Abstract

This study reveals the meaning of freedom of the press in Indonesia using the approach of Agenda Setting Theory of Mc Combs and Shaw and Releases Social Responsibility Theory of Theodore Peterson, using qualitative research methods. The results showed press freedom being developed today is freedom of the press in the context of democratic development. Freedom to seek, manage and menayajikan news is now strongly felt by members of the press, but freedom must be accompanied by responsibility for news content. The press is one of the most instrumental agents of change in society changes. The press had a strong driving force that can bring the society towards the negative or reverse direction towards a better improvement. Journalists must improve quality by constantly, have a passion to improve the skills of the profession as a journalist. Freedom of the press has been followed by the media presence of their owners who have enough capital. It also influence the news content, in which journalistic work presented to the public can not be separated from the element alignments. Journalists who act independently, presents a true and accurate news without any interference whatsoever, including media owners have not fully  in Indonesia. Keywords: Press, Freedom of the Press

Abstract

This research aims to know the influence of leadership against the leadership, the influence of organizational culture on quality of service, leadership influence towards customer satisfaction, the influence of organizational culture on quality of service, the influence of organizational culture towards customer satisfaction, influence the quality of service towards customer satisfaction. Research methods using this type of quantitative research. Analysis tools using Structural Equation Modeling (SEM). The conclusion that the leadership will have an impact on the high culture of the Organization and influence on quality of service, but not directly influential leadership towards customer satisfaction, organizational culture influence on quality of service and customer satisfaction, and quality of service to customer satisfaction in the PT. Abstract

The aims of this research are to examine and analyze the part of government employee performance based on the side at work motivation, the ability to work and the labor discipline on the part of Government Employees In Northern Gorontalo District Secretary. This is in accordance with the theory used by Keith Davis which states some factors affecting the achievement of performance such us ability, motivation and discipline. The result of interview should that the general performance of employees on the part of government secretariat district in northern Gorontalo is good enough and it is seen from various aspects of employee performancenamely factor work ability, work motivation and labor disciplin. Abstract

Penelitian ini bertujuan mengetahui dan menganalisis perspektif pemrakarsa kebijakan (the center), pejabat-pejabat pelaksana dilapangan (the periphery), dan kelompok sasaran kebijakan (target group) dalam implementasi kebijakan relokasi pedagang kaki lima kota Manado. Metode yang digunakan oleh peneliti adalah metode penelitian deskriptif kualitatif. Sumber data yang digunakan dalam penelitian ini adalah data primer dan data sekunder. Teknik pengumpulan data mencakup wawancara mendalam, observasi dan dokumentasi.Teknik analisis data yang dipakai yaitu reduksi data, penyajian data, serta penarikan kesimpulan dan verifikasi. Hasil penelitian menunjukkan bahwa, kebijakan relokasi pedagang kaki lima (Perda Kota Manado No. 18 Tahun 2002) tidak sesuai lagi dengan Perpres No. 125 Tahun 2012 dan Permendagri No. 41 Tahun 2012, kemanfaatan sosial yang masih belum proporsional, sikap inkosistensi PKL terhadap aturan, serta perilaku aparat pelaksana lapangan yang cenderung transaksional. Dari penelitian dapat disimpulkan bahwa, implementasi kebijakan relokasi pedagang kaki lima di Kota Manado (Perda Kota Manado No. 18 Tahun 2002) sudah tidak sesuai dengan peraturan di tingkat nasional. Disarankan,  Perda Kota Manado No. 18 Tahun 2002 perlu di tinjau kembali , juga perlu adanya penerapan zonafikasi, desiminasi kebijakan, serta pengawasan dan evaluasi secara berkala oleh Pemerintah Kota Manado. Abstract

Poor performance of the bureaucracy is the main problem which is experienced by the Indonesian nation. In the city of Manado, one of the reasons was the poor quality of public services due to the still unrecovered civilian civil service recruitment process. Recruitment of more based on the proximity and collusion, so that the employees who were recruited not meet the standards in order to improve the quality of public services. This study uses the theory of Zeithaml, at.al. (1990: 20), states that the quality of service is determined by Tangible Dimension, Dimension ReliabilityDimensi responsivness, Assurance and Dimensions Dimensions Empathy.Bertujuan to Know What factors are affecting the management of recruitment in Manado city and aims Knowing whether the Management recruitment in Manado city can have an impact on the quality of public services This research uses descriptive method for implementation includes data, analysis and interpretation of the meaning and diperoleh.Penelitian data is structured as an inductive study that is looking for and collecting data in the field with the aim to determine the factors, form elements, and a nature of the phenomena in the society. The study says that the process of public service delivery in the city Manadobelum provide a sense of satisfaction to the community caused by the long turnaround time, quality of service result of inadequate attitude is unjust in service. The poor quality of public services in the city of Manado due to the lack of competence of the employees, the rate inadequate skills and behaviors of employees who buruk.Disamping the quality of public services has not been due to the limited number of staff and infrastructure services employees who do not yet memadai.Rekrutmen dipersipakan well be wrong the triggers of poor public services. To fix the quality of public services in the city of Manado, the management of recruitment civil servant in the city of Manado should dibenahi.Syarat appointment CPNS expected to not only pay attention to the cognitive ability or knowledge, but the most important is attention to emotional factors / character and skills. Abstract

Pemilihan umum kepala daerah merupakan bagian dari proses demokrasi, yang dilaksanakan di tingkat daerah untuk memilih Gubernur dan Wakil Gubernur (Daerah Provinsi) serta Bupati/Walikota dan Wakil Bupati/Walikota (Daerah Kabupaten). Hal ini merupakan manifestasi reformasi birokrasi yang mengubah cara pandang atau cara pikir pengelolaan negara yang tadinya bersifat sentralistik menjadi desentralistik, dalam pelaksanaannya keterlibatan Aparatur Sipil Negara seringkali digunakan oleh alat kekuasaan untuk memenangkan salah satu kandidat tertentu, penelitian ini bertujan untuk mengetahui penyebab kurangnya netralitas Aparatur Sipil Negara pada pelaksanaan Pemilihan Umum Kepala Daerah tahun 2015 di Kecamatan Tatapaan Kabupaten Minahasa Selatan, dengan menggunakan metode penelitian kualitatif, dengan teknik pengumpulan data yang dilakukan menggunakan metode yang umumnya digunakan pada pendekatan kualitatif, yaitu observasi wawancara degan informan, studi dokumen, analisis data ini dilakukan sepanjang penelitian ini berlangsung. Hasil penelitian menunjukkan bahwa Aparatur Sipil Negara yang ada di Kecamatan Tatapaan masih bisa digunakan sebagai alat bagi suatu kekuatan politik tertentu, ini dikarenakan mendapat pengaruh untuk mendukung salah satu pasangan calon, namun mereka tidak berani untuk menyatakan keterlibatannya secara langsung karena takut melanggar peraturan dan mendapat sanksi, serta masih ada upaya dari oknum penguasa untuk memasukan orang-orang partai politik dalam jajaran birokrasi, khususnya partai penguasa. Walaupun tidak secara gamblang memasukan kader-kader partai politik, tetapi ada usaha memasukan orang-orang yang mereka anggap loyal untuk menempati jabatan-jabatan tertentu. Sedangkan, orang-orang yang dianggap tidak loyal di-nonjob-kan.Kata Kunci : Netralitas, Aparatur Sipil Negara, Pemilukada.
