Tiiis stud!.; tried t.o review the condition of road userbehavior with the implementation of the Pedestrian Rail Tool (PIREN) which is a tool that thepedestrian crossing is designed to prmnde convenience and safehJ for the pedestrian so it can reducethe number of mctims of acddents while crossing the street. Abstract

Stasiun Lempuyangan memiliki peran vital sebagai simpul pergerakan dan aksesibiltas masyarakat Provinsi D.I. Yogyakarta. Aksesibilitas pada stasiun harus bersifat inklusif atau dapat dirasakan oleh semua masyarakat termasuk penyandang disabilitas. Aksesibilitas yang inklusif dapat diwujudkan dengan menyediakan prasarana perkeretaapian yang mengakomodasi penyandang disabilitas. Penelitian ini bertujuan untuk mengetahui regulasi eksisting yang mengatur fasilitas bagi disabilitas pada stasiun kereta api, mengetahui kondisi eksisting, serta melakukan analisis terhadap peningkatan fasilitas bagi penyandang disabilitas pada Stasiun Lempuyangan. Metode penelitian yang digunakan adalah normatif-empiris untuk mengetahui kesesuaian antara kondisi eksisting dengan persyaratan yang ada, serta metode IPA (Importance Performance Analysis) untuk mengukur tingkat kepuasan dan kepentingan fasilitas penyandang disabilitas di stasiun dan mengetahui prioritas peningkatan fasilitas. Hasil penelitian menunjukkan fasilitas penyandang disabilitas pada Stasiun Kereta Api telah diatur secara umum dalam Peraturan Menteri Perhubungan Nomor PM 98 Tahun 2017. Kondisi eksisting fasilitas penyandang disabilitas pada Stasiun Lempuyangan secara umum sudah tersedia. Namun terdepat beberapa fasilitas yang belum terpenuhi yaitu guide block pada area penting (pedestrian, loket dan toilet), petunjuk khusus pada area pelayanan dalam bentuk bunyi atau huruf Braille, informasi perjalanan kereta api visual secara real-time dan tempat parkir khusus penyandang disabilitas. Prioritas peningkatan fasilitas adalah fasilitas petunjuk khusus pada area pelayanan yang mudah di akses penyandang disabilitas dan pintu/gate yang aksesibel.

Abstract

Unsignalized intersection at Jl. Kaliurang Km 13 -Jl.Besi Jongkang, Yogyakarta has traffic flow increased. Vehicles meet from various directions in the intersection and not equipped with traffic control resulting potential traffic conflicts that can eventually lead to an accident. A factor most causing the accident is speed. The purpose of this study was to find out the effect of the speed towards the motorized safety at unsignalized intersection. Traffic Conflict Technique (TCT) is a method of predicting an accident by the conflict in intersection or road. This method requires some data such as vehicle speed (km/h) and a range of conflict (m) that can be obtained the time to accidents (S) which the conflict can be known to serious or non serious conflict. If a conflict included into the category of serious conflict, the conflict has a potential to cause an accident. Finally, TCT method results show that the unsignalized intersection at Jl. Kaliurang Km 13 -Jl. Besi Jongkang have 76.9% potencial of accidents with an average speed of serious conflict is 26.24 km/h. However, the range distance for conflict only 2.0-3.5 m so the potential of accident increased.

Abstract

The arrangement of peak traffic flow in unsignalized intersections usually carried out by illegal traffic wardens (PTR) and legal traffic wardens (PR).Additionally, traffic management implemented by PTR and PR only during peak hours. This research was executed in4 unsignalized Intersection at Agro street – Bougenville street (Lembah UGM), Sleman. The high traffic volume without the arrangement at the intersection caused traffic jam, so the performance level decreased. This study aimed to determine the impact of PTR and PR and find out alternative solutions at the intersection. The methods for obtaining primary data were by surveying traffic volume data, vehicle speed data, queue length data, driving behaviours andgeometry in the field. The data analysis in this study used VISSIM 9.0.The intersection condition without traffic management of wardenshad delay as much as 21,93 seconds with level of service (LOS) C. Intersections management with PTR produced a value of intersection delay was 30,02 seconds with level of service (LOS) D. Intersections management with PR produced a value of intersection delay was 29,20 seconds with level of service (LOS) D. This result showed that the performance of the intersections in all conditions were worse conditions. The alternative solution in this research was traffic signal with average delay value was 30,31 seconds with level of service (LOS) D. Hopefully, management intersections with traffic signals could reduce accidents risk at intersections.

