Abstract

Abstrak - Penelitian ini bertujuan untuk memetakan pola penggunaan LLM, mengevaluasi tingkat efisiensi proses belajar, serta mengukur dampak kompetensi teknis prompt engineering mahasiswa terhadap validitas informasi di Universitas Muhammadiyah Gorontalo. Jenis penelitian adalah kuantitatif dengan pendekatan deskriptif. Jumlah sampel sebanyak 96 mahasiswa aktif dari berbagai tahun angkatan yang dipilih menggunakan teknik Proportionate Stratified Random Sampling. Analisis data dilakukan secara deskriptif dan perhitungan Tingkat Capaian Responden (TCR) menggunakan bantuan software SPSS. Hasil penelitian menunjukkan bahwa LLM telah menjadi bagian dari aktivitas akademik rutin mahasiswa, di mana platform yang paling dominan digunakan adalah ChatGPT (38,5%) dengan jenis tugas terbanyak adalah mencari referensi (34,5%). Dari aspek efisiensi belajar, indikator efisiensi waktu memperoleh TCR tertinggi sebesar 88% (Kategori Baik/Efisien), sementara indikator beban verifikasi memperoleh skor terendah sebesar 74% (Kategori Cukup). Pada variabel prompt engineering dan risiko halusinasi, aspek validasi output meraih TCR tertinggi sebesar 78,48%, sedangkan kesadaran risiko halusinasi berada pada angka 73,89%. Dapat disimpulkan bahwa penggunaan LLM dinilai efektif dalam mengakselerasi produktivitas belajar mahasiswa, namun penerapannya tetap membutuhkan sikap kritis dan verifikasi mandiri yang ketat agar hasil belajar yang diperoleh tetap valid dan akurat Kata kunci : Large Language Model; Efisiensi Belajar; UTAUT; Prompt Engineering; Hallucination Trap; Abstract – This study aims to map the patterns of LLM usage, evaluate the efficiency level of the learning process, and measure the impact of students' technical competence in prompt engineering on information validity at Universitas Muhammadiyah Gorontalo. This type of research is quantitative with a descriptive approach. The sample consisted of 96 active students from various class years selected using the Proportionate Stratified Random Sampling technique. Data analysis was conducted descriptively along with the calculation of the Respondent Achievement Level (TCR) using SPSS software. The results showed that LLMs have become a part of students' routine academic activities, where the most dominant platform used is ChatGPT (38.5%) and the most frequent type of academic task assisted is searching for references (34.5%). From the aspect of learning efficiency, the time efficiency indicator obtained the highest TCR of 88% (Good/Efficient Category), while the verification burden indicator obtained the lowest score of 74% (Sufficient Category). In the prompt engineering and hallucination risk variables, the output validation aspect achieved the highest TCR of 78.48%, while the awareness of hallucination risk stood at 73.89%. It can be concluded that the use of LLMs is considered effective in accelerating student learning productivity, yet its application still requires strict critical thinking and independent verification to ensure that the learning outcomes obtained remain valid and accurate. Abstract

Inventory management is an important activity in supporting the operational performance of an organization. At the Information and Communication Technology Division (Bid TIK) of the Gorontalo Regional Police, inventory management is still carried out manually using spreadsheets, resulting in several problems such as recording errors, data duplication, difficulties in retrieving item information, and delays in report preparation. This study aims to design and develop a web-based Inventory Information System (SIMBAR) to improve the effectiveness and efficiency of inventory management. The system was developed using the Waterfall method, which consists of requirements analysis, system design, implementation, testing, and maintenance stages. PHP was used as the programming language, while MySQL served as the database management system. The developed system provides features for inventory data management, incoming and outgoing goods transactions, asset borrowing and returning, stock monitoring, and inventory reporting. System testing was conducted using the Black Box Testing method to ensure that all system functions operated according to user requirements. The testing results showed that all system modules achieved a valid status based on Black Box Testing. The results of this study indicate that the system improves the accuracy of inventory data management, accelerates data recording and retrieval processes, facilitates real-time stock monitoring, and speeds up inventory report generation. Therefore, the developed system can support a more effective, efficient, and integrated inventory management process at the Information and Communication Technology Division (Bid TIK) of the Gorontalo Regional Police.

Abstract

Disciplinary and ethical violations committed by police officers can affect organizational professionalism and reduce public trust in law enforcement institutions. The management of violation records at Polresta Gorontalo Kota remains largely administrative, making it difficult to identify violation patterns and support data-driven decision-making. This study aims to analyze disciplinary and ethical violation data using the Decision Tree C4.5 algorithm to develop a classification model and decision rules. The dataset consists of police disciplinary and ethical violation records collected between 2022 and 2026. The results indicate that the violation category attribute serves as the root node of the decision tree, with the highest Gain Ratio value of 0.694. The resulting model successfully classifies violations into three sanction levels—minor, moderate, and severe—while generating interpretable decision rules. Model evaluation using a confusion matrix achieved an accuracy of 70.8%. The findings demonstrate that the C4.5 algorithm is capable of identifying patterns between violation types and sanction levels, indicating its potential as a decision-support tool for managing disciplinary and ethical violations within the Indonesian National Police.

