Abstract

Abstract

This study aims to explore village financial accountability and management strategies implemented for community economic empowerment toward the Indonesia Emas 2045 vision, using Amplas Village in Percut Sei Tuan District as a case study. A descriptive qualitative method was applied through field practice and direct interviews with the village head and local residents of the village. The results show that the village has established a Merah Putih Cooperative as a collective platform for managing agricultural and livestock products, which is officially registered and plays a key role in improving access to capital and product values. Additionally, government support programs, such as the Family Hope Program (PKH) and microenterprise training, have encouraged local community participation in economic activities. However, challenges remain, including unequal aid distribution and a lack of routine outreach. The study concludes that financial accountability through cooperatives and participatory village management strategies has contributed positively to economic empowerment, although further improvements are needed in reporting transparency and equal access to programs. These findings are expected to provide input for village policymakers in designing community-based financial and empowerment policy.

Abstract

Focus - This study focuses on identifying and mapping operational risks at a photocopy, printing, and laminating MSME, Mencirim Indah Photo in Medan Sunggal, using the 5M Framework approach combined with a risk register instrument. Objective - This study aims to identify the operational risks faced by Mencirim Indah Photo in its daily business operations, measure the level of these risks through likelihood and impact analysis, trace the root causes based on five dimensions (Man, Machine, Material, Method, Money), and formulate mitigation strategies as well as Standard Operating Procedures (SOPs) to serve as practical guidelines for risk management. Method - The research employed a descriptive qualitative approach within the framework of community service activities. Data were collected through direct on-site observation, in-depth interviews with the owner and employees, and documentation comprising written records and photographs. The collected data were analyzed using the 5M framework to identify sources of risk, followed by an assessment of severity levels via a risk register, resulting in risk scores and classifications (Low, Medium, High, Extreme). Findings - The study identified six key operational risks; two were classified as "High" with the highest scores (photocopier malfunction and damp paper, each scoring 15), while three others were categorized as "Medium." Based on these findings, management strategies (mitigation, transfer, acceptance, and avoidance) and concrete action plans were developed, alongside Standard Operating Procedures (SOPs) for photocopier maintenance and paper storage, serving as practical guidelines to prevent the recurrence of operational disruptions.

Abstract

Purpose – This study aims to identify, map, and formulate an action plan for mitigating operational risks faced by Lisha Laundry SMEs located in Dusun IV Sei Mencirim, Sunggal. This arrangement is intended to ensure the operational sustainability of the laundry service business can be maintained efficiently. Method – This research uses a qualitative des, criptive method. Risk mapping was conducted using a risk register table and risk matrix (Heat Map) based on probability and impact level parameters. Findings – The identification results found 7 main operational risks at Lisha Laundry. Through matrix analysis, 2 risks were categorized as extreme risk (score 20), namely the risk of clothes being mixed up or lost, as well as the risk of labor shortage during peak days. The main problem stems from human factors (minimal attention to detail) and the way handling methods are mixed on the ironing table. A tactical action plan in the form of implementing a structured Standard Operating Procedure (SOP) has proven crucial in reducing losses.

Abstract

PURPOSE - This study aims to identify, analyze, and design operational risk management strategies for the MSME "RM. Basaba," located on Jl. Johar Sei Mencirim, Sunggal District, Deli Serdang Regency, North Sumatra. The study seeks to ensure the efficient maintenance of the restaurant's operational continuity. METHOD - The research employs a qualitative descriptive approach, utilizing field observations and in-depth interviews with the business owner. The analytical framework is based on the four pillars of operational risk: Human Resources (HR), Internal Processes, Systems and Technology, and External Events. Risk mapping was conducted using a risk register table and a risk matrix (Heat Map) based on probability and impact level parameters FINDINGS - Identification results indicate that the risk with the highest severity level (an "extreme" score of 20/25) is a power outage, which directly halts the entire production process due to the reliance on electrically powered equipment. Subsequent risks include disruptions to the QRIS digital payment system (a "high" score of 12/25), which impede transaction flows, and the risk of fire (a "medium" score of 10/25), which has the potential to cause massive asset losses. Risk assessment was conducted using a likelihood-impact matrix (on a scale of 1–5) to generate a structured risk register. Furthermore, the implementation of structured Standard Operating Procedures (SOPs) proved crucial in minimizing losses. This study underscores that the implementation of systematic and structured operational risk management is a fundamental prerequisite for the sustainability and competitiveness of MSMEs amidst an uncertain business environment.

Abstract

Human resource development is a key pillar in a country's economic transformation. In today's digital and knowledge-based economy, human resources are no longer simply production factors like machines or land, but rather strategic assets that determine global competitiveness. In the digital world, competitive advantage no longer lies in the ownership of physical assets, but rather in data mastery, creativity in problem-solving, and the ability to build trust with consumers worldwide. Human involvement in the global digital market also includes a strategic role in navigating the complexities of varying cultures and regulations in each country. This study aims to provide an analysis of human resource development to strengthen competitiveness in the global digital market era. This analysis uses a qualitative approach from the perspective of a human resources expert. The research findings demonstrate Dave Ulrich and Josh Bersin's understanding that a paradigm shift in human resource management in the global digital market era is no longer merely an option, but a necessity for survival. In the global digital market, the competitiveness of a nation or company is no longer determined by the possession of natural resources, but by the quality of its human capital.
