as to explain the applicable policies implemented in handling gambling cases, especially in the city of Sorong. The research method used is normative juridical by examining secondary data in the form of legislation, legal literature, and various related legal materials. The novelty of this research lies in its comprehensive analysis of the effectiveness of combining penal and non-penal approaches in combating child gambling at the regional police level, as well as mapping structural obstacles that have not been widely studied in previous research.   The results of the study show that police efforts to combat child gambling in Sorong City include a penal approach in the form of investigation, enforcement, and the application of criminal sanctions based on applicable legal provisions. Meanwhile, the non-penal approach is carried out through counseling, environmental supervision, and cooperation with the community to prevent the development of gambling practices. However, the effectiveness of both approaches still faces obstacles in the form of minimal coordination between law enforcement officials, local government, and the community, as well as high social tolerance for gambling practices. The conclusion of this study is that although a criminal law framework is in place, its implementation still requires strengthened inter-agency coordination, increased legal awareness, and an active role for the community to reduce gambling practices in a sustainable manner.
