Abstract

According to R William Liddle, the 1955 election was marked by a pattern-based tribal party support (primordial identities).This theory has raised the question whether the pattern will persist in the next election.Especially in the Kota PematangSiantar (where the research was conducted).This study has tried to answer these questions. The focus on the relationship between tribal loyalties to political parties (PPP, PDI, Golkar) concerning the election in the KotamadyaPematangSiantar 1992. The findings of this study indicate thevariables of tribal loyalty does not clearly describe a causal relationship with the behavior of voters. This means that there are patterns of party choice based on ethnicity. But the relationship is not as strong as in 1955.In the 1992 election not all political parties based on tribal support, except PPP and PDI. Mostly supporters of PDI is the tribe Batak Tapanuli Utara and PPP is supported by the tribe Batak Tapanuli Selatan. In terms of religion, PPP supporters almost entirely Muslim. Meanwhile, supporters of PDI predominantly Christian. However, in contrast with the two parties, the Golkar Party supported by the community with a wide-variety of tribes (Batak Tapanuli Utara, Batak Tapanuli Selatan, Jawa, Simalungun, Karo, etcetera). The party also supported by voters who have a different religion (includingMuslim and Christian voters). This study was conducted with the political behavioral approach.The research method using descriptive methods. Collecting data with field research techniques. Analysis using descriptive analysis. Abstract

In a democratic country, the thing that is considered the most important and always of concern is people's participation in determining the direction of state policy. This is a necessity, given the position of the people as holders of sovereignty. General elections as one of the activities carried out by the government periodically based on the principles of democracy, is an implementation of people's participation. As the holder of sovereignty in determining state policy, through the election of representatives of the people to sit in parliament and subsequently carried out by the executive or the government. As a democracy based on Pancasila, Indonesia has repeatedly held General Elections. When calculated, at least 10 (ten) times the General Election has been held which elects the people's representatives and the President. In 2004, a separation between the selection of Legislative Members with the Presidential Election. The purpose of this paper is to determine the extent of the implementation of democracy, through the holding of the 2009 legislative elections, by implementing the most votes system to elect legislators. This writing is intended to analyze the 2009 legislative elections, in order to get a real picture that is used as reference material and practical knowledge by various parties.

Abstract

This study aims to analyze community empowerment budget policy as a strategic instrument in accelerating rural development, with a case study in Hiliaurifa Village, Maniamolo Subdistrict, South Nias Regency. The focus of the study is on the implementation of budget policy in supporting empowerment programs and its impact on rural progress. The approach used is descriptive qualitative with data collection techniques through in-depth interviews with the Village Head, BPD Chair, Hamlet Head, and community members, field observations, and analysis of the 2023–2024 APBDes documents. The results of the study show that the allocation of Village Funds has contributed significantly to empowerment programs and village development. Over the past two years, the Village Fund budget of Rp1,020,176,000.00 (2023) and Rp1,092,267,000.00 (2024) has been allocated to two main areas: village development and community empowerment. The utilization of these budgets has had a positive impact, particularly in enhancing community capacity and advancing village infrastructure. The study’s conclusions emphasize the importance of transparency and participation in the budget planning process. Recommendations include budget management training for village officials, guidance from the district government, and strengthening village deliberative forums as a collective decision-making mechanism supporting empowerment toward a progressive and self-reliant Hiliaurifa Village.
