Melalui pendekatan kajian normatif, ditemukan bahwa pemerintah daerah mendalilkan kebijakan Refocusing anggaran berdasarkan pada ketentuan dalam Instruksi Presiden tentang Refocusing Kegiatan, Realokasi Anggaran, serta Pengadaan Barang dan Jasa Dalam Rangka Percepatan Penanganan COVID-19. Pengaturan demikian tentunya tidaklah terlalu kuat malah akan berpotensi menjadi celah terjadinya mensrea (niat jahat) bagi pelaksana kebijakan pemerintahan utamanya baik pengguna anggaran/kuasa pengguna anggaran. Hal yang seharusnya diatur dalam kebijakan penganggaran terkait kebijakan Refocusing anggaran adalah melalui diterbitkannya Peraturan Pemerintah Pengganti Undang-Undang yang menjadi dasar pengganti dalam Undang-Undang tentang Pemerintah Daerah yang selama ini merupakan dasar legalitas proses kebijakan keuangan daerah di samping juga peraturan lain.

The research objective was to study and analyze the control of plastic waste use in Semarang City and how to control the use of plastic waste in Semarang City. Plastic waste is still a big problem in Indonesia, one of which occurs in the city of Semarang. The problem faced is that every day plastic waste continues to increase, one example in TPA Jatibarang every day Semarang residents can produce household plastic waste of 1,300 tons. This research method uses empirical juridical. This research concludes that the Semarang City Government to address the increasing problem of plastic waste has issued Semarang Mayor Regulation Number 27 of 2019 concerning the control of plastic use. In addition, the Semarang City government issued a mayor's circular regarding the elimination of the use of plastic bags in modern shops such as Alfamart, Alfamidi & Indomaret and to support this, companies also disseminate the regulation to the public. The Mayor's Regulation is ineffective due to the lack of socialization to the public and the lack of awareness of the use of plastic as a grocery bag and lack of supervision by the related institutions due to lack of personnel and no clear sanctions for violating the Mayor's Regulation so that there is no deterrent effect for violators.

Penelitian ini bertujuan untuk mengkaji keberadaan praktik operator binary option yang dianggap ilegal di Indonesia. Melakukan investigasi faktor yang melatarbelakangi keberadaan praktik tidak etis yang dilakukan oleh operator binary option yang menimbulkan kerugian pemegang opsi. Penelitian ini menggunakan pendekatan yuridis normatif. Hasil dari penelitian ini menjelaskan bahwa binary option bukan merupakan instrument investasi atau trading. Terdapat kelemahan regulasi dalam mengatur mengenai binary option. Belum ada sanksi hukum yang tegas bagi penyelenggara binary option. Yang dianggap bertindak tidak etis adalah para afiliator dan atau influencer, sehingga afiliator yang memperoleh sanksi hukum. Masih rendahnya tingkat literasi keuangan digital di Indonesia menyebabkan masyarakat sering tergoda iming-iming return tinggi. Mereka belum bisa membedakan antara investasi, trading dan binary option. Penelitian ini juga mengemukakan bahwa metode affiliate marketing digunakan untuk mengambil hati para pemegang opsi. Strategi framing dan flexing berhasil menggoda mereka dalam kondisi tingkat literasi keuangan digital di Indonesia masih rendah.Kebaruan dari penelitian ini berupa penjelasan tentang praktik operator binary option sebagai permainan zero-sum, bukan merupakan investasi maupun trading. This study aims to examine the existence of binary options operator practices considered illegal in Indonesia. Conduct an investigation of the factors behind the existence of unethical practices by binary options operators that cause losses to option holders. This study uses a normative juridical approach. The results of this study explain that binary options are not investment or trading instruments. There are regulatory weaknesses in regulating binary options. There are no strict legal sanctions for binary options operators. Those who are considered to be acting unethically are affiliates and or influencers, so affiliates will receive legal sanctions. The low level of digital financial literacy in Indonesia causes people to be tempted by the lure of high returns. They have not been able to distinguish between investing, trading, and binary options. This study also suggests that affiliate marketing methods are used to win the hearts of option holders. The framing and flexing strategies succeeded in tempting them because the level of digital financial literacy in Indonesia is still low. The novelty of this research is an explanation of the practice of binary options operators as a zero-sum game, not an investment or trading.

