Abstract

Employee performance in public organizations is closely related to career development, competence, and the motivation that encourages employees to carry out their duties effectively. This study aims to test and analyze the effects of career development and competence on work motivation and employee performance, the effect of work motivation on employee performance, and the mediating role of work motivation in the relationships between career development, competence, and employee performance. Using an explanatory research approach, the study was conducted at the Mojokerto City Regional Secretariat Office from June to August 2023. The population consisted of 109 civil servants, with 108 respondents included through saturated sampling after excluding the author. Primary data were collected directly through questionnaires and analyzed using path analysis after validity, reliability, and classical assumption tests. Hypotheses were tested using the t-test, while mediation was examined using the Sobel test. The results show significant positive effects of career development on work motivation (0.246) and employee performance (0.214), competence on work motivation (0.262) and employee performance (0.218), and work motivation on employee performance (0.348), with p < .001. Sobel tests also indicate significant indirect effects through work motivation (p < .001). These findings imply that strengthening work motivation alongside career development and competence can support employee performance in the Regional Secretariat Office.
