Abstract

Planning and budgeting play an essential role in achieving development goals in the national and regional scale, especially fundamental development such as infrastructure. Development planning documents through the Medium-Term Expenditure Framework (MTEF) approach presents the relationship between policy priorities and available budgets. The development planning document is implemented annually through the Regional Development Budget (APBD) through a Public Expenditure Management (PEM) approach. Consistency between the two documents is needed to achieve development goals. The purpose of this study is to analyze the consistency between the MTEF and PEM in the Regional Medium Term Development Plan (RPJMD) and the realization of the APBD on basic infrastructure in West Java Province during the period 2016-2017. The research used a method of comparing programs and budgets according to the number, variance, and percentage of changes between MTEF and public budget management and Analytic Hierarchy Process (AHP). The results showed that the MTEF and PEM in infrastructure in West Java were not consistent. The difference was caused by the difference in agreement; where MTEF is an agreement between the executive only and PEM is approved by the executive and legislative. Abstract

Regional economic competitiveness aims to provide sustainable economic growth, namely developing leading sectors in accordance with the potential and needs of the region in order to improve the welfare of the community. This research aims to determine regional competitiveness in 4 (four) regencies and cities in West Java Province including The City and Regency of Bogor, Karawang Regency, Purwakarta Regency, Cirebon Regency, Indramayu Regency and Garut Regency. The research method used are the Analytical Hierarchy Process (AHP) and Kendall's Coefficient of Concordance as its methodology with competitiveness indicators of the regional economy, infrastructure, institution, social and political aspects, natural resources, and human resources. The results showed that the quality of human resources is the key to successful regional competitiveness. Thus, the implementation of regional competitiveness to achieve sustainable economic development in the 4 (four) regencies/cities in West Java Province should be directed towards the development of human resources through quality education, dependency ratio reduction, worker productivity increase, unemployment rate decrease, health service improvement, and purchasing power enhancement to strengthen the foundation of sustainable development, increase regional competitiveness, and direct orientation towards economic globalization.

Abstract

This study aims to identify the leading sectors in 2010-2019 and future economic development strategies in order to increase the economic competitiveness of Bandung City, Indonesia. The method used is a combined analysis of static and dynamic Location Quotient (LQ), Shift-Share, Growth Ratio Model (MRP), Overlay and Klassen Typology. The results showed that 8 (eight) sectors are classified into advanced and rapidly growing sectors: construction; wholesales, retail, car and motor repair; transportation and warehousing; accommodation and food and beverage; information and communication; financial and insurance services; corporate services; health services; and social activities and others. Economic development strategies to improve the economic competitiveness of Bandung can be done in the short, medium, and long term. In the short term, it is maintaining the advanced and rapidly growing sectors and encouraging others in the advanced category sector but are depressed to be advanced and grow rapidly. In the medium term, local government can strive for potentially growing rapid sectors into advanced and growing rapidly sectors; additionally, it can support relatively lagging sectors to become potential or still develop. Furthermore, in the long-term, other lagging sectors are aimed to become advanced and grow rapidly.

Abstract

West Nusa Tenggara is one of the central province of tourist destinations in Indonesia. This study aims to identify the consistency between planning and budgeting of the tourism sector in West Nusa Tenggara Province. Consistency analysis is done by analyzing the vision, mission, program, and budget. In addition, it compares planning and budgeting according to variance and percentage change between documents. The results showed that the level of consistency of the RPJPD and RPJMD as well as the RKPD in West Nusa Tenggara Province could be categorized as "excellent". In addition, this consistency is reflected in the total variance and standard deviation. Meanwhile, the analysis of the RPJMD and Renstra shows that there is a mismatch between the vision and mission and is categorized as "bad". Finally, the analysis of the consistency of budget values in the RPJMD and DPA shows that there are inconsistencies in planning and budgeting. Furthermore, the comparison between the target and the realization shows that in 2021, West Nusa Tenggara will not be able to achieve its target. These results indicate that the local government should evaluate the tourism program in the planning and budgeting process to obtain optimal results.
