Abstract

Fenomena anak terlantar atau anak yang tidak memiliki orang tua menjadi permasalahan yang cukup kompleks di berbagai negara khususnya Negara Indonesia. Permasalahan tersebut memerlukan adanya penanganan yang baik dalam menangani permasalahan tersebut. Pemerintah melalui Peraturan Pemerintah Nomor 54 Tahun 2007 Tentang Pengangkatan anak yang merupakan salah satu solusi dalam masalah anak terlantar supaya anak mendapat hak dalam kesejahteraan anak. Penelitian ini bertujuan untuk mengetahui bagaimana berjalannya proses pengangkatan anak dalam mengatasi masalah anak terlantar di Jawa Timur. Penelitian ini menggunakan teori implementasi kebijakan publik menurut George C. Edward III dan menggunakan metode penelitian deskriptif dengan pendekatan kualitatif menurut Creswell. Pengumpulan informasi dan data dalam penelitian ini menggunakan Teknik wawancara. Hasil penelitian menunjukkan komunikasi berjalan dengan baik dan berkesinambungan, disposisi yang dilaksanakan sesuai fungsi dan tanggung jawabnya, sumber daya yang jelas dimanfaatkan sebagaimana mustinya, serta struktur birokrasi sudah tepat. Berdasarkan teori implementasi yang dikemukakan oleh Edward III, bahwa proses pengangkatan anak atau Adopsi dapat berjalan dan berhasil apabila secara keseluruhan faktor tersebut terlaksana.

Abstract

This study aims to identify and analyze the development strategies of Surabaya City Square from a public space perspective. This study uses a descriptive qualitative method with a focus on the role of the Surabaya City Government, particularly the Surabaya City Culture, Youth, Sports, and Tourism Office. The analysis was conducted using Geoff Mulgan's (2009) public strategy theory, which covers five dimensions: purposes, environment, direction, action, and learning. The results show that the development strategy for Surabaya City Square has clear objectives, namely to provide an inclusive, multifunctional, and sustainable public space, as well as to integrate cultural heritage preservation with the strengthening of the city's identity. The strategic physical and social environment supports development, although there are still challenges such as limited parking space and suboptimal use of the food court. Strategic direction has been carried out through policies outlined in Local Regulation No. 3 of 2025 and technical implementation by the Technical Implementation Unit for Museum and Cultural Arts Building Management. Concrete actions in the form of cultural, educational, and creative economy programs have created an active and participatory public space. The evaluation and learning process continues through community feedback, which is used as a basis for continuous improvement. Thus, the development strategy for Surabaya City Square reflects a systematic effort to create a public space that is socially, culturally, economically, and environmentally relevant.

Abstract

This research aims to analyze the strategies for developing tourism destinations in the Old Town area of Surabaya, focusing on the formulation, implementation, and evaluation of these strategies. The method used is descriptive analysis with a qualitative approach. Data collection techniques consist of observation, interviews, and documentation, with informants from the Department of Culture, Youth, and Sports and Tourism, tour guides, and tourists. The research results indicate that Surabaya's Old Town has significant potential as a heritage tourism destination, evidenced by the increasing trend in historical tourism, an active historical community, and well-preserved colonial buildings. The area development strategy is realized thru building revitalization programs, space utilization, improved accessibility, and the development of MSMEs. Tourism promotion is carried out thru Famtrip activities, cultural attractions, and thematic tourism such as jeep tours and tourwagen, which have proven to enhance the positive image of the area. However, several obstacles are still encountered, including limited public facilities, security, street vendor management, and competition with other heritage destinations. Evaluation shows that cross-agency collaboration, CSR support, and community participation play an important role in achieving sustainable development. Thus, the development of Surabaya's Old Town not only emphasizes the preservation of heritage values but is also able to make a real contribution to the local economy and the city's image.

Abstract

This study aims to analyze and map the roles of each stakeholder involved in hexahelix collaboration, focusing on salt management in Sumenep Regency. Data were collected through interviews, documentation, and observation as part of a descriptive qualitative research approach. The focus of the research is to identify stakeholders involved in hexahelix collaboration related to salt management in Sumenep Regency. The results of the study indicate that the hexahelix collaboration in salt management in Sumenep Regency has been running optimally. However, for salt management in Sumenep Regency to be successful, the hexahelix element as a whole needs to enhance its role. The government, academics, the business world, the media, and financial institutions form the hexahelix in salt management. Each part serves a specific purpose in achieving the common goal. While the implementation process is collaborative and complementary, it is important for all stakeholders to understand their primary functions before formulating policies and implementing the hexahelix initiative.

Abstract

The planning of building and environmental management policies for the Sarangan Tourism Area was carried out through the RTBL program, which provides a guideline for organizing areas that do not yet comply with regulations. This study examined how the Dinas Perumahan Rakyat, Kawasan Permukiman, and dan Cipta Karya Provinsi Jawa Timur planned the RTBL policy using a descriptive qualitative approach based on Handoko’s (2003) planning theory. The results showed that the planning process was well-executed, with clear and measurable goals focused on reorganizing the area’s buildings and environment to support sustainable development. Strategies were carefully designed using SWOT analysis to ensure the policies were effective and aligned with the area’s needs while adhering to national and regional regulations, such as PERMEN-PUPR No. 06/PRT/M/2007. Projects and programs were implemented on schedule and followed proper procedures, using a combination of a top-down approach and limited bottom-up input. Funding was allocated through supervision and development planning forums, ensuring the program met all required standards.
