Abstract

This research aims to analyze the effective communication strategies at State Islamic University (UIN) Ar-Raniry to strengthen the understanding and application of Islamic Sharia, given the institution's critical role in Aceh. Employing a qualitative case study method through interviews, observations, and document analysis of eight research subjects (R1–R8), the findings indicate that UIN Ar-Raniry implements a comprehensive strategy combining traditional approaches such as interpersonal communication, student mentoring programs, and collaboration with scholars with the utilization of digital media (social media, websites) to reach a wider audience. These strategies involve contextual messaging and interactive discussions, as well as the integration of Sharia values into the curriculum and the development of Islamic character. The success of these strategies is evidenced by an increased understanding of Sharia values among students, high participation in religious activities, and the application of Islamic ethics in academic life. Academically, these findings contribute by affirming the importance of synergy between modern and traditional communication and collaboration among stakeholders to support the optimal implementation of Islamic Sharia.

Abstract

This paper focuses on direct observation and in-depth analysis to explore various aspects of communication policies used by the North Sumatra Provincial Government to increase Regional Original Revenue (PAD). This study uses a qualitative descriptive approach. This research occurred at the North Sumatra Provincial Government Headquarters on Jalan Diponegoro No. 30, Madras Hulu, Medan Polonia District, Medan City, North Sumatra. This research lasted for a duration of three months, starting from February 2024 to April 2024. Data sources refer to sources where research data is obtained directly or indirectly. The data collection uses non-participatory observation, semi-structured interviews, and documentation studies; through triangulation techniques, researchers can confirm the correctness of the findings by comparing and verifying various data sources. The results of the study show that the communication strategy of the North Sumatra Provincial Government to increase public understanding of the importance of paying Motor Vehicle Tax (PKB) is carried out through an integrative and inclusive approach. Second, the friendly and professional service at Samsat’s offices creates a positive experience that encourages taxpayer compliance. Third, the community is invited to dialogue through participatory education in schools, villages, and public forums to understand the importance of PAD’s contribution. Fourth, collaboration between agencies ensures consistent message delivery and educational law enforcement so that the public is more motivated to obey without feeling intimidated. Meanwhile, the Islamic communication approach applied by the North Sumatra Provincial Government in increasing awareness of paying Motor Vehicle Tax (PKB) refers to the principles of Qaulan Sadiidan (right words), Qaulan Layyinan (gentle words), Qaulan Ma’rufan (good words), and Qaulan Balighan (adequate words). The obstacles faced by the North Sumatra Provincial Government (North et al. Government) in informing the Motor Vehicle Tax (PKB) policy to the public include aspects of transparency, technology, geography, communication, tax education, coordination between agencies, law enforcement and communication disruptions due to language barriers and technological infrastructure.

Abstract

This study examines the implementation of transcendental communication in the Suluk congregation at Dayah Darul Ulum Abu Lueng Ie, Aceh Besar. Using a descriptive qualitative approach, data were collected through observation, interviews, and documentation, with the main subjects being the leaders and teachers of the dayah who guide the congregation in the Suluk process. Analysis was conducted to understand the spiritual experience of the congregation and its impact on their social lives. The results of the study indicate that transcendental communication in Suluk includes stages such as taharah (physical and spiritual cleansing) and tausiyah (spiritual guidance). Personal guidance from a cleric or mursyid plays an important role in helping the congregation reach a higher spiritual level. This process is carried out through the practice of dhikr and tafakur, which strengthens the vertical relationship with God and forms a positive social attitude. The impact of transcendental communication is not only limited to increasing individual spirituality, but is also seen in strengthening character, social responsibility, social awareness, and the active involvement of the congregation in social and charitable activities. Solidarity within the community also increases as a result of this process. However, several challenges are still encountered, such as limited spiritual understanding of the congregation, lack of continuity of practice, limited involvement of the mursyid, and negative influence of the media. Therefore, a more in-depth educational approach, structured guidance, and wise media management are needed to optimise the impact of transcendental communication in the social life of the congregation.