Penelitian ini bertujuan untuk mengkaji dan menganalisa bagaimana perlindungan hukum terhadap merek yang terdaftar dan mengapa perlindungan terhadap merek yang terdaftar dapat berakhir. Merek bagi produsen merupakan citra sekaligus nama baik bagi perusahaan, selain itu juga merupakan bagian dari stategi bisnis. Tidak ada seorang produsen yang tidak menggunakan merek sebagai identitas atas barang yang diproduksinya atau jasa yang diberikan. Identitas yang diwujudkan dalam merek tersebut merupakan pengenal dan sekaligus pembeda antara merek suatu perusahaan tertentu dengan merek perusahaan yang lainnya. Hal ini yang menjadikan sebab menagpa sering terjadi sengketa terhadap merek. Metode penelitian yang digunakan adalah yuridis normatif. Temuan dari hasil penelitian ini bahwa terdaftarnya merek dapat berakhir karena berakhirnya masa berlakunya merek, penghapusan merek karena permintaan sendiri dari pemilik merek, penghapusaan merek terdaftar atas prakarsa dari Menteri setelah mendapatkan rekomendasi dari Komisi Banding Merek, dan Penghapusan merek karena adanya gugatan dari pihak ketiga terbahwa adanya perlindungan merek dimulai dari pendaftaran merek, perlindungan merek selama masa jangka waktu terdaftarnya merek dan dapat diperpanjang dengan jangka waktu yang sama, adanya penindakan baik gugatan secara perdata, penuntutan secara pidana maupun langkah administratif berupa penolakan pendaftaran merek dan penghapusan merek.

The purpose of this community service is to improve the ability to hold tenders for goods/ service providers in the construction service sector. The Association of National Construction Entrepreneurs (Gapensi) Semarang City as a community service partner is 348 people divided into 7 classifications. Some of the reasons for goods and service providers who are members of Gapensi fail to win tenders are 1) a lack of understanding of the development of existing regulations related to the procurement of goods/ services that often change; 2) administrative errors in completing the auction for the procurement of goods and services; 3) Providers of goods/ services are usually left to one administrative person so that the owner of the business entity never knows the procedure or mechanism and completeness of the procurement of government goods/ services. The method used in this service is the socialization of the latest procurement of goods/ services and training in the governance of government procurement of goods/ services. The result of this service is that Gapensi members know the good governance of government procurement of goods and services and are able to practice in tenders.

This study aims to determine the effectiveness of learning science using Compelette Sentence learning model in terms of comparison the average result of learning and mastery learning material science of energy and its use. The research was conducted in SDN Ngelowetan on 17 to 21 April 2017. The method used in this research is to study the design of pretest-posttest control group design with a saturated sample. The instrument will involve a total of 20 multiple-choice test items. Method of collection using method of documentation and test method. Technique of data analysis done with mastery learn and t test. Results showed that the experimental and control groups on average there are differences in learning outcomes between students who get Complette Sentence learning model and students do not get the learning with the learning model Complette Sentence. Learning outcomes in the experimental group reached an average of 81.50 with the percentage of 86.67% mastery learning. While the average of learning outcomes in the control group was 75.18 with the percentage of mastery learning as much as 60.71%.

The purpose of this study is to analyze the legal protection of registered cosmetic brands, analyze the obstacles and solutions in the legal protection of cosmetic brands. This study uses a qualitative descriptive research method with a normative juridical approach. The results of this study are the legal protection against counterfeiting of well-known trademarks in Indonesia is regulated by Law Number 8 of 1999 concerning Consumer Protection and Law Number 20 of 2016 concerning Trademarks and Geographical Indications, but because brand protection is still a delict complaint and has not been maximized without a complaint from the brand holder and no sanctions are applied for brand infringement, so that supervision is needed by the Department of Industry and Trade throughout Indonesia in thedistribution of goods to traders in order to prevent the circulation of counterfeit goods Obstacles in carrying out legal protection against cosmetic counterfeiting regardinglegal regulation and law enforcement, cosmetic brand products that are still widelycounterfeited and cheap prices, lack of facilities and facilities that support tools that make it easy to detect an item and fifth, namely the weak awareness of buyers to buy a quality item. The problem solving are such as make regional regulations regarding brand counterfeiting in each region, to suppressing brand counterfeiting by providing socialization to business actors and the public about the dangers of brand counterfeiting, especially those containing ingredients that are harmful to health.

