Abstract

This article discusses one of the newspapers that was born during the Dutch colonial period in Medan City, namely the Mandailing Newspaper which was published in 1923. Through historical method and approach, the results of the research show that the presence of the Mandailing Newspaper was based on the conflict between the Batak and Mandailing ethnic groups which then gave birth to each group as a follower. Batak ethnic and some others choose Mandailing ethnicity. Those who joined Mandailing then founded the Mandailing Newspaper, spearheaded by Abdoellah Lubis. The initial aim of establishing the Mandailing Newspaper was to fight the concept of Batak ethnicity. However, in its development, this newspaper also reported on foreign issues, advice, independence ideas and the Islamic world. It is called the Mandailing Newspaper because this Mandailing newspaper is a newspaper whose role is to convey or channel the voices of the community and specifically Mandailing people wherever they are, especially in Medan. In this way, the Mandailing Newspaper contributed to the coloring of press activities during that period in Medan City. Keywords: Ethnic, Medan City, and Mandailing Newspaper.

Abstract

Business legality is a standard that must be fulfilled by business actors. Micro small and medium enterprises (MSMEs) entrepreneurs are required to fulfill these requirements in order to compete in the free market era. The demand is a problem because not a few business actors do not have business legality. Various obstacles were obtained such as the absence of funds to manage legality, the difficulty of correspondence, lack of knowledge and so on. In this paper, we will present the results of community service that have been carried out, namely the importance of business legality for MSMEs. The purpose of this service is to foster sensitivity (awareness) and build a framework of thinking on the importance of business legality for MSMEs in order to compete in the free market.

Abstract

Tujuan yang dicapai adalah untuk mengetahui dan menganalisis tentang: mekanisme pelayanan administrasi terpadu kecamatan di Kecamatan Idanotae Kabupaten Nias Selatan dan faktor-faktor apa yang mempengaruhi pelaksanaan pelayanan administrasi terpadu kecamatan di Kecamatan Idanotae Kabupaten Nias Selatan. Metode penelitian yang digunakan dalam penelitian ini adalah analisa data deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah metode wawancara, observasi dan dokumentasi. Hasil penelitian ini menunjukan bahwa implementasi mekanisme pelaksanaan pelayanan administrasi terpadu kecamatan  di kecamatan Idanotae Kabupaten Nias Selatan berdasarkan pada standar operasional pelayanan yang berprinsip pada kesederhanaan, kejelasan dan kepastian, akurasi, keamanan dan kenyamanan serta berdasarkan pada Peraturan Menteri Dalam Negeri RI Nomor 4 Tahun 2010 tentang pedoman pelaksanaan pelayanan administrasi terpadu kecamatan. Faktor-faktor yang mempengaruhi pelaksanaan pelayanan administrasi terpadu kecamatan di Kecamatan Idanotae kabupaten Nias yaitu faktor communication, resources, disposition, dan bureucratic structure. Dari keempat faktor inilah tolak ukur maju atau tidaknya  pelaksanaan pelayanan administrasi terpadu kecamatan di kecamatan Idanotae Kabupaten Nias Selatan.