Abstract

Yogyakarta Station is a railway station located in Yogyakarta City. As a transportation mode transfer point, the station must be inclusive for all train passengers, including passengers with disabilities. An inclusive railway station will be accomplished by providing station facilities that accommodate accessibility for passengers with disabilities. This study aims to evaluate the facilities for passengers with disabilities at Yogyakarta Station. By understanding the evaluation, railway operators and governments will create specific improvements that would make the station more inclusive. The facilities are following the Minister of Transportation Regulation Number PM 98 of 2017 concerning Providing Accessibility to Public Transportation Services for Service Users with Special Needs. This study uses the IPA (Importance Performance Analysis) method obtained through observation and questionnaires. The result shows that based on 15 (fifteen) facilities evaluated, all facilities are available in Yogyakarta Station except the guide block to the counters and toilets, information in Braille letters, ticketing counters/special ticketing counters, and information/customer service rooms which accessible easily. In addition, based on the IPA method, improving facilities for passengers with disabilities at Yogyakarta Station should be prioritized for ready-to-use wheelchair facilities, access to and from passengers in multi-story buildings, and toilet access.

Abstract

Maraknya kecelakaan transportasi khususnya pada perlintasan sebidang kereta api membuat pemerintah berupaya untuk menutup perlintasan sebidang. Penelitian ini bertujuan untuk mengetahui kinerja ruas sekitar perlintasan sebidang kereta api Jalan H.O.S. Cokroaminoto Yogyakarta kondisi eksisting, penutupan perlintasan, dan penutupan perlintasan dengan flyover. Hasil kinerja tersebut kemudian digunakan untuk mendapatkan tingkat pelayanan ruas jalan. Tujuan selanjutnya memberikan permodelan lalu lintas akibat penutupan perlintasan kereta api pada perlintasan tersebut. Penelitian ini membutuhkan survei lapangan berupa volume lalu lintas, kecepatan kendaraan, driving behavior, waktu siklus, dan waktu kedatangan kereta api yang melintas. Analisis kinerja ruas jalan menggunakan Manual Kapasitas Jalan Indonesia 1997 untuk mengetahui nilai derajat kejenuhan, dan untuk mengetahui nilai kecepatan kendaraan menggunakan aplikasi permodelan VISSIM. Dari hasil tersebut kemudian dapat diketahui tingkat pelayanan ruas jalan yang mengacu pada Peraturan Menteri Perhubungan nomor PM 96 Tahun 2015. Hasil penelitian menunjukkan pada kondisi penutupan perlintasan, nilai derajat kejenuhan pada semua ruas jalan mengalami penurunan, yang menunjukkan peningkatan kinerja ruas jalan, kecuali di Jalan Pembela Tanah Air pada simpang 3 Selatan perlintasan, karena terjadi pembebanan volume pada ruas tersebut. Kecepatan kendaraan berbanding lurus dengan derajat kejenuhan, hanya di Jalan Pembela Tanah Air yang mengalami penurunan kecepatan. Pada kondisi penutupan perlintasan dengan flyover, semua ruas mengalami penurunan derajat kejenuhan yang berarti peningkatan kinerja ruas jalan dengan pelebaran jalan pada Jalan Pembela Tanah Air. Sedangkan untuk kecepatan, hanya ruas yang berada tepat di sebelah Utara perlintasan saja yang mengalami penurunan dikarenakan kondisi menanjak pada flyover.