The Agreement as part of civil law is one of everyday life's most frequently performed actions. This study aims to anticipate the development of digital agreements by contextualizing the provisions of laws and regulations regarding agreements. This research is normative legal research that uses statutory and conceptual approaches. The results of the study confirm that efforts to mitigate digital agreements following contract law are by still referring to Article 1320 of the Civil Code by prioritizing four orientations to minimize risks in digital agreements. First, the preventive orientation by looking at the parties who are invited to enter into agreements. Second, the prudence and proportionality in reading the provisions in digital agreements. Third, the prudence and proportionality of digital agreements by including names as well as identities that can be contacted and can be accounted for by the parties. Fourth, prudence and proportionality in determining the object of the agreement. Furthermore, the orientation of digital agreements based on the principle of proportionality based on philosophical, sociological, and juridical aspects requires specific arrangements, particularly regarding the minimum requirements for implementing digital agreements. That is because the unique characteristics of digital agreements need special arrangements regarding the terms of the validity of digital agreements, which in general still refer to Article 1320 of the Civil Code.

This study aims to analyze the implementation of land redistribution of ex-use rights(HGU) as well as to analyze the constraints and solutions for implementing the land redistribution in Semarang Regency. One of the problems in the land sector in Indonesia is that there is still an imbalance in terms of land ownership which is still controlled by the owners of capital. There are still many farmers who do not own land that can be managed to improve farmer's health. In order to realize equal distribution of land ownership and increase the welfare of farmers, the government implemented a land redistribution program for ex-HGU lands that have expired and whose permits have not been extended. HGU permit for PT. Sinar Kartasura, which is located in Candi Village and Kenteng Village, Semarang Regency, has used its permit to become an object of agrarian reform as part of the government's efforts to reduce the imbalance of land ownership between farmers/people and capital owners.This research uses a normative juridical approach with the support of primary data. The research data uses primary legal materials such as laws and regulations on agrarian affairs and secondary legal materials which include books and journals that study agrarian reform. The results of this study explain that the priority for implementing agrarian reform is for ex-HGU and HGB land whose HGU has expired and within 1 year has not submitted an application for a permit extension. the implementation of land redistribution in Candi Village and Kenteng Village, Semarang Regency, as many as 3.26i of ex-HGU plots of PT. Sinar Kartasura has successfully completed 100%. Utilization of ex-HGU land is still used as agricultural land. Obstacles encountered in land redistribution are limited human resources and limited time to complete land redistribution. The recommendation from this study is that the participation of the public and the private sector in supporting the implementation of land redistribution will realize optimal and sustainable implementation of agrarian reform.

This research aims to analyze the implementation of Minister of Agrarian Regulation No. 1589/SK-HK.02.01/XII/2021 on protected rice fields in Tegal Regency and the impact of the implementation of Minister of Agrarian Regulation No. 1589/SK-HK.02.01/XII/2021 on protected lands in Tegal Regency. The urgency of this research is so that the community can obtain legal certainty regarding the status of the land they own after the stipulation of Minister of Agrarian Regulation Number 1589, so that business actors can continue their business again. This type of research is sociological. Sociological jurisprudence is research that aims to obtain legal knowledge empirically by going directly into the object or experimenting with analysis. The results of this research show that the implementation of Minister of Agrarian Regulation No. 1589/SK-HK.02.01/XII/2021 on rice fields in Lindugi in Tegal Regency has complied with the applicable regulations from the central government, but in its implementation obstacles were encountered, namely the differences in land zone maps between the central and regional governments. Minister of Agrarian Affairs Regulation No. 1589/SK-HK.02.01/XII/2021 regarding rice fields in Lindugi is the legal umbrella for implementing control over the conversion of rice fields in Tegal Regency.
