This study was motivated by the low level of student learning outcomes and the limited active participation of students in the Basic Marketing Vocational Subjects for Grade X Retail Business students at SMK Negeri 1 Medan, where the learning process was still dominated by conventional teacher-centered instruction. The study aimed to improve students' learning outcomes and learning activities through the implementation of the Cooperative Integrated Reading and Composition (CIRC) learning model. This research employed Classroom Action Research (CAR) consisting of two cycles, namely Cycle I and Cycle II, involving 36 Grade X Retail Business students as the research subjects. Data were collected through tests (pre-test, post-test I, and post-test II), observations of student and teacher activities, Focus Group Discussions (FGD), and documentation. The research instruments were tested for validity, reliability, item difficulty, and discrimination index to ensure their appropriateness. The findings revealed that the implementation of the CIRC learning model improved students' learning outcomes, as indicated by the increase in the average score from 67.38 in the pre-test to 78.72 in post-test I and further to 88.47 in post-test II. Classical learning mastery also increased from 41.67% in the pre-test to 63.89% in Cycle I and reached 86.11% in Cycle II. In addition, students' learning activities improved from the fairly good category to the very good category. Based on these findings, it can be concluded that the implementation of the Cooperative Integrated Reading and Composition (CIRC) learning model is effective in improving students' learning outcomes and learning activities in the Basic Marketing Vocational Subjects for Grade X Retail Business students at SMK Negeri 1 Medan. ABSTRAK Penelitian ini dilatarbelakangi oleh rendahnya hasil belajar dan kurang optimalnya keterlibatan aktif siswa dalam proses pembelajaran Dasar-Dasar Kejuruan Pemasaran di kelas X Bisnis Ritel SMK Negeri 1 Medan, yang masih didominasi oleh metode pembelajaran konvensional dan berpusat pada guru. Penelitian ini bertujuan untuk meningkatkan hasil belajar dan aktivitas belajar siswa melalui penerapan model pembelajaran Cooperative Integrated Reading and Composition (CIRC). Jenis penelitian yang digunakan adalah Penelitian Tindakan Kelas (PTK) yang dilaksanakan dalam dua siklus, yaitu Siklus I dan Siklus II, dengan subjek penelitian sebanyak 36 siswa kelas X Bisnis Ritel. Teknik pengumpulan data meliputi tes (pre-test, post-test I, dan post-test II), observasi aktivitas siswa dan guru, Focus Group Discussion (FGD), serta dokumentasi. Instrumen penelitian terlebih dahulu diuji melalui uji validitas, reliabilitas, tingkat kesukaran, dan daya pembeda untuk memastikan kelayakan penggunaannya. Hasil penelitian menunjukkan bahwa penerapan model pembelajaran CIRC mampu meningkatkan hasil belajar siswa, yang ditunjukkan oleh peningkatan nilai rata-rata dari 67,38 pada pre-test menjadi 78,72 pada post-test I dan meningkat menjadi 88,47 pada post-test II. Ketuntasan belajar klasikal juga mengalami peningkatan dari 41,67% pada pre-test menjadi 63,89% pada Siklus I dan mencapai 86,11% pada Siklus II. Selain itu, aktivitas belajar siswa meningkat dari kategori cukup baik menjadi sangat baik. Berdasarkan hasil tersebut, dapat disimpulkan bahwa penerapan model pembelajaran Cooperative Integrated Reading and Composition (CIRC) efektif dalam meningkatkan hasil belajar dan aktivitas belajar siswa pada mata pelajaran Dasar-Dasar Kejuruan Pemasaran di kelas X Bisnis Ritel SMK Negeri 1 Medan.