Abstract

The acceleration of digital transformation in the public sector requires reliable personnel information systems to support efficient and integrated administrative services. The State Civil Apparatus Information System (SIASN) serves as a national platform for managing personnel data and administrative processes of civil servants in Indonesia. However, its implementation at the Regional Civil Service and Human Resource Development Agency (BKPSDM) of Gorontalo Regency still faces several technical and usability-related challenges that may affect user experience and service effectiveness. This study aims to identify user constraints, measure the usability level of SIASN, and provide recommendations for system improvement. A quantitative descriptive approach was employed through data collection using questionnaires, in-depth interviews, and field observations. The study involved 30 active SIASN users, and usability data were analyzed using the System Usability Scale (SUS) instrument. The results indicate that the main obstacles experienced by users include data storage failures, slow system access during peak hours, data updates that have not taken place in real-time, complexity of menu navigation, and limitations of account recovery features. The results of the usability measurement resulted in an average SUS score of 76.4 which is included in the Good category with an Acceptable acceptance rate. These findings show that SIASN is able to support personnel administration activities well and is accepted by users. However, improving the quality of the system is still necessary through optimizing server performance, simplifying the user interface, synchronizing data in real-time, and developing a password reset feature independently. The results of this research are expected to be evaluation materials for developers to improve the quality of digital-based personnel services.

Abstract

The selection of the best employee is an important performance evaluation process aimed at improving employee motivation and productivity. At the Statistics Indonesia (BPS) of Gorontalo Province, the selection process still involves subjective considerations, which may affect the consistency and objectivity of decision-making. Therefore, a data-driven approach is needed to support the evaluation process. This study aimed to implement the Naïve Bayes algorithm to classify the best quarterly employee based on employee performance assessment data. The dataset consisted of performance records from 54 employees of BPS Gorontalo Province collected from the first quarter of 2023 to the fourth quarter of 2024. The classification process utilized BerAKHLAK behavioral indicators, discipline indicators, and Employee Performance Achievement (CKP) as predictor variables, while the target variable was employee status, namely best employee and non-best employee. The research stages included data preparation, data transformation, training and testing data partitioning, model development using the Naïve Bayes algorithm, and model evaluation using a confusion matrix with accuracy, precision, recall, and F1-score metrics. The evaluation results showed that the proposed model achieved an accuracy, precision, recall, and F1-score of 100%, indicating high classification performance on the dataset used in this study. These findings demonstrate that the Naïve Bayes algorithm is effective in classifying employee performance and can be utilized as a decision-support tool for determining the best quarterly employee. The implementation of this method is expected to enhance the objectivity, consistency, and transparency of employee performance evaluation at Statistics Indonesia (BPS) of Gorontalo Province.

Abstract

The pre-filing process for Civil Servant (PNS) retirement applications at the Regional Human Resources Development Agency (BKPSDM) in Gorontalo Regency is still carried out manually using physical documents, resulting in various obstacles, such as the risk of file loss, verification delays, and inefficient document submission and correction processes. This study aims to design a web-based Civil Servant Pre-filing System at the BKPSDM in Gorontalo Regency to improve the effectiveness and efficiency of pension administration services. The system development method used is the Waterfall method, which includes the stages of needs analysis, design, implementation, testing, and maintenance. The system was designed using UML modeling and built using the Laravel Framework. The results show that the designed system facilitates prospective retirees in submitting and correcting files online, assists verifiers in structured document verification, reduces the use of physical documents, and improves the effectiveness of pension administration management at the BKPSDM in Gorontalo Regency. Testing used the Black Box Testing method to demonstrate that all system functions operate according to established requirements

Abstract

This study was conducted to map the level of user satisfaction with the Personnel Information System (SIMPEG) within the Boalemo Regency Government. A quantitative approach was applied, adopting the End User Computing Satisfaction (EUCS) framework. The research instrument, a questionnaire that had undergone validity and reliability testing, was distributed to 31 respondents, active users of the system. Data analysis revealed that, in aggregate, SIMPEG was deemed satisfactory, with an average score of 4.27, categorized as very satisfied. However, evaluation by dimension revealed disparities; the Content dimension recorded the highest score (4.42), while the Timeliness dimension ranked lowest with a score of 4.15 (categorized as satisfied). These findings indicate that although the information content is adequate, the speed of data access and updates remains a barrier. Therefore, the main recommendation focuses on improving system responsiveness to optimize personnel services

Abstract

This study aims to design a prototype of a web-based Civil Servant Promotion System for the Government of Boalemo Regency using a User Interface and User Experience (UI/UX) approach. The existing promotion administration process still relies on semi-manual procedures, resulting in delays in document verification, difficulties in monitoring proposal status, limited transparency, and inefficiencies in personnel data management. The research employed a Prototyping method using Figma involving three main actors, namely OPD Administrator, BKPSDM Administrator, and BPKPD Administrator. The prototype was developed to support promotion submission, administrative verification, document management, and monitoring of promotion status through an integrated digital workflow. System feasibility evaluation was conducted using the System Usability Scale (SUS) involving 15 respondents. The evaluation results showed that the prototype obtained an average score of 90.5 on a scale of 0–100, which falls into the Excellent category, indicating a very high level of usability and user acceptance. Therefore, the proposed prototype is considered feasible as a reference for the development of an integrated personnel information system that can improve efficiency, transparency, and service quality in the civil servant promotion process within the Government of Boalemo Regency
